About this file
This is a Vendor Questions and Answers document addressing inquiries related to a VA transportation services contract. The incumbent contractor is 28 Trans, which has been performing the requirement under an SDVOSB set-aside award for FY 2023–2025. Verified contract dollar values were $3,995,804.31 for FY 2024 and $4,724,293.86 for FY 2025, though the Government does not have verified records for FY 2023. Offerors are instructed to rely on estimated quantities in the Price/Cost Schedule rather than historical data for proposal preparation, as actual quantities may vary based on operational needs.
The document addresses operational details relevant to quotation development. The Government does not maintain precise historical percentages for wheelchair versus stretcher transports or reliable average mileage per transport request, given the large geographic service area and numerous rural locations. Subcontractor pre-approval by the VA is not required. Training for the VetRide Vendor Portal will be provided prior to contract start through a training video available on YouTube. Offerors are advised to develop pricing based on the geographic coverage and performance requirements described in the Performance Work Statement, acknowledging that actual transport distances and patient needs may vary during contract performance.
