About this file
This is a Standard Form 30 Amendment to a federal solicitation for generator maintenance and testing services at the VA Gulf Coast Veterans Health Care System in Biloxi, Mississippi. The amendment consists entirely of questions and answers clarifying the Statement of Work requirements and pricing structure.
The requirement covers 18 total generators: 14 building backup generators and 4 campus primary backup generators (two Kohler 2,250 kW units and two Cummins-Onan 2,000 kW units in Buildings 92–95). All 18 generators require quarterly preventive maintenance inspections (four visits per year beginning January 2027) and annual preventive maintenance by April 30 each year. Annual load-bank testing is required only for 14 non-paralleling generators identified with a "‡" symbol in Table 1; the four campus primary generators in Buildings 92–95 are excluded from load-bank testing. Load-bank testing must comply with NFPA-110 and Joint Commission standards and requires a 4-hour test duration per unit. The contractor must disconnect existing loads and connect directly to generator outputs, as no permanent connection points exist. Contractors are not required to furnish consumables (fuel, oil, coolant) for load-bank testing, and no backup generators will be provided during maintenance. Annual remote start/stop testing applies only to the four generators in Buildings 92–95. A not-to-exceed OEM repair parts and materials allowance of $35,000 per year must be entered exactly as stated, with contractor handling and markups built into this line item. Battery replacements (every 30–36 months) and coolant replacement with radiator flushing (every 36 months) are included in contract pricing. OEM factory authorization/certification requirements may be satisfied through proposed subcontractors or technicians; past performance references may come from subcontractors; and neutral past performance ratings are acceptable even without three references. The contract period begins October 15, 2026, with options through October 2031. Quotes are due by 12:00 PM CT on October 1, 2026, submitted via email to tina.harris3@va.gov. No site visits are permitted. The incumbent contractor was Mississippi Power Company under contract GS-00P-15-BSD-1136.

Questions and Answers
1. We would like to know if this is a brand new contract OR if there is
(was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
This is a requirement we have had before, the incumbent is
Mississippi Power Company The contract number was GS-00P-15-
BSD-1136 36C25623F0052.
2. May we ask if a site visit will be accommodated?
No a site visit will not be
A site visit will not be accommodated for this solicitation. The requesting service confirmed that a site visit is not included in the requirement and will not be added to the Statement of Work.
3. For the three recent and relevant past performance references required under Volume I, may an offeror submit relevant past performance performed by its proposed subcontractor or similarly situated SDVOSB subcontractor?
Yes — an offeror may submit relevant past performance performed by its proposed subcontractor or a similarly situated SDVOSB subcontractor. The solicitation does not limit past performance exclusively to the prime contractor. Subcontractor past performance may be provided and will be considered as long as the work is relevant and meets the recency requirements identified in the solicitation.
4. If the prime offeror has fewer than three recent and relevant past performance references, should the offeror submit the references it has and be evaluated under the Neutral past performance rating described in Section E.9, or are three references mandatory for a technically acceptable submission?
pg. 3
If the prime offeror has fewer than three recent and relevant past performance references, the offeror should submit the references that are available. In this situation, the offeror will be evaluated in accordance with Section E.9 and may receive a Neutral past performance rating. Three references are not required for a technically acceptable submission.
5. May the requirement for OEM factory authorization/certification for the generator manufacturers identified in the SOW be satisfied through the offeror's proposed subcontractor and/or proposed technicians, or must the prime offeror itself hold the applicable OEM authorizations?
The requirement for OEM factory authorization or certification may be satisfied through the offeror’s proposed subcontractor and/or proposed technicians. The prime offeror is not required to personally hold the OEM authorizations, provided that the proposed subcontractor or technicians performing the work possess the necessary OEM credentials.
6. Please confirm the definitive number of generators covered by this requirement and identify which units are subject to:
• Quarterly preventive maintenance;
• Annual preventive maintenance; and
• Annual load-bank testing.
The SOW narrative, Table-1 equipment listing, and the requirement identifying 14 non-paralleling generators appear to reflect different quantities.
Definitive Number of Generators:
The requirement covers 14 building backup generators listed in Table-1 of the Statement of Work (SOW), plus four campus primary backup generators (two Kohler and two Cummins-Onan units) and associated paralleling gear. This totals 18 generators at the VA Gulf Coast Veterans Healthcare System Campus, Biloxi, MS.
There are 14 building generators and 4 main campus generators. Total of 18 generators.
Maintenance and Testing Requirements:
pg. 4
• Quarterly Preventive Maintenance:
All generators listed in Table-1 (14 units) and the four campus primary backup generators (totaling 18 units) are subject to quarterly preventive maintenance inspections, performed every three months in accordance with OEM procedures.
• Annual Preventive Maintenance:
All 18 generators receive annual preventive maintenance, which includes additional tasks beyond the quarterly inspection (such as oil/filter changes, air filter inspection, and remote start/stop for the four main backup generators in Buildings 92–95).
• Annual Load-Bank Testing:
14 non-paralleling generators (as indicated in Table-1 and the SOW) are subject to annual load-bank testing. These units do not parallel/export to the utility and are specifically identified for this testing to comply with NFPA-110 and Joint Commission standards.
The SOW and price schedule consistently reference “Annual Load Bank Testing — Non-paralleling generators (14 units).”
Clarification on Quantity Discrepancy:
• The SOW narrative and Table-1 list 18 building backup generators.
• The “14 non-paralleling generators” refers to a subset of these 18, which do not parallel/export to utility and are the only units subject to annual load-bank testing.
• All 14 (plus the 4 campus primary) are covered for quarterly and annual PM, but only 14 are load-banked annually.

7. Section 11.1 states that quarterly preventive maintenance begins in
January 2027 and that the Annual PM shall be performed by “April
pg. 5
31.” Please confirm the intended Annual PM deadline and the required number/timing of quarterly PM visits during the base contract period.
Annual PM Deadline: April 30 each year.
Quarterly PM Requirement During the Base Period
The SOW states:
“Quarterly PM inspections on the generators at 3‑month intervals
(quarterly), beginning in January 2027.”
Quarterly PMs are therefore required four times during the base period, spaced at standard 3‑month intervals.
Quarterly PM Schedule – Base Period (POP: 10/15/2026 –
10/14/2027)
Although PMs begin in January 2027, the base year runs Oct 2026–
Oct 2027.
This results in the following schedule:
January 2027 – 1st Quarterly PM
April 2027 – 2nd Quarterly PM
July 2027 – 3rd Quarterly PM
October 2027 – 4th Quarterly PM (before POP ends Oct 14, 2027)
8. For the annual OEM Repair Parts & Materials Allowance identified as not-to-exceed $35,000, please confirm how offerors should price this
CLIN. Should each offeror enter the full $35,000 allowance, or propose its own estimated amount? Please also clarify whether any applicable handling or markup should be incorporated into this CLIN or elsewhere in the price schedule.
The OEM Repair Parts & Materials Allowance is a
Government‑established, not‑to‑exceed (NTE) amount of $35,000 per year. Offerors must enter the full $35,000 in the CLIN exactly as shown; it is not an estimate to be independently developed.
Any contractor handling, markup, or administrative burden associated with procuring OEM parts must be built into this CLIN. No additional markup or surcharges should be placed in other CLINs. The allowance is intended to capture the total annual value of OEM parts and related contractor costs.
pg. 6
9. Please advise on the below:
•BLD 14 Generator 275RJC6DT3 325528-1-1-1010 unknown generator and serial number
•BLD 19 Generator AP_375DC Cummins is not a known generator and the serial is not valid
Both generators are correctly listed in Table‑1 as provided by the VA.
There is no indication of an error in the solicitation.
If a vendor cannot validate the model or serial numbers, they will need to verify the equipment onsite during performance or request clarification through a formal question to VA Engineering.
10. For CLIN 0001, please confirm whether the quantity of 4 represents four quarterly PM visits covering all applicable Table-1 generators, with the unit price representing one complete quarterly visit and the amount representing the total of all four visits.
Yes, the quantity of 4 under CLIN 0001 means four quarterly PM visits (one per quarter), each covering all Table-1 generators. The unit price is for one visit, and the total amount is for all four visits combined
11. For CLIN 0002, please confirm whether the unit price and amount should represent one combined annual PM/service price covering all applicable generators rather than separate pricing by generator.
Yes — CLIN 0002 is priced as one combined annual preventive maintenance (PM) and annual service for all applicable generators, not per‑generator pricing.
12. For CLIN 0003, please confirm which 14 generators require annual load bank testing and whether the two 2,000 kW Cummins-
Onan units and two 2,250 kW Kohler units in Buildings 92–95 are excluded from this CLIN. Please also confirm the required load bank test duration, as the SOW does not specify whether testing is required for 2 hours or 4 hours.
