About this file

This is Amendment 0001 to Solicitation 36C25626Q0577 issued by the Department of Veterans Affairs, Gulf Coast Veterans Health Care System, Network Contracting Office 16, located in Biloxi, MS. The amendment is effective April 2, 2026, and addresses flooring replacement services for the Chapel, Building 15, and Building 30 (Urology and Eye Clinic) at the facility.

The amendment responds to initial contractor questions and incorporates five attachments into the solicitation: an Amended Statement of Work dated April 2, 2026; Wage Determination 2015-5147 REV 28 (dated December 3, 2025); and three facility drawings (B1 Chapel, B15 CLC Floor Covering, and Bldg 30 Urology and Eye Clinic). Key clarifications address government-furnished materials (carpet squares, luxury vinyl tile, and finishes), contractor-supplied materials (adhesives, patching compounds, and hardware for bench reinstallation), technical specifications, and classification questions. The solicitation is executed as a commercial services requirement under NAICS 238330 (Flooring Contractors) and PSC Z2DA (Hospital Repair or Alteration), subject to the McNamara-O'Hara Service Contract Act. The wage determination specifies carpet layer work at $26.36 per hour plus fringe benefits. Limitations on subcontracting apply: contractors may not pay more than 50% of government-provided funds to firms that are not VIP-listed Service-Disabled Veteran-Owned Small Businesses or Veterans-Owned Small Businesses. The amendment also provides additional details regarding government-furnished materials, drawings, furniture movement, baseboard disassembly/reassembly, work hours and scheduling, site conditions, contractor parking, and workmanship warranties. Contractors must acknowledge receipt of this amendment prior to the offer submission deadline.

Amendment 36C25626Q0577 0001 Flooring Replacement Services (Chapel, BLDG 15, BLDG 30), Gulf Coast Veterans Health Care System, Engineering Service, 400 Veterans Avenue, Biloxi, MS 39531

DESCRIPTION

The purpose of this amendment is the following:

1). Provide responses to initial offeror/contractor questions received about this solicitation.

2). Incorporate the following additional attachments into the solicitation (as separate attachments).

Amended Statement of Work 04-02-2026 Flooring Replacement Services Wage Determination 2015-5147 REV 28 12-03-2025 B1 Chapel sq ft-7-31-25 B15 CLC Floor Covering In house project-5-22-25 Bldg 30 Urology and Eye Clinic

Questions and Responses:

1. Question: Clarification on Government-Furnished Equipment (GFE) & Materials The Statement of Work (SOW) indicates that this acquisition encompasses labor efforts only. It specifically states that the government will provide the carpet squares, luxury vinyl tile (LVT), and finishes for the contractor's use. Additionally, the government will provide access to necessary facility power and water.

However, Section 5 also stipulates that the contractor must "provide compatible, manufacturer-recommended patch and adhesive systems" and "new anchors" for the reinstallation of benches in the Chapel. Could the government please confirm if the contractor is responsible for the purchase and provision of all adhesives, leveling/patching compounds, and hardware, while the government provides only the primary flooring materials?

Response: Please refer to the attachment entitled “Amended Statement of Work 04-02-2026 Flooring Replacement Services” which clarifies and provides additional information regarding what materials are provided by the government. This document also deletes verbiage from Section 5 that was cited.

2. Question: Missing Technical Data and Wage Determinations To ensure the proposed adhesives and patching systems are indeed "compatible" with the government-furnished flooring as required by the SOW, could the government provide the manufacturer brand and model numbers for the carpet tile and LVT being furnished?

Furthermore, we note that the solicitation does not currently include a Department of Labor Wage Determination (WD) for the Biloxi, MS area. As this project involves hospital repair and alteration (PSC Z2DA) and falls under NAICS 238330, please clarify if Davis-Bacon Act rates apply and provide the corresponding WD table to allow for accurate labor pricing.

Amendment to a Previous Combined Solicitation Response: Please refer to the attachment entitled “Amended Statement of Work 04-02-2026 Flooring Replacement Services” which removes the section cited. As the government is providing the adhesives and patching systems manufacturer brand and model number information for the carpet tile and LVT being furnished is not needed by contractors.

Solicitation 36C25626Q0577 / Flooring Replacement Services (Chapel, BLDG 15, BLDG 30) is being executed as a commercial services requirement. (As a separate attachment) the following has been included in the solicitation with the following additional information below.

Wage Determination 2015-5147 REV 28 12-03-2025

(Suggested) Employee Class / Page 5 (Suggested) Monetary Wage-Fringe Benefits /

23140 – Carpet Layer $26.36 per hour plus fringe benefits

As required by the McNamara-O’Hara Service Contract Act (which applies to this acquisition) a wage determination covering the performance location where services execution will occur has been included/incorporated within this solicitation by the government. This wage determination has been provided for guidance and informational purposes only. It is strongly recommended that offerors/contractors familiarize themselves with the applicable labor laws, associated wage rates, and other applicable benefits that may apply to personnel who will be supporting this acquisition at a future time under an active contract. Any such costs (if applicable) shall be taken into consideration during the contractor’s price formulations for this acquisition which includes their subsequent response to this solicitation.

3). Question: Clarification on Classification Conflict (Services vs. Construction) We identified a conflict regarding the Limitations on Subcontracting. The "Addendum Certification of Compliance" provided in the attachments has the box checked for "Services (except construction)", which invokes a 50% self-performance requirement.

Conversely, the solicitation identifies the work as NAICS 238330 (Flooring Contractors) and PSC Z2DA (Repair or Alteration of Hospitals). These are traditionally classified as Special Trade Construction, which typically carries a different subcontracting limitation (e.g., 75% or 25% rule depending on the applicable clause). Could the government clarify which classification takes precedence for the purposes of the Limitations on Subcontracting Certification?

Response: Solicitation 36C25626Q0577 / Flooring Replacement Services (Chapel, BLDG 15, BLDG

30) is being executed as a commercial services requirement. NAICS 238330 (Flooring Contractors) and PSC Z2DA (Repair or Alteration of Hospitals) were chosen to encompass offerors/contractors who are involved in the flooring industry who would be in the best position to support this specific acquisition. Other NAICS and PSC codes examined were deemed not a good fit when this solicitation was being formulated. It is confirmed that the following information listed below (and contained within the associated clause) is correct and takes precedence.

Amendment to a Previous Combined Solicitation

VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING--CERTIFICATE

OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (NOV 2022)

(a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219–73 or VOSBs as set forth in 852.219–74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125

4). Question: Select contractors asked various (but related) questions about the following:

-Government furnished materials -Drawings and schematics -Movement of furniture in service areas -Disassembly and reassembly of baseboard structures in select rooms -Work hours and schedule -Site conditions (pre and post project) -Contractor Parking -Warranty (For Workmanship Only)

Response: Please refer to the attachment entitled “Amended Statement of Work 04-02-2026 Flooring Replacement Services” which provides additional information to address the various questions that were raised in these areas. Changes to the Statement of Work to address these questions/concerns are annotated in brick red font.

All other terms and conditions of this solicitation remain the same unless updated through/with subsequent amendments to this solicitation by/from the Contracting Officer.
