The amendment extends the quote due date from March 5, 2025 to March 6, 2025 at 3:00pm CT and provides answers to vendor questions. Key clarifications include: service frequency should be once every 60 days (not daily) with pickup windows Monday-Saturday 6:00am-12:00pm; different service times are specified for different areas (4:00am-4:30pm for OR, 6:00am-12:00pm for general pickups, 8:00am start for administrative work); the scope covers both controlled substances and pharmaceutical waste per federal/state regulations; and contract CLINs will remain unchanged with vendors responsible for including all costs including initial bracket/container installation. The contract will be administered by the VA Network Contracting Office 16 in Houston.

The purpose of this amendment 0002 is to provide all potential vendors with the amended extension of the close response date of the reference solicitation in Item 9A and responses to questions received.
a. DATE EXTENSION:
1. Quotes due date is hereby extended from 03-05-2025 at 3:00pm (CT) to 03-06-2025 at
3:00pm (CT).
b. QUESTIONS AND ANSWERS:
QUESTIONS:
1. Question: Following up on this noting that the CBOCs are showing as 60 days for service, that is also an option for the main facility if 90 days is too long and 30 days too frequent. Adding one more question below: With this being a new requirement would the VA consider putting a line in for the first year for installation of the brackets and containers at the facilities?
Answer: The CLINs will remain unchanged and serve as a description of the services to be provided, which include all labor, tools, materials, supplies, equipment, supervision, and transportation necessary for execution. Any offers shall encompass all expenses related to the fulfillment of this contract.
2. Question: In the Q&A and the Solicitation there are several references to pharmaceutical waste, and we feel this should be clearly addressed that the solicitation is only for controlled substances as specified in the first paragraph of the scope. Can you please confirm that the solicitation is only for the collection, treatment and disposal of controlled substances only. “The Contractor shall provide all labor, tools, materials, supplies, equipment, supervision and transportation required to perform controlled substance pharmaceutical waste treatment and disposal services to the Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) in Houston, TX, along with a total of two (2) individual Community Based Outpatient Clinics (CBOCs) located in Beaumont, and Lufkin Texas with the specific service requirements as outlined in this SOW.
Answer: According to Pharmacy Careline (SME) controlled substance falls under Pharmaceutical
Waste.
This service will fall under several Federal, State, and Local agencies, this is the Legal reason that
Pharmaceutical and Controlled Substance language is used in the SOW.
3. The pickup times for the main facility seem to be very excessive and would make this service overly expensive. There typical frequency for service of controlled substances programs is monthly or quarterly. The SOW is showing for 6 days per week.
a. 3.1.2 Pickup Times: Containers shall be picked up daily, Monday through Saturday (and as needed) between the hours of 6:00 am and Noon, excluding Federal holidays. The contractor is responsible for adhering to established methods for picking-up, manifesting, transporting, documenting, labeling, processing, and delivery verification to the treatment and disposal facility generated infectious medical, pathological, and chemotherapy waste per State, Local, CDC, OSHA, DOT, and EPA regulations/laws/codes, etc.
i. Question: Can you please clarify that is the intended level of service? These containers typically are exchanged every 3 months. Having a daily service will greatly increase the cost of this service. This should be reviewed and confirmed, typically monthly is more than enough service.
Answer: Service should be once every 60days. What days the Vendor can service is Monday – Saturday from 0600-1200hrs. Also refer to A0002 Question #11.
4. Question: The service times are not consistent throughout the solicitation can you please clarify the times are 4:00 AM to 4:30 PM (accommodating the early pickup requirement for the OR)
Answer: Having different times on the contract is not unusual for this facility, open to accommodate facility hours of operation and contractor route scheduling.
a. Question: 2.1 shows normal work hours under operational coverage as 8 AM start time
Answer: This is normal working hours. When most staff are present. When the Vendor will need to come and have administrative work done such as acquiring PIV cards to access the hospital.
b. Question: 3.1.2 shows pick up time as 6:00 AM to noon
Answer: This is the hours for the service to be done. When the Hospital is slow (before seeing Patients) but still have Staff available if assistance to Vendor is needed
c. Question: 4.1.4 shows 4:00 AM to 4:30 PM
Answer: Special time for the OR. Before surgeries start and Vendor has enough time to service the area. Also, if the area needs to be cleaned due to spill before Surgeries start.
Once the Vendor has finished the OR instead of having the employee waiting on the clock, they can start servicing the rest of the hospital at 0600hrs. This way the
Government will get the best value for the money and not paying for staff waiting on the clock.
