ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

SPECIAL INSTRUCTIONS

General Instructions for Offerors:

All offers must be submitted solely via email directly to nathan.carver@.va.gov. All emails must reference the solicitation number in the subject line of the email (see SF1449 block 5). All questions regarding this solicitation must be submitted via email directly to nathan.carver@.va.gov., no later than the due date and time listed on block 20 of the Standard Form (SF) 1449. Answers to questions will be provided via solicitation amendment. No telephone requests will be accepted or returned. Quotations must be received no later than the date/time indicated in block 8 of the Standard Form (SF) 1449. Any offer received after the closing date and time shall be considered late and may not be accepted.

For the purposes of this solicitation and subsequent evaluation, the term “Offeror” shall exclusively refer to the Prime Contractor. The Prime Contractor is explicitly prohibited from including any information about the qualifications, experience, or capabilities of its subcontractors in the quotation, regardless of whether subcontracting is contemplated. The Prime Contractor shall not include nor represent any subcontractor qualifications, experience, or capabilities as its own. The government reserves the right to verify the accuracy of the information provided in the quotation.

Each Section must be written on a stand-alone basis so that its contents may be evaluated with no use of cross-referencing to other sections of the quote. Information required for evaluation which is not found in its designated section will be determined to have been omitted from the Offeror’s quote.

Quotations received in response to this solicitation that fail to follow instructions provided in this solicitation may be determined unacceptable. All quotations determined unacceptable shall be precluded from further consideration, and ineligible for evaluation and award (i.e., any offeror who fails to comply with the instructions provided in this solicitation may be removed from the competition). The Government is not requesting alternate quotations. Any quote proposing terms contrary to the solicitation or that take exception to any of the solicitation's requirements shall automatically be rendered unacceptable.

Offerors are advised to thoroughly review and familiarize themselves with the requirements of the solicitation prior to submitting a quotation. Failure to do so will not relieve the successful offeror from performing in accordance with the strict intent and meaning of the terms and conditions at no additional cost to the Government.
