B190/191 ROOF RENOVATIONS LETC

NORTH LITTLE ROCK VAMC

ITEM #

QUESTIONS

VA RESPONSES

Paragraph 2.1.8 of the SOW on the deduct options references replacing and painting all fascia and soffits around the gutter and roof edge. Will the VA please clarify if the fascia and soffits need to be replaced and painted around the edge of buildings 190 and 191? Is there an approximate linear foot the contractor needs to consider?
Repair/replace any damaged/missing soffits and fascia (this is a change in SOW 2.1.8 from replace and paint all fascia and soffits)

Please provide the manufacturer and color of the asphalt shingles needed for installation. The specifications for Section 073113 Asphalt Shingles and 090600 Schedule for Finishes do not specify this information.

SOW states color, 2.1.5., as uniform dark grey or black color to match other existing buildings at CAVHS. Color and manufacturer should be submitted and approved as a submittal after contract award.

Please provide any missing information for the Specification Section 090600 Schedule for Finishes.

Post-award, the contractor will provide product information on submittal

Paragraph 2.1.3 of the SOW states, "Repair any damaged decking as necessary." However, since the extent of decking repair needed can only be determined during the roof's tear-off, it is difficult to price this accurately. Will the VA provide the contractor with approximate square footage to consider for replacement so that the contractor can provide accurate pricing?

Estimate about 1500 SF of decking to repair.

Will the VA include an allowance in the solicitation and/or required provide a price per SF for repairing the deteriorated decking on buildings 190 and 191?

Estimate about 1500 SF of decking to repair.

Is the contractor responsible for moving any electrical, TV antenna, HVAC, or other equipment within the project area and placing it back in its existing or new location?

Yes, any items on the roof and associated cables, wiring etc. Will be required to be re-installed if removed during the roof replacement project.

Paragraph 2.1.11 of the SOW states, “Install new drain pipe from downspouts to move water away from the building.” However, during the site visit, the COR mentioned that this would not be necessary. Please confirm if this is still a requirement for the project. If it is, please provide the specific locations on the buildings where the drain pipes need to be installed.

Some areas will not need drain pipe to move water away from the building only downspouts. Direct water to nearest drains as much as possible. Avoid directing water near building exists or sidewalks. Water may need drain pipe between building 190 and 104 as there is a sidewalk between could have major run off if water is not direct around or under it. Avoid running downspouts in front of the large windows on 190 between 190 and 104 or in front of other large windows on 190.

Paragraph 6.4 of the SOW contains a table listing drawings for buildings 190 and 191, which have not been included in the solicitation documents. Will the VA provide these drawings to the offerors?

Drawings provided and attached to this amendment.

Is it necessary to replace the existing fascia if the shape restricts the installation of a gutter apron for gutter installation?

Repair/replace any damaged/missing soffits and fascia (this is a change in SOW 2.1.8 from replace and paint all fascia and soffits)

Regarding the Ice & Water installation, is the contractor required to install it along the ridges, where the parapet wall meets, eaves, rakes, and valleys? Or is it only required along the perimeter of the roof? Will the VA specify the locations where it is required?

Install it on ridges, where parapet wall meets eaves, rake edges, overhangs, and valleys

Please refer to specification 07313 Asphalt Shingles para 2.4.A specifies that the underlayment should be Organic Felt. Would Epilay synthetic underlayment be an acceptable alternative considering it will not dry out or leach oil in high-heat environments like the organically saturated felt and meets and exceeds the ASTM D226/D226M, Type l requirements?

Product must meet or exceed ASTM D226/D226M Type II requirements (30 lb felt, see SOW 2.1.4)

Please refer to specification 07313 Asphalt Shingles para 2.1.C.2, which states that asphalt shingles must have a minimum Solar Reflection Index of 29. That is considerably high for black continuous-grade singles to meet in terms of reflectivity. Please clarify if the contractor must comply with this requirement.

Product needs to be as close to SRI of 29 as possible. Understand there will be limited selection of products that are a uniform dark grey or black color of a high SRI at or near 29.

The existing gutters installed in buildings 190 and 191 have two colors: white and almond. The fascia is almond all around. Should the contractor replace all the white gutters to match the almond fascia color, ensuring uniformity across the buildings?

Color should be uniform throughout but only damage gutters need to be replaced. Color should be constant for a continuous run of gutter in same location.

Paragraph 2.1.8 of the SOW states, “Replace and paint all fascia and soffits around gutter and roof edge, paint and style to match existing.” Instead of painting, would it be acceptable to replace the fascia and soffit with the appropriate metal color?

If material provided is in approved color, that is acceptable.

Since the buildings have gutters of varying sizes, would it be appropriate to standardize them all to 6" wide, which is typical for commercial buildings? If this is approved, will this change be added as a requirement? Please confirm if this adjustment will be acceptable.

All gutters should be of same size of 6”.

The SOW says to replace sections that need replacing with 24ga. Currently, there are Aluminum K-style gutters. Is it necessary to replace all the gutters with 24-gauge box style, or should only the damaged K-style gutters be replaced?

Only damaged gutters need to be repaired/replaced.

Paragraph 2.1.9 of the Statement of Work (SOW) specifies, "Install new 24-gauge color klad metal at gutter edge." Please provide further clarification or detail on what exactly is required. The instruction is not entirely clear.

The gutter and downspouts provided are color coated metal from the manufacturer.

Will the government extend the bid due date by 2 weeks after all of the RFI’s are answered to allow offerors sufficient time to review the information thoroughly and disseminate that information to trade subcontractors and suppliers in order to provide the most competitive pricing to the government?

Solicitation extended to close on 4-5-2024 as per amendment.
