About this file
This document is an Amendment of Solicitation/Modification of Contract for a water treatment service contract issued by the Department of Veterans Affairs G.V. (Sonny) Montgomery VAMC in Jackson, MS. The amendment extends the proposal receipt deadline to March 24, 2025, at 13:00 CDT and addresses vendor questions regarding the solicitation.
The contract involves monthly water treatment services for three systems: cooling tower water system, boiler/heating water system, and chill water closed loop system. The base contract period is from March 14, 2025, to March 13, 2026, with four optional one-year extension periods. The solicitation requires vendors to include baseline chemical treatment costs in their proposal, with a $10,000 allotment per contract year for repairs and additional chemicals. Vendors must compare chemical pricing to GSA pricing and can use alternative sources if lower. The government estimates 2-55 gallon drums of chemicals every two months for cooling tower and boiler systems, and one drum every six months for the closed loop system.

1. What are the tonnages of the water treatment systems at the site? Unknown
2. Should the proposed quote to the government include repair costs? The initial proposal should not include repair costs.
2b. Additionally, regarding chemicals, the scope of work specifies a not-to-exceed budget of $10,000. Should our quote include the cost of chemicals? Proposal should include cost of chemicals. The $10,000 allotment will be used for repairs or additional chemicals required over the provided chemicals in the proposal. There is only one line item of $10,000 for the contract year. It is not per system.
3. SOW paragraph 4 item 1. Water Systems Verification (3 Systems).
3b. Is this a one-time verification and assessment of the 3 water systems during the base year to identify faulty components that degrade the effectiveness and cause the overuse of chemicals? Yes
3c. Is our understanding correct that our quoted price in response to the solicitation would include estimated labor to perform the systems verification and reasonable investigation of suspected faulty components, while the price of any actual repairs to faulty components will be negotiated and added via separate task order? Yes
4. SOW paragraph 4 item 2. A. Water treatment to cooling tower water system.
4b. Please explain the requirement for GSA pricing for chemicals if the source of our chemicals is not on GSA contract. Chemical pricing should be compared to that of GSA pricing.
If other source is lower than GSA, that source can be used.
4c. Does the government have a baseline estimate of the quantity of chemicals required for proper treatment? 2- 55-gallon drums every 2 months.
4d. Is the contractor responsible to repair any water piping leaks, corrosion or blockages identified during the monthly cooling tower water system examination? Contractor will be responsible for any repairs to items identified during inspection. Costs will come from allotment.
Costs over allotment will need a proposal submitted for Modification of contract.
4e. Is our understanding correct that our quoted price in response to the solicitation would include an allowance of $10,000.00 per contract year for all chemicals required for water treatment and repairs to water treatment equipment associated with the cooling tower water system and that any cost above the specified amount will be negotiated and added via separate task order? No, the $10,000 covers repairs and overages. Baseline of chemicals required for treatment will be included in proposal price.
5. SOW paragraph 4 item 2. B. Water treatment to boiler/heating water and condensate system.
5b. Please explain the requirement for GSA pricing for chemicals if the source of our chemicals is not on GSA contract. Chemical pricing should be compared to that of GSA pricing.

5c. Does the government have a baseline estimate of the quantity of chemicals required for proper treatment? 3–55-gallon drums every 2 months.
5d. Is our understanding correct that our quoted price in response to the solicitation would include an allowance of $10,000.00 per contract year for the repair of identified deficiencies to the boiler/heating water and condensate system and that any cost above the specified amount will be negotiated and added via separate task order? Contractor will be responsible for any repairs to items identified during inspection. Costs will come from allotment. Costs over allotment will need a proposal submitted for Modification of contract.

6b. Please explain the requirement for GSA pricing for chemicals if the source of our chemicals is not on GSA contract.
6c. Does the government have a baseline estimate of the quantity of chemicals required for proper treatment? No, this system has never been treated. Being a closed loop system, with minimal leaks, would estimate one drum every 6 months.
6d. Is our understanding correct that our quoted price in response to the solicitation would include an allowance of $10,000.00 per contract year for the repair of identified deficiencies to the chill water closed loop system and that any cost above the specified amount will be negotiated and added via separate task order?
