About this file

This correspondence summarizes a solicitation for LED dual surgical lights and exam lights for the El Paso VA Medical Center. RE: 36C-25720Q0406 – Solicitation OR LED Dual Surgical Lights and Exam lights El Paso VAMC

Dear Rolando, Our manufacture partner, Drager, and Janz would like to thank you for this opportunity. We were anticipating the opportunity to take a look at the above ceiling structure during that visit, however as Draeger was unable to inspect or verify the above ceiling structure during the visit we requests the VA Hospital verify and certify that these load requirements will be met by the existing above ceiling structures. At a minimum, the structure which the surgical lights will be affixed must be able to support a vertical force of 2000N, and a torque load of 1860N. The existing mounting system can support the vertical load of 2000N (~450lbf). Torque shall be expressed in either N-m or ft-lbf. Please verify the load due to torque provided is accurate. Draeger does not anticipate that the lighter weight of Draeger Polaris 600 lights will be an issue and the visual below ceiling during the OR lights inspection allowed us to confirm that the bolting pattern is compatible with Draeger’s plate, however, there is a risk that the above the ceiling structure has deteriorated over time. The existing structure is in good working condition. There is no visible evidence of material deterioration due to oxidation, corrosion, or other method of deterioration. The existing structure does not visibly show indication of overstressing/overloading. The existing light system does not create vibration which deems the possibility of material fatigue negligible.

Without access to the above infrastructue or certification that the structures will meet our requirements, Draeger will be put at an unaccepable risk. Therefore the scope of work Page 6 (document 36C25720Q0406) ...“to ensure current infrastructure can support proposed light model is required prior to contract award/ or written assurance infrastructure will be adequate to support proposed lights weight limitations“ without an above the ceiling inspection this requirement will be an overly restricitve requirement and as a result not an open and competitive solictation..

Based on the government responsibilities in Section E 12 b page 8 of the P11+- +OR+LED+Exam+Light+SOW+rev+3+071320 the government is responsible to provide“ Technical information on the building and requirements for construction. (Engineering service.)“ Draeger is requesting that the government provide assurance that the above ceiling structure meets Draeger requirements for the Polaris 600 LED OR lights to

Without the assurance that the VA will accept the cost of repairing the upper structure should that possibility become evident after award Draeger and any vendor would be subject to unacceptable risk.

Also please clarify the following items on the price schedule.

1. It lists CLIN 0001 as IGCE Surgical lights LED Qty 10, however there are 11 OR lights including the 2 separate tandem lights in room 8. Also the IGCE is usually provided by the government,

2. What is included in CLIN 0002 SURGICAL LIGHTS AND VISUALIZATION QTY-10? Please clarify the “visualization“ description; Likewise there are 11 total tandem surgical lights not 10.

3. The price schedule does not list the 5 exam lights. Is it acceptable to have One price for all the lights and separate CLIN 003 Removal and CLIN 004 Installation and change the quantity to 11 OR lights and 4 exam lights?

In regard to the exam lights please provide plate dimentions and bolting pattern along with assurances that the upper structure will support the exam lights.

Please provide the VA Checklist that is referred to in the following sections of the SOW General Requirements:

1. All installation must comply with requirements including the Checklist for Installation and Relocation. The installation checklist must be filled out for each installed OR lights, in addition to any checklist required by the manufacturer, and supplied to the COR. See modified SOW.

2. Contractor will provide installation and testing of all equipment for OR lights, according to VA checklist requirements, resulting in a turnkey system.

Reporting Requirements:

11. The VHA checklist and any manufacturer’s checklist are the sole report and must be provided to the COR within two weeks after installation. The OR lights installation is not considered complete and cannot be paid for until the checklist is complete and provided to the COR.

Please provide the dust control requirements referred to in “Contractor Conduct Requirements“:

7.f. The Contractor must follow procedures required by El Paso VA Healthcare System Infection Control personnel and the construction safety committee, to include any required dust control specified in the Infection Control Risk Assessment.

Thank you for calrifying these items and for your patience for the time it took to get our team together to discuss the new SOW.

Very sincerely yours, Lauren Worley
