This document contains a question and answer file regarding a solicitation for LED surgical lights. The solicitation is for the purchase of 10 dual surgical LED lights to be installed at the VA El Paso Healthcare System in Texas. Responses to the solicitation are due by June 30, 2020 at 0800 AM Central Time and should be emailed to rolando.pasayan@va.gov. The solicitation is set aside for Service Disabled Veteran Owned Small Businesses and seeks new equipment covered under the manufacturer's warranty. Questions from potential offerors address clarification around technical requirements for illumination levels, color rendering indices, heat ratios, and power consumption for the lights. Site visits are also discussed to evaluate existing ceiling structures and potential obstructions.

Subject: Question and Answers regarding RFQ 36C257200406
To: ALL
1. Please clarify the significance of the Word Document included with the solicitation that lists VA Dallas as the place of performance for 10 OR lights and the reference to the photos attached to this document.
a. The price schedule on the VA El Paso solicitation only lists the VA El Paso for the 10 lights. Are we to quote 10 lights for VA Dallas as well as VA El Paso? This solicitation is for VA El Paso ONLY.
b. The VA El Paso solicitation references the photos attached to the VA Dallas document. Are these identical to the lights installed at VA El Paso? The photos attached are from the VA El Paso OR rooms.
2. Evaluation Factor Criteria:
a. Are the evaluation factors labeled a-m the exact minimum salient characteristics that will be required? In discussion with the facility to modify. Pending response.
b. Please provide the measurements between the bolts of the existing mounting.
c. Item f.: Light illumination must be adjustable up to 65,000 Lux. compared to the requirements in Section E: Max Central Illuminance of 160,000 Lux.
i. Is this a typo and should read up to 160,000 Lux? Typo
d. Lights must be LED with LED color rendering index at 95 whereas the standards required on page 9 states: LED Color Rendering Index (CRI) up to 96.
i. Will El Paso accept LED color rendering index of 95? Yes
e. LED lights must have up to a 60,000-hour lifespan with a power consumption of
40 watts.
i. Will El Paso accept up to 70 watts power consumption for lights that have more LEDs? Yes
3. OR Lights Performance requirements:
a. R9 deep saturated red color index up to 98-
i. Will El Paso accept Red Color index of 94 or 95? If not, then this is an overly restrictive requirement that only Steris can meet and this should be a sole source acquisition. Yes
b. Heat-to-light ratio 3.1- Will El Paso accept a heat ratio of 3.5 or 3.6 if there are more LEDs? Yes
4. Under General Requirements:
a. Page 7: “Contractor will provide evaluation of existing structure where OR lights are needed and submission of plans to El Paso VA Healthcare System engineering service, to assure that workable systems are installed and comply with VA design requirements and relevant standards”
i. What are the VA design requirements and relevant standards?
b. Contractor will provide information on minimum clearances for operation of each
OR lights, to be presented with the bid.
i. Please provide CAD drawings that show measurements.
c. “Contractor will provide a list of all construction or modifications required to install the OR lights, to be presented with the bid. The goal is to install around any obstructions without requiring VA to make construction modifications.”
i. We request a site visit with the site engineer to properly evaluate the existing structure and obstructions and to certify the abiity of above ceiling structure to support the light system. This would require a site visit also to evaluate existing structure for correct bolt hole pattern, flat panel vs.
hood, etc. Yes
5. Special Requirements: page 12: “It is permissible to raise the OR lights height or extend the range of the OR lights system that is being replaced, so long as designs are approved by the facility in advance and all obstacles are avoided to avoid interference with the operation of curtains, ventilation, or other moving or ceiling mounted items.”
a. Please provide detailed CAD drawings. Site visit would identify any possible obstructions.
Q: What the word “visualization” refers to would be most appreciated.
Visualization is the ability to clearly see or view the area where the light is shining.
The following are responses to the solicitation questions, as requested.
• Can you please provide the ceiling height in each of the ORs?
Each OR has a ceiling height of ~10 ft
• The request requires R9 Deep Saturated Red up to 98, our light is capable of supplying up to 97.
When looking at the R9 Deep Saturated Red anything above 95 is almost impossible to tell a difference, the difference between 97 and 98 is unable to be seen by the naked eye. Can the spec be changed to R9 Deep Saturated Red up to 97?
The request requires 98. Not all surgeries are completed using “the naked eye”.
• Can you clarify what the Head Light Ratio 3.1 is?
Its “Heat to light ratio” refers to the efficiency of the LED’s in the light produced opposed to energy wasted in the form of heat.
• The requirement for “Air Foil Suspension” is proprietary to Steris, this specification’s intent is that the design of their tubing is more aerodynamic, however our products offer flat top and rounded corners that meet the intent of the requirements for the air foil design suspension.
This requirement should be interpreted as any product that was designed with aerodynamic properties which aid in ease of use and longevity.
• Can you please clarify what is required in the Biomed training requested in para E.4.b? Could this be done offsite?
Biomed training refers to the portion of the service manual in most medical devices that states something along the lines of “only (insert company name here) service personnel, or BioMed’s factory trained are authorized to service this unit”. This can (and in most sceneries) is done off site in some form of a training campus.
• Is it mandatory for work to be accomplished during the working hours listed or would it be acceptable to do work outside of standard working hours?
The work should be completed on a schedule that would provide minimal disruption to patient care.
In discussion with the facility regarding the Technical Evaluation and Site Visit (date, time). Will post once received. RFQ will be extended depending when the site visit date. Thank you.
