About this file
This document contains responses to questions regarding Solicitation Number 36C25623R0104 from the Department of Veterans Affairs Veterans Health Administration to upgrade electrical power in operating rooms 1 through 4. The solicitation is for a design-bid-build project where the government is responsible for design and the successful offeror will be responsible for construction according to the provided specifications and plans. Work includes upgrading isolation monitors, electrical power, and related systems while coordinating with facility staff. Phasing of work in the operating rooms will proceed one room at a time to minimize disruptions. Investigation work may occur after normal hours or between 2-4 PM with prior approval. Infection control protocols like negative air pressure and covered return vents must be followed. The response clarifies questions around walls, conduits, medical gas lines, hazardous materials, and other logistical aspects of performing the work.

RE: RFI RESPONSES TO RFP 36C25623R0104
UPGRADE LINE ISOLATION MONITORS AND ELECTRICAL POWER OR 1-4
1. Will EMS be flooding the OR floors when terminal cleaning?
EMS does use a liquid solution to clean the floors. However, no more than 2-3 gallons will be applied to the entire floor surface at one time, so flooding is not a concern.
2. Can the utility closet between the electrical room and the elevators be used to run conduit?
Yes.
3. Are any of the OR walls lined with lead? If yes, please clarify what demo walls contain lead?
It is believed that some walls in the OR are lined with lead. However, we are unable to determine specifically which walls are lead lined and which ones are not. Therefore, it should be assumed that all walls are lead lined and bid as such.
4. Please provide clarification for the demo on the wall for OR#2. Is the demo to include the entire wall or a specific section of the wall?
Walls are to be demoed just big enough to accommodate the new panels correctly. Full wall demolition is neither authorized nor required.
5. Does the med gas line need to be recertified once demo is complete and gas line is reconnected?
Yes. The portion of the medical gas line that is relocated will need to be recertified.
6. Can clarification of phasing plans be provided? Example – Can OR 3 & 4 be in the same phase?
Phasing to proceed as follows: OR2, OR1, OR3, then OR4. Only one OR will be allowed to be out of service at a time.
7. What chemical is approved to be used for daily cleaning; Meaning, does the VA use a phenolic or a guaranty ammonia to clean the OR.
A one step sanitizer, cleaner, and deodorizer is to be used that contains quaternary ammonium compounds.
8. Is it acceptable to use the utility closet chase as a place to run conduit?
Yes.
9. Can the oxygen room be used to establish negative pressure?
No. This is the clean supply storage room for the OR. Negative air machines can not exhaust into this room.
10. Are we to dispose/abate of any asbestos, lead, mold, or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.
It is believed that some walls in the OR are lined with lead. However, we are unable to determine specifically which walls are lead lined and which ones are not. Therefore, it should be assumed that all walls are lead lined and bid as such.
11. What will the ICRA level be for this project?
As stated on Drawing GC101, The ICRA Class for this project is 4.
12. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?
There are no required/proprietary subcontractors identified at this time. However, a subcontractor must be utilized that can supply and install the specified equipment listed in the SOW.
13. Will all work associated with this project able to be performed during regular working hours?
No. The drawings and SOW for this project outline which portions can be performed during regular working hours and the portions that must be performed after hours.
14. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?
That’s correct, this is a design-bid-build project. The Government and the AE utilized are responsible for the design portion.
15. Drawings show Med gas to be cut and capped (AE101). Where do the lines need to be capped? Appears the lines could run along the wall, which would require the wall to possibly be opened to remove.
The lines drop from the ceiling, to the isolation valves, and back up above the ceiling.
Lines will be capped above the ceiling.
16. The drawings are noted multiple times to demo walls for new panels. Does this require full wall demos or just big enough to accommodate the new panels correctly?
Walls are to be demoed just big enough to accommodate the new panels correctly. Full wall demolition is neither authorized nor required.
17. If awarded, can contractor perform investigation work during normal working hours?
Typically, this can be arranged through the COR and the OR Supervisor after surgeries have been completed for the day. This is typically around the 2:00-4:00 PM timeframe.
Requests for investigative work must be made at least 7 calendar days prior work performance.
18. Can the contractor remove hallway ceiling tiles for investigation during normal working hours?
Typically, this can be arranged through the COR and the OR Supervisor after surgeries have been completed for the day. This is typically around the 2:00-4:00 PM timeframe.
Requests for investigative work must be made at least 7 calendar days prior work performance.
19. There is a keynote that states, “new isolation panel. Panel will not fit in existing wall coordinate with VA facilities for wall framing.” Is this saying VA will provide material/labor or to coordinate framing procedure?
VA will not provide Material or Labor for this project. This statement is meant to inform the contractor that VA personnel and contractor are to discuss the means and methods used to frame the existing wall to accommodate the new panels prior to demo.
20. How is a contractor to create negative air within barrier if all the vents are to be covered?
It has been determined that it is acceptable to return air vents can be used to exhaust negative air HEPA machines into. As long as the exhaust vent is completely covered with the discharge of the negative air machine such that no particulate can bypass the HEPA filters.
21. Would contractors be allowed to place individual filters over each supply and return vents then use heap machines as “air scrubbers”?
It has been determined that it is acceptable to return air vents can be used to exhaust negative air HEPA machines into. As long as the exhaust vent is completely covered with the discharge of the negative air machine such that no particulate can bypass the HEPA filters.
22. Why is OR #4 requiring work to be completed after normal working hours?
Due to the means of ingress/egress of the jobsite being through the Intensive Care Unit.
23. Would an alternate plan be allowed for normal working hours for OR #4?
Not currently.
