About this file
This is an RFI (Request for Information) Register documenting VA responses to contractor questions regarding RFP 36C25626R0031 for wayfinding signage replacement and wall covering installation at the Alexandria VA Health Care System, Project No. 502-23-707.
The project scope includes removal and replacement of interior signage throughout a multi-floor VA facility, installation of approximately ten traffic wallcovering locations at various elevator lobbies (totaling approximately 2,271 square feet), wall patching and finishing at sign removal locations using 5/8" gypsum board with cold-formed metal framing, and coordination of work in an occupied facility. The original proposal due date of April 6, 2026, was extended to April 24, 2026, via Amendment 0003. Key requirements include contractor responsibility for full field verification and takeoff of signage quantities and locations; compliance with the 2023 VA Sign Design Manual for mounting methods, heights, and specifications; Level 5 drywall finish wall preparation prior to wallcovering installation; full wall painting from corner to corner after patching; ICRA-compliant temporary wall construction for dust containment; and coordination with the Contracting Officer's Representative for scheduling, particularly regarding off-hours work in patient care areas. Directory signs are specified at Type D.1 (12.25"W x 22.25"H with insert accommodation), and sign dimensions for other types are referenced in the VA Sign Design Manual. The facility will remain occupied during construction, requiring minimal operational disruption.

Information on Specifications references a separate Project and Contract that was awarded to the designer of record.
3 Demolition Note 16 states:
“All signage in the building will be removed and replaced. Verify any unidentified signage with Architect and COR.”
However, the sign location plans and sign schedules appear to identify fewer new signs than the quantity of signs shown for demolition, and several informational signs appear to be removed but are not reflected in the new signage counts.
Please confirm whether offerors should include in their base proposal:
• Replacement of all signage removed during demolition, or
• Replacement of only those signs specifically identified in the sign location plans and sign schedules.
THE PURPOSE OF THIS PROJECT IS TO CLEAN UP AND CLARIFY THE WAYFINDING. WE WILL BE REMOVING MORE SIGNS THAN WILL BE GOING BACK INTO THE PROJECT. ANY SIGNS NOT IDENTIFIED ON THE DRAWINGS THAT COME INTO QUESTION DURING THE PROJECT SHOULD BE BROUGHT TO
THE ARCHITECT AND THE COR'S ATTENTION.
4 Post-Award Field Survey and Additional Signage The Statement of Work requires the contractor to conduct a pre-mobilization survey of all work sites and submit a report identifying discrepancies, conflicts, and corrective actions for Government review and approval.
Please confirm whether additional signage or conditions identified during this survey but not shown in the drawings or sign schedules will be addressed through a separate proposal and contract modification, rather than being included in the base bid.
YES, THIS IS CORRECT.
5 Sign Dimensions (Basis of Design – Vivid Signage) The drawings reference Vivid signage as the Basis of Design, but specific dimensions are not provided for several sign types identified for replacement.
Dimensions are provided below sign image, and if specific sign not shown reference the 2023 VA Sign Design Manual published by the VA Office of Construction and Facilities Management.
6 Directory Sign Requirements Based on the drawing set and sign counts, approximately twenty-one (21) directory signs appear to be required.
Existing directories shown in site photos appear to be various sizes and styles.
Please confirm the required size, configuration, and sign type for the directory signage so that consistent pricing can be established.
Type D.1 - 12.25"W x 22.25" H, accomodates insert.
7 Mounting Method Requirements The drawings do not clearly identify the required mounting method for replacement signage (e.g., adhesive mounting, mechanical fastening, or other mounting systems).
Please confirm the required mounting method for each applicable sign type.
Reference the 2023 VA Sign Design Manual published by the VA Office of Construction and Facilities Management for the proper mounting method per sign type.
8 Reinstallation of Existing Signage Demolition Note 4 indicates that certain existing signs may be removed and reinstalled.
Please identify the specific sign types or locations where reinstallation of existing signage is required, rather than replacement.
existing to remain noted on AD105 Existing Pictures.
9 Wall Repair Requirements Following Sign Removal Demolition Note 12 indicates that wall conditions impacted by sign removal are to be repaired with 5/8" gypsum wallboard and cold-formed metal framing.
Because the drawings do not identify the locations or quantities requiring this level of repair, please confirm whether this note applies to localized patching and finishing typical of sign removal or if structural wall reconstruction is anticipated.
CORRECT, patch and repair at removed sign locations only.
10 Traffic Wallcovering Dimensions The drawings appear to indicate eleven (11) traffic wallcovering locations, however dimensions for these areas are not provided.
Please provide the required dimensions or square footage for each wallcovering location.
The designer of record noted (10) wall covering locations within the drawing package. The approximate deminsions and square footage is listed below: Basement Elevator 01 lobby wall = 26.6'wx9'h = 239.4 SF Elevator 18 lobby wall = 23'wx9'h = 207 SF
First Floor Elevator 100 lobby wall = 25.83'wx9'h = 232.47 SF Elevator 147 lobby wall (Imaging Center) = 16'wx9' = 144 SF

11 Wall Surface Preparation for Wallcovering Installation Please confirm the expected wall condition prior to wallcovering installation, specifically:
• Will walls be provided at Level 5 finish prior to installation, or
• Is the contractor responsible for surface preparation necessary for wallcovering installation?
Additionally, please confirm whether existing wallcovering removal is required at any of the identified locations.
Per Signage Plan Keynote #2 - General Contractor to provide Level 5 drywall finish before installation. Demolition plans do not indicate to remove existing wallcovering.
