Clarifications to RFIs

RFP 36C25624R0005

598-21-101 Renovate Ground Floor-JLM

1. In relation to the question of whether multiple project phases can be performed simultaneously, it seems that the project will have to be carried out in five major phases, with a transition between each phase taking about 15-30 working days for the VA to move from one area to another. The corridor areas will need to be worked on during weekends.

a. Due to the amount of work involved, it will not be possible to complete the project within a 365 period of performance. Therefore, will the VA consider extending the performance period to 600 days?

b. Alternatively, the only other option for completing the project within the specified 365 calendar days is if the contractor is allowed to work night shifts throughout the week.

Could you please confirm if this is permitted?

c. If night shifts are permitted, the contractor will need to assign an additional superintendent and safety officer for the night shifts. Please confirm if that will be required.

VA is working the phasing plan such that the contractor will not be waiting on VA facility to vacate spaces for contractor. As well as overnight is acceptable as long as the prime contractor team members overseeing the site during the day and night are all PIV background check security cleared by the VA Badging team.

Lastly some of the phasing areas can be done concurrently with the new changes that will assist in the POP timeframe. 365 plus a 60-day submittal session from NTP more than 70% of the project submittals need to be submitted to the AE within the first 60days. Long lead items need to be priority items. Any lingering submittals will be finishes only that are not long lead items.

2. Types and quantity of the toilet accessories in Section 09 06 00 Schedule for Finishes vs. Equipment and Furniture Schedule A/I-601 vs. Enlarged Toilet Plan on I-431 and I-432 are conflict. Please clarify.

3. Conflicting terminology provided. Section 10 26 00 Wall and Door Protection vs. Interior Details Drawing Sheet I-501 in regarding of handrail, bumper guard, crash rail, and chair rail vs. Drawing Sheet I- 001 Wall Protection General Notes and Abbreviation Legend. End wall guard is one piece that covers the wall thickness or end wall guard is a combination of 2-corner guards? 3” wing or 2” wing? It stated 3” wing but please verify and confirm. 3” wings

Need more information on door and door frame protection. Is door and door frame protector a product that glued to the finished door and door frame faces? Door would get a 4’ high stainless steel cover. The frame is not specific to be protected.

High impact wall covering vs. high impact wall protection vs. high impact wall protection panels vs.

There is Spec Writer Note about deleting between // -- //, there are lot of // -- // throughout the Section, what we see at // -- // to remain? There are small areas of concrete floor slab that will be repaired for plumbing, what is the concrete compressive strength? To match existing – typically 4500 psi

7. Section 02 83 33.13 Lead-Based Paint Removal and Disposal. Is there quantity or report about LBP that telling location? In the specs for possibility none of the spaces are known to have lead and not confirmed unless testing was done.

9. Section 09 06 00 Schedule for Finishes: FRP-1 in section F vs. FRP in section I vs. Spec Section 09 77 00 Fiberglass Reinforced Wall Panels appeared to be conflicting. Spec Section 09 77 00 is FRP or FRP-1? Saw FRP-1 but not see FRP. Is there FRP in the project? Where? Which room/area? FRP are indicated in the drawings with keynotes.
