Second set of Questions and Answers or Clarifications from site visit Answers are in Red below

1. The solicitation identifies the replacement equipment as dental air compressors serving 7–10 dental users. However, the Statement of Work also requires the replacement compressors to be interchangeable with the medical center’s existing medical-air compressors for emergency purposes. Please confirm whether the new compressors will serve only the dental-air distribution system or whether they may be connected to, or required to support, the facility’s medical breathing-air system. These compressors will only serve the Dental Air Distribution system. These compressors will only serve the Dental Air Distribution system. There is a total of eight compressors in the space the damaged ones will be replaced.

2. If the replacement compressors are expected to support the medical breathing-air system, please identify the required NFPA 99 risk category and confirm the complete source-equipment requirements, including compressor redundancy, redundant medical dryers and filtration, carbon-monoxide monitoring, dew-point monitoring, medical-air controls and alarms, intake requirements, and third-party medical-gas verification. N/A

3. The specified Powerex STD151362-DD package does not appear to be Powerex’s NFPA 99 Category 1 medical-air configuration. Please confirm whether the basis-of-design equipment is intended solely for Category 3 dental-air service. This is intended solely for dental-air.

4. Please define what is intended by the requirement that the dental compressors be “interchangeable” with the existing medical-air compressors. This means they need to be interchangeable / same make and model as the facility medical air compressors to minimize the downtime in an emergency

5. Please confirm the required quantity. Is the requirement for two complete duplex systems, each containing two compressor heads, for a total of four 5 HP compressor heads? This is correct

6. Were two separate duplex systems intentionally selected to provide independent controls and receiver redundancy, or were two systems selected because the basis-of-design package accommodates a maximum of two compressor heads per package? Two systems were selected because the basis-of-design package accommodates a maximum of two compressor heads per package.

7. Would the VA accept one quadplex compressor package containing four 5 HP compressor heads, with alternating and demand-based staging, connected to a separately mounted receiver and air-treatment package? We are requesting 2 separate complete units.

8. If two separate 10 HP duplex compressor packages are required, must each package have its own 80-gallon receiver, or may both packages connect to one common remote 120- or 200-gallon receiver? Yes, they must have their own.

9. If a common receiver is permitted, what isolation, bypass, and redundancy provisions would the VA require to allow service without interrupting dental-air operations? A common receiver is NOT permitted.

10. Given that access to mechanical room 8J100 is by stairs with an indicated maximum width of 34 inches and no available elevator, will the VA accept a modular system in which the compressor rack, receiver, dryer, and control components are transported and installed separately? There is elevator access to this space 8J100.

11. Please confirm the electrical service available at each replacement system, including voltage, phase, frequency, breaker size, and number of feeds. The solicitation specifies 208/230 V single-phase equipment; however, the referenced 10 HP duplex Powerex configuration appears more likely to require 208 V or 230 V three-phase service. We have 4-40A feeds 208/230V 60Hz.

12. Please confirm whether the existing Building Automation System is Siemens or Johnson Controls and identify the required communication protocol and monitoring points. BaseVac can provide BACnet communication. We have Johnson Control as our monitoring points.

13. The specified capacity of 30.4 SCFM at 100 PSIG appears to represent compressor output before the desiccant dryer. With an estimated 15% dryer loss, the expected delivered capacity would be approximately 25.8 SCFM. Please confirm whether equivalent equipment will be evaluated based on compressor output before the dryer or usable airflow delivered after the complete drying and filtration package. As long as the units meet our requirements all equipment will be evaluated.

14. Is the Powerex STD151362-DD model, belt-driven scroll technology, and nominal capacity of 30.4 SCFM at 100 PSIG mandatory, or may an alternate dental-air system be sized according to the confirmed number of simultaneous dental users, required delivered airflow after dryer losses, calculated distribution pressure drop, and required redundancy? As long as the units meet our requirements all equipment will be evaluated.

15. If an equivalent system is permitted, please confirm whether an alternate configuration may be proposed that supports the intended dental demand and provides the required operational redundancy while remaining completely isolated from the Category 1 medical-air source. As long as the units meet our requirements all equipment will be evaluated.

1. Equipment Scope Based on the site visit, please confirm whether the VA requires:

Option A – Full System Replacement (per written SOW)

· Compressors

· Motors

· Tanks

· Dryers

· Filters (pre/post)

· Regulators

· Flex connectors

· Piping/fittings

· Electrical reconnection

· Startup/testing Option A is the requirement that is needed.

OR

Option B – Compressor & Motor Replacement Only (per site visit)

· Replace compressors

· Replace motors

· Reconnect to existing tanks

· Reconnect to existing dryers

· Reconnect to existing filtration

· No replacement of accessories or piping

· No replacement of regulators or drains

2. Existing Equipment Handling During the visit, it was stated that:

· The contractor should disconnect and move aside the four existing compressors

· The VA staff will salvage parts from those units

· The contractor should not remove the old compressors from the floor Please confirm that this remains accurate.

This is correct, we must turn the units in.

3. Drain Line Recommendation During the visit, we observed that none of the compressors have drain lines installed, which may be contributing to freeze‑ups. We would like to confirm whether the VA wants:

· Drain line installation added to the scope

· Or to keep the scope limited strictly to compressor/motor replacement The drains will need to be installed per the attached SOW.
