About this file
This document is a Questions and Answers (Q&A) attachment for Request for Quote (RFQ) 36C25625Q0509 issued by the Network Contracting Office (NCO) 16. The Q&A addresses seven key questions from potential contractors regarding solicitation details, including proposal requirements, site visits, documentation, and supply responsibilities. Key clarifications include that proposal attendance was not mandatory, no site visits or pre-bid meetings were required, and this document represents the formal solicitation.
The most substantive response addresses supply responsibilities, specifying that the VA will provide paper towels, toilet paper, hand sanitizer, and lotion, while the contractor must supply other cleaning and paper products. The contractor is required to use ecologically packaged, phosphate-free, non-corrosive, and biodegradable products that minimize harsh chemicals. Additional requirements include selecting paper products with recycled content conforming to EPA's Comprehensive Procurement Guidelines, with contractors directed to refer to specific sections of the Performance Work Statement (PWS) Version 2 for detailed requirements.

Attachment E – Question and Answers
The Network Contracting Office (NCO) 16 received questions in response to Request for Quote 36C25625Q0509.
Please see below for the Contractor’s questions and NCO 16’s respective answers accordingly.
Question Number Question Answer
Q1 Could you please confirm whether attendance was a mandatory requirement for proposal eligibility, or if the solicitation allows reliance on the provided attachments (drawings, PWS, etc.)?
Attendance for the proposal was not mandatory. The solicitation allows reliance on the provided attachments, including the drawings and the Updated Performance Work Statement (PWS) Version 2.
Q2 Are any site visits or pre-bid meetings are required? Site Visits or Pre-Bid Meetings were not required.
Q3 Is there a formal RFQ or proposal submission is forthcoming? This is the formal solicitation for this requirement.
Q4 Is there additional documentation needed?
To be in compliance with the Solicitation Instructions to Offerors (Attachment C) and the Compliance with the PWS Version 2 (Attachment F), please refer to those attachments for detailed requirements.
Q5
The response states that the VA will provide supplies such as paper towels, toilet paper, hand sanitizer, and lotion. However, Section 5.1.15 of the PWS indicates that the contractor is responsible for the supply of paper towels, toilet tissue, toilet seat covers, plastic bags, and any additional consumable items needed for the proper maintenance of the health of employees and patients.
Additionally, Section 8.2.3 states that the contractor shall provide all cleaning and paper products required for the maintenance of the clinic. This contradicts the previous contract requirements where the contractor provided all the products listed in the current PWS. Could you please clarify whether the VA or the contractor is responsible for providing these supplies and update the official PWS accordingly?
The VA will provide supplies such as paper towels, toilet paper, hand sanitizer, and lotion. The site does not have toilet seat covers. The contractor is responsible for supplying all other cleaning and paper products required for the maintenance of the clinic, including plastic bags and trash can liners, brooms, dustpans, mops, buckets, and floor care equipment.
The contractor shall provide products that are packaged ecologically, phosphate-free, non-corrosive, non-flammable, and fully biodegradable.
The contractor shall utilize products to minimize the use of harsh chemicals and the release of irritating fumes. Examples of acceptable products may be found at www.gsa.gov/p2products.

Additionally, the contractor shall select paper and paper products (e.g., bathroom tissue and paper towels) with recycled content conforming to EPA's Comprehensive Procurement Guidelines (CPG).
Refer to Attachment F (Updated Performance Work Statement Version 2) 8.2.3 and 5.1.15.
Q6
Response instructs contractors to reference PWS 5.7.3.
Section 5.7.3 states the contractor shall re-seal and restripe the parking lot in 2025 and every two years thereafter. The parking lot is concrete, not asphalt. In the previous contract, the contractor power washed the concrete and restriped the parking lines. Is power washing and restriping acceptable?
Refer to Attachment F (Updated Performance Work Statement Version 2) 5.7.3.
Q7 Response states that bagging will not be necessary, but the PWS still states it as a requirement (10.1.9). Will this requirement be removed in the official contract?
Refer to Attachment F (Updated Performance Work Statement Version 2) 10.1.9.
