About this file

This is a Request for Proposals (RFP) solicitation document for construction services issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 16 (VISN 16). The solicitation number is 36C25626R0035, issued on April 28, 2026, with proposals due by 1:00 PM CDT on May 28, 2026. The project requires the upgrade of the sewer distribution system at the Michael E. DeBakey VA Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, Texas 77030. The work includes all supervision, labor, materials, tools, and equipment necessary to replace sewer lines on floors 2-6 in Building 100, encompassing general construction, demolition, architectural, plumbing, fire protection, and related items as specified in the provided construction documents. The contract will be a firm-fixed-price award with a mandatory performance period of 730 calendar days from the Notice to Proceed, with an assumed notice to proceed date of August 3, 2026. The project budget is estimated between $5,000,000 and $10,000,000.

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competitive procurement pursuant to Public Law 109-461, with NAICS code 237110 and a small business size standard of $45 million. Offerors must be SBA-certified SDVOSBs and actively registered in SAM at the time offers are due. The evaluation approach is a past performance-price tradeoff, with past performance rated as significantly more important than price. Proposals must be submitted in two volumes: Volume I (Past Performance, maximum 15 pages plus cover page) and Volume II (Price and required documents with no page limit). Required submissions include a completed SF 1442, price breakdown by specification divisions, SF 24 bid bond (20% of bid price or $3 million, whichever is less), SDVOSB certification verification, acknowledgment of all amendments, VETS4212 documentation, Experience Modification Rate documentation, OSHA records for the past three years, and a completed VAAR Clause 852.219-75 certificate of compliance. Performance and payment bonds are required upon award. The solicitation is subject to Davis-Bacon wage requirements, Buy American construction materials provisions, and extensive federal security and compliance clauses. The deadline for solicitation inquiries is April 27, 2026, at 4:00 PM CT. A mandatory organized site visit is scheduled for May 7, 2026, at 9:00 AM Central Time.

BASIS FOR CONTRACT AWARD

1. A single award will be made to a Service-Disabled Veteran-Owned Small Business (SDVOSB). This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted under RFO Part 15.103-1, Tradeoff Approach. This is a Past Performance-Price Tradeoff. Past Performance is significantly more important than price. The offeror who presents the best value to the Government when Past Performance and Price are considered will be the apparent awardee. The Government reserves the right to accept other than the lowest priced offer or to reject all offers as listed in this solicitation. The Government shall not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. If there is a lower priced, conforming offer(s), the SSA will decide on whether the added value of a more expensive proposal would justify award to that offeror.

2. The government intends to evaluate proposals and award a contract without discussions with offerors unless holding discussions is determined by the Source Selection Authority (SSA) to be in the best interest of the government. All offerors are encouraged to provide their best proposal upfront. There is no guarantee that discussions will be held. Communication conducted to resolve minor or clerical errors would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions. There will be no public offer opening.

3. The Government reserves the right to limit, for purposes of efficiency, the number of proposals in the competitive range to the greatest number that shall permit an efficient competition among the most highly rated proposals (10 U.S.C.2305(b)(4) and 41 U.S.C. 253b(d)). If the SSA decides that an offeror’s proposal should no longer be included in the competitive range, the proposal shall be eliminated from consideration for award and written notice of the decision shall be provided to the unsuccessful offeror in accordance with FAR 15.503.

VOLUME I - PAST PERFORMANCE EVALUATION & SUBMISSION REQUIREMENTS

1. The Past Performance evaluation will assess the relative risks associated with an Offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by that Offeror's record of past performance. In this context, “Offeror” refers to the proposed prime SDVOSB. A single past performance rating will be based on the total package submitted by the offeror.

2. Recent Successful Past Performance: Offerors are required to provide their recent, substantially complete (>90% complete), successful performance under contracts that demonstrate they have successfully performed construction work in an occupied space within a hospital environment with multiple phases, similar in scope to Project 580-23-108, as the prime contractor within the last five (5) years, from the date this solicitation was issued.

3. Offeror shall provide a detailed summary of the three most recent projects, and no more than three*, that include:

a. Owner Government Agency/Company which awarded contract and their contact information (Name, Title, Telephone Number, Email);

b. Contract Number;

c. Location (physical address) of project performance;

d. Project Title/Name;

e. Project Description (Details of construction requirements, challenges, and solutions);

f. Project Cost and Cost Control Measures. Original and final contract costs, contract mods, cost containment measures, value engineering, etc;

g. Project Performance Period. Initial and actual dates, schedule impacts and efficiencies; and

h. Subcontractors. Names, Roles, Responsibilities, and Percentage of work.

i. In addition, for each project submitted, Offeror shall provide a narrative that describes recent successful performance and demonstrates experience in interior hospital construction on a similar campus as MEDVAMC. Information shall include details on complexity, magnitude, challenges, and degree of success. Offerors are encouraged to include supporting documents such as photographs that support the narrative. The narrative should discuss items such as challenges with schedule, unforeseen site conditions, or other unusual factors, and provide details on how the offeror overcame those challenges.

* Should more than three projects be submitted, only the first three listed will be evaluated.

4. The Government will conduct a performance risk assessment based on the quality, relevancy, and recency of the Offeror's past performance, as it relates to the probability of successful accomplishment of the required effort for project 580-23-108. The Government will review past performance information submitted by the Offeror, information available in CPARS, and information obtained from any other sources deemed appropriate.

a) Relevancy.

Relevancy is defined as past efforts involving the same scope and cost magnitude of effort and complexities as required by this solicitation. Offerors shall clearly explain how each submitted project meets this definition. Because the Government may not contact all references, it is incumbent upon the Offeror to provide sufficient detail demonstrating why each project is relevant.

b) Recency.

For evaluation purposes, a past performance effort is considered recent if more than 90% of the performance occurred within the last ten (10) years from the date of solicitation issuance. Efforts outside this timeframe may be considered not recent.

c) Quality of Performance.

The Government will assess the quality of the Offeror’s performance using information such as CPARS ratings, customer feedback, and information obtained from other sources. Areas evaluated may include, but are not limited to:

• Quality of construction services

• Timeliness of performance or adherence to project schedules

• Control of project cost, including management of changes

• Effectiveness in program and project management, including oversight and control of subcontractors

• Overall customer satisfaction and performance trends

d) The evaluation will consider how well the Offeror met contract requirements, resolved problems, managed resources, and communicated with the Government or customer.

e) The Government may obtain past performance information from any available source, including CPARS, other Federal agencies, commercial customers, state/local governments, or other third‑party sources. The Government may contact any or all references but is under no obligation to interview every source identified by the Offeror.

f) Based on the quality, relevancy, and recency of the information reviewed, the Government will assign an overall rating reflecting the assessed probability of successful performance on project 580‑25‑101.

5. If an Offeror has no relevant past performance, or if relevant past performance information is not available, the Offeror will receive a Neutral rating. A Neutral rating means the Offeror will not be evaluated favorably or unfavorably under this factor.

6. Offerors are reminded that the burden of demonstrating low performance risk rests with the Offeror. Failure to provide adequate supporting information may result in a lower performance confidence rating.

VOLUME II – PRICE EVALUATION & PRICE, SOLICITATION, OFFER & AWARD DOCUMENTS SUBMISSION REQUIREMENTS

1. The Government will evaluate price to determine whether proposals are fair and reasonable.

2. To be eligible for evaluation and considered for award, the Offeror shall submit all of the following required items:

d) SDVOSB Verification and Registrations. The Offeror must be a VetCert‑certified SDVOSB at the time offers are due and at the time of award. The Offeror shall be registered in Veterans.certify.sba.gov, actively registered in SAM.gov, and shall have completed all required Reps and Certs.

e) Any offeror submitting a proposal as a joint venture must provide a certification from each SDVOSB joint partner, signed by an authorized official of each partner to the joint venture, stating that the parties to the joint venture (1) have entered into a joint venture agreement that fully complies with paragraph (c) of 13 CFR § 128.402 and (2) will perform the contract in compliance with the joint venture agreement. Failure to submit the certification with the offeror’s proposal will render the offeror ineligible for award.

f) Acknowledgment of All Amendments. Each solicitation amendment must be acknowledged, signed, and submitted. Offerors are solely responsible for monitoring SAM.gov for amendments and ensuring proper acknowledgment in accordance with the solicitation.

g) VETS‑4212 Documentation. Documentation confirming the Offeror has filed its VETS‑4212 report for 2025.

h) Experience Modification Rate (EMR). Documentation from your Insurance that your firm’s EMR is less than 1.
