About this file

This is Amendment 0002 to solicitation 36C25625Q0163 for Pharmaceutical Waste Treatment Disposal Services at the Michael E. DeBakey VA Medical Center (MEDVAMC) and associated clinics. The amendment extends the quote due date from February 20, 2025 to February 25, 2025 at 3:00pm CT.

The amendment provides answers to vendor questions clarifying that the requirement is for pharmaceutical waste disposal only (not biohazardous waste), with 50 total container locations required - 47 at MEDVAMC, 2 at CBOC Lufkin, and 1 at CBOC Beaumont. Containers should be minimum 1-gallon size with daily pickup service. This is a new requirement with no historical volume data available. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) certified through the SBA. Contractor personnel will need VA-issued IDs and must check in with VA police to access facilities. The contract will be awarded as a firm-fixed price single award for a base year plus four option years.

The purpose of this amendment 0002 is to provide all potential vendors with the amended extension of the close response date of the reference solicitation in Item 9A and responses to questions received.

a. DATE EXTENSION:

1. Quotes due date is hereby extended from 02-20-2025 at 3:00pm (CT) to 02-25-2025 at

3:00pm (CT).

b. QUESTIONS AND ANSWERS:

1. Question: What size drums will be required for this contract?

Answer: The Government is not looking at a specific style as there are several commercially available on the market, but the average suggested minimum size for each location is 1 gallon in size. The containers need to meet the specification as stated in the Statement of Work (SOW); Section 3.1.3, 3.1.4, 3.2.1, and 4.1.3.

2. Question: How many drums need to be provided and installed at the main campus and each of the two outpatient clinics?

Answer: Refer to the SOW Table 1 for the required “1 each” container location, there are 47 locations for the MEDVAMC, 2 locations for CBOC Lufkin, and 1 location for CBOC Beaumont, totally 50 containers.

3. Question: Could you provide the average size load per pickup at the main campus?

Answer: Refer to the answer for #1 and 2 above.

4. Question: What is the typical load size for each outpatient clinic in Beaumont and

Lufkin?

Answer: Refer to the answer for #1 and 2 above.

5. Question: What level of detail is required in the monthly waste disposal and tracking reports (e.g., by location, by container type)?

Answer: Please refer to SOW section 5.2.

6. Question: Is there a designated on-site storage space for containers or waste? If not, will the contractor be responsible for providing storage (e.g., a trailer)?

Answer: No Storage Space on site, only the containers at each location per Table 1 of

SOW.

7. Question: Will there be an opportunity to conduct a site inspection before submitting our proposal? If so, how can we schedule this?

Answer: Currently, the requirement is clearly stated as needing one container at each location specified in Table 1 of the SOW, with a minimum suggested size of

1 gallon.

8. Question: Are there any restrictions or requirements for contractor personnel accessing the facilities, such as background checks or VA-issued IDs?

Answer: Yes, all Vendors servicing VA locations will need VA issued ID from the

VA police. To access the MEDVAMC and CBOCs the Vendor will need to check in with the local VA police on that site. For the sites on the Main Hospital the

Containers will be in readily accessible locations. Except for the OR. See section

4.1.4.1.1 of the SOW.

9. Question: How many containers are located at each facility, including the Main

Campus and the Beaumont and Lufkin CBOCs?

Answer: Refer to the answer for #2 above.

10. Question: Container Specifications: What are the required container sizes, types, and specific labeling requirements for compliance?

Answer: Refer to the answer for #1 above.

11. Question: Is there an average volume of waste generated per container that we should consider for scheduling pickups?

Answer: This is a brand-new requirement, and historical data is currently unavailable for estimates.

12. Question: Pickup Frequency: For the Main Campus, does "daily pickup" apply to all listed locations in Table 1, or are there specific locations requiring more frequent service?

Answer: Refer to SOW section 3.1.2, 3.2.3, and section 4.

13. Question: Having reviewed the RFQ documentation, we wanted to clarify whether this contract pertains specifically to biohazardous waste (e.g., blood-soaked materials, sharps, pathological waste, microbiological waste) or pharmaceutical waste (e.g., expired, or unused medications, controlled substances, other pharmaceutical byproducts). Given the nature of waste management services, we want to ensure we fully understand the scope and requirements before finalizing our submission.

Answer: Pharmaceutical Waste Only.

14. Question: Will the hospital autoclave medical waste that must be sterilized before disposal, or is this expected of the contractor? In most cases, the hospital will do this because some types of infectious disease waste can't be legally transported otherwise, but I want to ensure this is the expectation.

Answer: Pharmaceutical Waste Only.

15. Question: How many boxes/volumes/frequencies will be needed for each location?

Answer: Refer to the answer for #2 and 12 above.

16. Question: Are only Service-Disabled Veteran-Owned Small Businesses

(SDVOSB) are eligible to submit a response or it is an open-market, as the summary indicates that it is open to all concerns?

Answer: Announced as a SDVOSB Set-Aside, Open to all certified SDVOSB concerns thru SBA.

17. Question: We notice that there is not a SF 1449 contained in the Solicitation documents. There is a SF30 for the amendment. Was this an oversight or do we not need to submit one.

Answer: No, this is a Combined Synopsis Solicitation, the SF1449 is not applicable per FAR 12.306(b). SF1449 will be provided to the selectee.
