ACCESS CONTROL, SECURITY SYSTEM UPGRADES &
MISC. INTERIOR IMPROVEMENTS, JACC
VA GULF COAST VETERANS HEALTH CARE SYSTEM

SCOPE OF WORK
The purpose for this project is to upgrade the video monitoring equipment, increase access security and provide miscellaneous interior improvements at the Gulf Coast Veterans Healthcare System in Pensacola. This work shall be completed for project number 520-22-174, Access Control and Security System Upgrades & Misc. Interior Improvements, VA Gulf Coast Veterans Health Care System.

JACC Access Control, Security Upgrades:
· Contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with the construction services of providing and installing of video monitoring devices, system head end equipment, access control devices, uninterruptible power supplies, and connection cabling for the locations mentioned in this scope of work.
· All equipment and installation must meet manufacturers and VA specifications.
· The contractor shall furnish all supplies, equipment, facilities and services required for delivery and installation of the supplies and equipment.
· The contractor is responsible for any missing parts and components not included to carry out the installation, connection, and set-up.
· The new devices and equipment shall be one of the devices listed below. The system installed in this project shall be fully compatible with the existing equipment that is to remain.
· IP cameras shall be Pelco cameras and be compatible with both existing Pelco IP cameras and existing Siemens software
· Access Control HID card readers shall be compatible with 75-bit FIPS and must integrate with current Siemens access control system
· Head End and Network Equipment shall be selected to be compatible with current Siemens systems and Pelco IP Cameras
· All acquisitions must meet the requirements as stated in the John S. McCain National Defense Authorization Act for Fiscal Year 2019 Section 889
· Section 889 of the John S. McCain National Defense Authorization Act prohibits government contractors from providing the federal government with telecommunications or video surveillance equipment, systems, or services (or an essential component thereof) produced or provided by five Chinese companies and their subsidiaries and affiliates. Separately, Section 889 prohibits government contractors from using these prohibited items or services, regardless of whether they are used in the performance of work under a federal contract. The five prohibited Chinese companies are:
1. Huawei Technologies Company
2. ZTE Corporation
3. Hytera Communications Corporation
4. Hangzhou Hikvision Digital Technology Company
5. Dahua Technology Company
In addition to these five Chinese companies (and their subsidiaries and affiliates), Section 889 also applies to entities that the Secretary of Defense designates as entities "owned or controlled by, or otherwise connected to, the government of a covered foreign country."
· The new video monitoring devices are intended to replace existing conventional cameras. Some conventional cameras on this system have reached end of life and been replaced with new IP cameras. These devices shall not be replaced but shall be integrated with the new head end system.
· Prior to site work, contractor to site verify existing conditions with authorized Siemens representative and COR at all locations of cameras to be installed and cameras that are to remain.
· All wiring must be neatly installed and placed in conduit or cable tray.
· Prior to starting work, contractor to coordinate with “Siemens” for device compatibility and ensure proper video monitoring and access control device placement before submittals are sent to VA for review.
· All new work is to seamlessly integrate into the remaining “Siemens” video monitoring devices and access control devices. The new video monitoring systems and access control devices are to be supported, coordinated, programmed by Siemens Building Technologies, Inc.
· Contractor is to provide an accurate set of as-built drawings (floor plan and single-line diagram) of the entire video monitoring system (new and existing).
· Contractor is responsible for disposal of all demoed cameras, equipment, and construction waste. VA reserves the right to keep material or equipment if deemed necessary by COR
· Contractors and visitors to the facility will need to be screened daily by our nursing staff checkpoint at facility entrance. No one with a cold or flu like symptoms will be allowed on VA property.
The scope to replace video monitoring systems and install access control devices includes work in the JACC building. Included in the solicitation are PDF floor plans to scale at 30”X42” for all buildings and floors.
A. Access Control HID Card Readers (New Installations, 13 installation points – See Location Descriptions below and Plans)
1. Scope of Work to include installing Magnetic Locks, HID Card Readers, Request to Exit Sensors and Button, Door Contact. Software House I-Star Panels are to be Furnished, Installed and Programmed as required to support additional doors. Doors are to be integrated into the existing system.
2. Furnish, Install and Program New Rack Mount Blade Server. New server is to be installed in Network Rack.
3. Furnish, Install and Program New Client Desktop. New client machine is to be installed in VA Police Dispatch.

13. Furnish and Install New Pelco Recorder with Recording Capacity to maintain 30 days of recorded video for all cameras.
14. Furnish and Install Fiber Optic Cabling 6/6 Strand from Engineering Network Rack to 11 electrical closets within building to be illustrated during site verification with authorized Siemens representative and COR.
15. Install new 24 Port POE+ Network Switches, Patch Panels, Wall Mounted Racks, UPS per location, Fiber Optic Network Switch (Aruba 6300 Series or approved equivalent) and supporting hardware. All new equipment salient characteristics to match Aruba 6100 Series existing equipment.
16. Add 2 additional Network 24 Port POE+ Switches as required to support camera installation.
17. Add all cabling as required for system operation.
C. Pharmacy Security Package Receivers
1. A survey of work areas 1B110, 1B111, 1B112, and 1B114 shall be performed to document existing conditions prior to the start of work
2. Remove existing security package receivers (4)
3. Install 4 Quikserv PR-1515 Secure Package Receivers or equivalent according to manufacturer instruction
4. Package receivers should be stainless steel type without clear door panels
5. Finish mounting walls around package receiver to match existing paint and texture
6. Install time should be coordinated for evenings and weekends outside normal clinic schedule (0800-1630 CST) to prevent any disruptions to patient care operations
7. Repaint walls affected by package receivers install in 1B111, 1B112, and 1B114 to match existing

1. A survey of the work area, 1A121A, shall be performed to document existing conditions prior to the start of work.
2. Contractor shall remove ceiling grid in and around work area as necessary to install gypsum board
3. Contractor shall demo existing diffusers, return registers, and existing light fixtures to be replaced with LEDs
4. Any removal of the acoustical ceiling systems will require a temporary suspension to support any present electrical and mechanical fixtures
5. Removal of the grid ceiling will require that space’s sprinklers be raised to the deck to adequately fire protect the plenum space as well as the normally occupied space. Lift and reposition 2 sprinklers in PIV Office 1A121A
6. Install and finish gypsum board around current fixtures layout in each room
7. Provide and install HVAC diffusers and return registers proper for gypsum mounting
8. Provide and install a lockable ceiling access doors to plenum space
9. Access doors shall be fire-rated
10. Access door locations to be determined with COR
11. Lockset to be provided by VA
12. Replace 2 existing fixtures with LEDs
13. Replacement LEDs to match existing or equivalent for other LEDs in the building. See attached equivalent salient characteristics document.

1. Pressure wash the south elevation tower section above police shop as indicated on the attached Option 1 drawing
2. Install Prim A Pell 200 or approved equivalent clear waterproof solution on the south elevation tower section as indicated on the attached option 1 drawing to prevent future water intrusion around CCTV systems and displays
3. Re-caulk perimeter of 37 existing windows where window frame meets masonry. The new caulking will be installed over the top of the existing caulking.
JACC – Miscellaneous Interior Improvements
JACC – Audiology Renovate existing floor covering: Reception area, All corridors and majority of offices. Renovations include and not limited to: Remove existing furniture (de-install) and equipment and stage (phasing will need to be determined), remove existing floor covering, remove existing wall base, patch/paint (match existing wall color from schedule below), install new floor covering, wall base, transition stripes as needed and re-install existing furniture and equipment to original installation location.

MISC. INTERIOR IMPROVEMENTS SCOPE OF WORK:
· Patient care shall continue during renovations. Work shall not impact patient care. Clinic hours are 7:00am-4:30pm. Work shall be performed after clinic hours and on weekends.
· After award, construction phasing plan to be submitted by contractor to be approved by Integrated Project Team (IPT) members: JACC Engineering, Audiology Chief/Associate Chief, Interior Design and Space Committee.
· Construction shall include the following logistics: Disassemble existing furniture/equipment, patch/paint, remove existing wall base/floor covering, install new floor covering, install new wall base and reinstall existing furniture.
· The following area’s/rooms/corridors shall be included in the project: 2B129, 2B144, 2B148, 2B149, 2B147, 2B145, 2B143, 2B142, 2B141, 2B150, 2B138, 2B137, C2-86, C2-80, C2-78, C2-79, C2-81
SUBMITTALS FOR MISC. INTERIOR IMPROVEMENTS
· Shop drawings shall be submitted to COR for approval prior to installation of floor. Copy of approved shop drawings shall be provided.
· Floor schedule using same room designations indicated on drawings.
· Product Data: Provide data on specified products, describing physical and performance characteristics, sizes, patterns, colors available, method of installation and sustainability attributes.
· Verification Samples: Submit samples illustrating color and pattern for project specified.
· Manufacturer’s Installation Instructions.
· Maintenance Data: Include maintenance procedures, recommendations for maintenance materials, equipment, and suggested schedule for cleaning.
· Manufacturer’s Product Warranty.
QUALITY ASSURANCE
A. Manufacturer Qualifications
1. Company shall have no less than ten (10) years’ experience manufacturing LVT.
2. Manufacturer must provide verification of management systems in compliance with ISO 9001 Quality Management System and ISO 14001 Environmental Management System.
B. Installer Qualifications
1. Flooring contractor to be a specialty contractor normally engaged in this type of work and shall have minimum 5 years prior documented experience in the installation of LVT.
2. Flooring contractor will be responsible for proper product installation, including floor testing and preparation as specified by the manufacturer.
3. Flooring contractor to provide Owner a report of all recycling activity prior to final payment.
4. Furniture disassembly (tear down/de-install) and reassembly (re-install) shall be an Authorized and Certified HAWORTH labor crew. No other substitutes can be offered or allowed due to the warranty of existing furniture.
5. Disassembled furniture to be stored on-site. Location to be coordinated with COR to prevent patient walkway impacts and egress obstructions.
6. Contractor must show proof of Certified HAWORTH installation crew
DELIVERY, STORAGE, & HANDLING
A. Deliver materials to the site in manufacturer’s original packaging listing manufacturer’s name, product name, identification number, and related information.
B. Store cartons of tile or plank products flat and squarely on top of one another. Preferably, locate material in the “center” of the installation area (i.e. away from vents, direct sunlight, etc.). Storing cartons in direct sunlight may affect proper acclimation by inducing thermal expansion/contraction.
C. When palletizing on a jobsite, vinyl tiles (squares or planks) need to be stacked two (2) rows high side by side with no airspace between and then quarter turned for two (2) rows side by side, not to exceed 12 boxes high. A 5/8” or thicker plywood must also be placed on the pallet first. Do not stack pallets two (2) high unless utilizing a ¾” thick plywood cap between pallets.
D. Material can be staged at the JACC with coordination of COR. Care must be taken to prevent any impacts to patient walkways and egress route obstructions.
E. Store in a dry location, between 60 degrees F and 85 degrees F and a relative humidity below 65%. Protect from damage and soiling.
F. Make stored materials available for inspection by the Owner’s representative.
G. Store materials in area of installation for minimum period of 48 hours prior to installation.
PROJECT CONDITIONS
A. Sub-floor preparation is to include all required work to prepare the existing floor for installation of the product as specified in this document and Manufacturer’s installation instructions.
B. The installer shall ensure that all material used in sub-floor preparation and repair is as provided in the manufacturer’s installation instructions.
C. Areas to receive resilient flooring should be adequately illuminated during all phases of the installation process.
D. Controlled environments are critical. Fully functional HVAC systems are the best way to ensure temperature and humidity control.
E. DO NOT install resilient flooring products until the work area can be temperature controlled.
F. The installation area must be fully enclosed, weather tight, and climate controlled between 60°F and 85°F with 40% to 60% relative humidity (RH) for at least 48-72 hours prior, during and 48-72 hours after installation.
G. Do not install flooring until space is enclosed and weatherproof, wet-work in space is completed and nominally dry, work above ceilings is complete, and ambient temperature and humidity conditions are and will be continuously maintained at values near those indicated for final occupancy.
PRODUCT WARRANTY (Flooring)
A. Wear warranty period for flooring will be 15 years from date of invoice.
PRODUCT MANUFACTURING SPECIFICATIONS – See also attached salient characteristics form
A. LVT - Manufacturer: Interface/Product: Natural Woodgrains/Color: A00212 (OR Approved Equal) Cedar/Type: LVT shall be high performance Luxury Vinyl Tile (plank)./Size: 25 cm x 1 m (9.845 in x 39.38 in)/Wear Layer thickness shall be 22mil/Total thickness shall be 4.5mm/Finish Type shall be ceramic bead for durability and cleanability/Use Area Classification: Class III Commercial (ASTM F1700) / Class 33/42 Heavy Commercial/General Light Industrial (EN/ISO). Installation method: Ashlar.
B. Wall Base: Manufacturer: Tarkett/Type: Traditional wall base 6”/Color: 280 Shoreline (Or Approved Equal)
C. Transition Strips: Manufacturer: Tarkett/Color: 280 Shoreline (Or Approved Equal)
ACCESSORIES
A. Materials recommended by Manufacturer for patching, priming, etc.
B. Transition strip to achieve seamless transition to tie existing floor covering and new floor covering installed. Types of floor covering that shall be tied into are seamless and existing LVT 2 types.
EXECUTION
EXAMINATION / PREPARATION
A. Prepare sub-floor to comply with criteria established in Manufacturer’s installation instructions. Use only preparation materials that are acceptable to the Manufacturer.
1. Remove all substances from sub-floor that would interfere with or be harmful to the installation.
2. Remove sub-floor ridges and bumps. Fill cracks, joints, holes, and other defects.
B. Verify that sub-floor is smooth, level, and flat within specified tolerances and ready to receive LVT.
C. Verify that substrate surface is dust-free.
D. Verify that concrete surfaces are ready for installation by conducting moisture and pH testing. Results must be within limits recommended by Manufacturer.
E. There will be no exceptions to the provisions stated in the Manufacturer’s installation instructions.
INSTALLATION - GENERAL
A. Install product in accordance with Manufacturer’s installation instructions.
B. Adhesive must be third party certified in compliance with California Department of Public Health (CDPH) Standard Method v1.1-2010. Provide documentation using one of the following certifications: FloorScore, Green Label Plus, Greenguard Gold.
C. Installation methodology will be VOC friendly for both installers & occupants of the building.
D. Trim flooring neatly at walls and around interruptions.
PROTECTION & CLEANING
A. After each area is installed, protect from soiling and damage by other trades.
B. Clean the floor after 48 hours from the completion of installation.
C. Start with dry sweeping or dust mopping to remove as much dry soil as possible.
D. Follow this with wet mopping using a neutral cleaning solution (pH of 6 - 8) and a microfiber mop. Make sure to use a liquid cleaning solution that is Ready-to-Use or dilute the cleaner with the proper amount of water.
E. Rinse mop often with clean water while mopping to remove contaminants from mop.
F. After mopping with cleaning solution, rinse floor with clean hot water and microfiber mop.
G. Allow floor to completely dry before foot traffic is resumed.
H. Always use a damp mop. Do not pour water directly on the floor and do not allow puddles of water to remain on the floor.
INSPECTION AND ACCEPTANCE:
· The contractor shall conduct a joint inspection with the COR upon delivery of equipment and materials.
· Contractor shall provide dates of completion of punch list items and replacement parts and/or short ship items from manufacturer(s).
· The COR shall ensure all work is completed satisfactorily prior to acceptance. Disputes shall be resolved by the Contracting Officer.
DELIVERY/STORAGE REQUIREMENTS:
· Deliver specified items only when the site is ready for installation work to proceed.
· Store products in dry condition inside enclosed facilities.
· Delivery and Installation will be coordinated through the COR.
SAFETY AND SITE CONDITIONS:
· There shall be no eating or drinking inside the hospital at any time outside of areas designated for these purposes.
· Smoking is not allowed at any time at any Gulf Coast Veterans Healthcare System campus.
· Parking must be in designated vendor areas.
· All penetrations shall be properly sealed, or fire blocked in accordance with VHA guidance.
· All ceiling tiles and utilities to be re-installed each day after work has been completed. There shall be no more than four ceiling tiles out at a time. Any ceiling tiles and grid that is damaged based on removal and installations shall be replaced with like at the expense of the contractor.
· When pulling wire in public areas, especially patient care areas, there shall be no wire at any time crossing the corridor or doorways.
MAINTENANCE AND SUPPORT SERVICES REQUIREMENTS:
· Upon completion of the project the contractor shall provide all computer software, access keys or codes, or external devices required for the operation, calibration, or repair of the equipment purchased. Any such items not listed on the price proposal and required for maintenance of the system, shall be taken as included with the purchase of the system.
· All application software licenses shall be included in the purchase of the equipment.
OPERATOR TRAINING:
· Contractor shall provide on-site training of the equipment to proper personnel. Scheduling of operator training shall be coordinated with the COR after installation is complete. Training should give a general overview of the equipment and its setup configuration.
PROTECTION OF PROPERTY:
· Contractor shall protect all items from damage. The Contractor shall take precaution against damage to the building(s), grounds and furnishings. The Contractor shall repair or replace any items related to building(s) or grounds damaged accidentally or on purpose due to actions by the Contractor.
· The Contractor shall perform an inspection of the building and grounds with the COR prior to commencing work. This is to ensure that the Contractor shall be able to repair or replace any items, components, building(s) or grounds damaged due to negligence and/or actions taken by the Contractor. Concurrence from the COR is required before the Contractor may perform any significant repair work. In all cases, repairs shall utilize materials of the same quality, size, texture, grade, and color to match adjacent existing work.
WARRANTY (Security Devices):
· The contractor shall provide a one-year manufacturer’s warranty on all parts and labor.
· The warranty shall include all travel and shipping costs associated with any warranty repair.
PERIOD OF PERFORMANCE:
The construction portion of this project will consist of two separate periods, each of which must be preceded by a NTP issued by contracting.
1. Pre-construction period – 30 Days – Contractor to provide the following deliverables before the end of this period:
a. Submittal log of all submittals to be approved during the project.
b. All submittals are to be approved by the VA COR.
2. Construction period – All contractually required work and tests must be successfully completed within 120 calendar days of issuance of Notice to Proceed for construction.
3. All construction shall be completed within 150 calendar days of the “Notice to Proceed”. Access control HID card readers, video monitoring system, and police office masonry waterproofing shall take place during normal business hours (7:00am – 4:30pm). Pharmacy security package receivers and miscellaneous interior improvements (Flooring & Painting) work shall be accomplished after business hours and on weekends to accommodate patient care. Work cannot impact patient care. All work shall be coordinated with COR by the general contractor. In addition, all work shall be coordinated with any other construction activities taking place on the property.
· Site shall be always kept clean and free from debris. Contractor shall remove debris daily from the health care system property or use contractor provided dumpster. Dumpster location to be coordinated with COR.
· Contractor will not be allowed to use Government tools, and/or labor for this project.
· All work is to be performed in strict compliance with this “Scope of Work”.
