Amendment 00004 - RFIs
1. Per RFI Protest Response #26 it states that the new PoP is now to be 580 Calendar Days compared to the original solicitation which had a PoP of 210 calendar days. The duraon has increased from 7months to 19.3 months. Is the VA considering the addition of the entire year of PoP, along with labor and equipment cost increases, when evaluating the magnitude of price for the project?
A. No, the VA is not considering cost increase, as the extension is in response to longer lead time and not labor and equipment cost during that period.
2. Will the VA adjust the range from the initial $2M to $5M to a new range of $5M to $10M?
A. No. The range is found to be sufficient.
3. Has the VA reevaluated the IGE for this project due to the increased duraon of PoP?
A. The IGE reflects what is listed on the construction documents and is consistent with the new PoP of 580 calendar days.
4. As per the response to question #7, it has been stated that no work should be performed for the VA other than normal work hours. No weekend or aer-hours work, regardless of what is called for on the drawings. The GC can still coordinate with the COR if any changes are needed. Please clarify if this is correct.
A. Should work hours require adjusting that request is to be coordinated and routed through the
COR.
5. Per the VA's response to question #41, "The General Contractor can submit any AHU manufacturer that can meet the design performance requirements that is listed in the construction documents.
“Will the VA organize a second site visit so that other AHU manufacturers can inspect the VA's design Conditions and provide an offer for this project?
A. A site visit is scheduled for 02/28/2024 at 10:00AM CDT. See Amendment 0006.
6. Please refer to specification 13 05 41. Will the VA confirm whether seismic restraint requirements are necessary for installing new MEP non-structural building components, such as seismic spring isolators for the new AHUs or retrofitting piping systems?
A. Spec 13 05 41 sect 1.1(b) B. The design of seismic restraints of non-structural components to resist seismic load shall be based on Seismic Design parameters indicated below in accordance with VA H-18-8 in conjunction with ASCE 7 and ASCE 41, as specified in H-18-8 Section 4.0, for existing building retrofit projects. Specific requirements for Critical and Essential facilities are covered in Section 4.0 of H-18-8, including applying Ip = 1.5 for all nonstructural components in Critical facilities.
7. Please advise if there is any Asbestos known to be present in the areas of work on this project, and if any project-specific site surveys have been completed for locang asbestos containing materials. To date, the VA has provided general Environmental Surveys for the enre facility and not a project specific survey. Pursuance to OSHA 29 CFR 1926, it’s the owner’s responsibility to idenfy and quanfy environmental hazards requiring abatement for a construcon project.
Please confirm, If asbestos is unexpectedly encountered during the project on materials required for removal, please advise the procedure for bringing the issue to the VA’s atenon and whether a modificaon will be issued to address abatement.
A. See A0001, Q1, Q27, & Q28
8. Aer speaking with the Air Handling Unit manufacturers, we have learned the lead me for the AHUs is approximately 1 year (365 days). The period of performance specified for the project is 210 days.
Please advise if the VA contracng will consider a delayed NTP, prior to the period of performance me, to allow the manufacturers to produce the Air Handling Units and other long lead me HVAC equipment.
A. See A0004, RFI-Q36
9. Please advise if there are any phasing requirements or preferred sequencing by the VA for removing and replacing the Air Handing Units on this project.
A. See A0004, RFI-Q39
10. Please clarify/confirm which AHUs are required to have temporary air while being replaced. Please also advise if temporary spot coolers would be acceptable as temporary air for the areas served by the smaller AHUs.
A. See A0004, RFI-Q38 & Q40
11. Please advise the name of Fire Alarm contractor servicing the VA.
A. See A0001, RFI-Q9, & A0004 RFI Q12
12. Please advise the name of the Access/Security controls contractor servicing the VA.
A. See A0001, RFI-Q15
13. Per AM02, the government has added a new HVAC DDC front end to the project. Based on the provided informaon it is impossible for us to provide a reasonable esmate for the new HVAC DDC front end. To provide a quote for this piece of equipment we need to know the make, model, and number of devices that are to be connected to the HVAC DDC front end. We also need to know the locaon of the front end and the number of buildings the front end is to cover. Preferably, this replacement needs to be fully engineered to allow for the controls contractors to have a complete understanding of the scope of work.
A. See A0004 RFI-Q3, & Q18 for clarificaon.
14. Can ECM motors be ulized instead of the less efficient, standard motors and VFDs? This will provide a beter product with less components. This will also reduce lead me and cost.
A. The VA is not currently accepng ECM motors. Please submit Standard motors and VFDs.
