The Controls contractor shall have 24/7 telephone service available and shall respond to emergencies within a 4-hour window, including weekends & holidays.
ii.Requirements:
1. The contractor shall make the required adjustments to the system so that users will be able to access the system remotely (only authorized users). The contractor shall provide a hot spot internet service to connect to the main EMS workstation. The contractor will be responsible for maintaining this internet service for the duration of this contract.
2. Contractor shall provide all required updates to the EMS software so that the system is up to date with the latest functional and security features.
3. Contractor shall provide maintenance to the existing workstation where the EMS currently resides, including any critical updates required and any patches recommended by the manufacturer.

6. Contractor shall integrate the existing Solar Power system into the EMS which shall report Energy Produced in a monthly basis.
7. The contractor shall make sure all equipment in the existing system is properly integrated and working properly. For example, existing backup chillers for the OR’s are in the EMS however, these do not run when the normal chillers are down.
Another example, some of the Liebert units that serve as backup for our servers should run when the normal HVAC is down however, when this event happens, these backup units do not run even though this equipment is in the EMS.
8. Contractor shall have the ability to troubleshoot all control devices included in the systems, which includes but is not limited to: control relays, control switches, safety switches, pressure sensors, temperature sensors, actuators, dampers, water valves, water sensors, water meters, steam meters, electric meters, etc. Contractor shall make sure all devices are working properly and are properly configured and maintained.
9. The contractor shall be responsible for updating all graphics in the EMS and making sure they are up to date and working properly. Al equipment on the System three shall have a graphic with clickable buttons to adjust setpoints. Graphics shall include analog/binary values for easy reading and monitoring and shall have write points for setpoint manipulation.
10. Equipment in Hierarchical Trees shall follow a logical order. For example, An Air Handler will in the top, followed by the VAV boxes it serves or Exhaust Fans associated with it. In the case of Chillers and Boilers, these will be followed by their respective pumps. This will be part of the recurrent maintenance expected from this contract.
11. The contractor shall include in their programing trends for points considered “critical” for monitoring purposes. Contractor shall focus on critical equipment such as chilled water system, hot water system, air handlers, exhaust fans, pumps, pressure readings, OR’s, etc. Miscellaneous equipment like VAV boxes shall include trends for points such as supply temps, valve positions, damper positions, room temperatures, room pressures for OR’s, etc.
12. The Contractor shall use trending data to verify, document, and improve a building's operation and identifying broken components, recalibrating sensors, and correcting control functions that have been disabled by building operator in error.
13. The system shall have hierarchical and group scheduling that supports customized, graphically displayed schedules for building, floors, zones or equipment groups to flexibly manage energy use.
14. The system shall have logical alarming where alarm conditions are graphically represented and sorted by source, type and criticality.
15. Contractor shall provide two types of user profiles: Admin and User. Admin shall have the capability to modify setpoints, control sequences, graphics, schedules, etc.
The User profile will only have “reading” rights.
16. The contractor shall include 1 annual training session for the M&O technicians. This shall repeat at the beginning of each option year if applicable, so that the VA team can keep up to date on any changes performed in the system each year.
