About this file

This document contains questions and responses related to a request for information (RFI) for a Department of Veterans Affairs project to install signs and striping in parking garages.

The project involves removing existing striping and restriping parking spaces and lanes per new plans, reinstalling 100% of wheel stops in realigned spaces and 10% in other spaces, and pressure washing areas prior to applying new striping. Responses clarify that 100% of existing striping will be removed and replaced, plastic wheel stops will be reused rather than replaced with concrete bumpers, and existing methods like scraping and sandblasting can be used to remove old striping. The type of traffic paint specified is TT-P-1952F. Reference drawings are provided for quantities of mirrors and wheel stops needed in each garage.

Question
Recommended VA Response
1. Does the VA want pressure washing of painted areas prior to striping? For better adhesion of striping paint, it is best practice to clean the areas with more than just a broom or backpack blower (which does not remove the dirt).
Yes, the contractor shall pressure wash to ensure the area has been appropriately cleaned prior to adhesion of any materials.

2. Two-part question

a. Please provide some clarification on the following statement regarding striping in the General Notes Section of the “New Striping Plan” Pages:

“FADED OR DAMAGED STRIPING TO BE RE-PAINTED. STRIPING TO BE

RE-PAINTED WILL BE DETERMINED BY CONTRACTOR AND APPROVED

BY THE VA COR. ALL NEW STRIPING IS TO MATCH NEW STRIPING

PLAN”.

b. During the site visit, it was noted that most of the lines are faded to some degree. Can the VA provide a better way to estimate this requirement, for example provide a total linear footage or percentage of each garage that will be required to be restriped?

The contractor shall assume that 100% of the existing parking stall striping that will remain will be re-painted. Restriping shall be defined as the complete removal of preexisting and application of new striping. Striping materials shall adhere to noted specifications and drawings.

3. We do not recommend reuse of the existing plastic wheel stops. Would the VA be open to removing all of the plastic wheel stops and replacing them with the 200-pound concrete bumpers attached with a VA approved two-part epoxy? This will provide a more secure wheel stop that will not move when vehicle tires touch it. If the VA wants us to re-install the wheel stops as previously installed, the same issue will most surely occur, and we do not recommend this form of application.
No. The VA does not want to replace the existing wheel stops with new 200-pound concrete bumpers. Existing wheel stops shall be cleaned and then reused as stated in the design drawings. The areas in which the wheel stops are removed shall be appropriately cleaned and prepped for receipt of the wheel stops.
4. What method does the VA prefer for removal of the existing parking lot striping? There is no specific method in the specifications or listed on plans.
32 17 23 – Pavement Markings

3.1 PREPARATION

C. Clean substrates. Remove contaminants capable of affecting subsequently installed product's performance.

1. Remove dust, dirt, and other granular surface deposits by sweeping, blowing with compressed air, rinsing with water, or combination of these methods.

2. Completely remove rubber deposits, existing paint markings, and other coatings adhering to pavement with scrapers, wire brushings, sandblasting, mechanical abrasion, or approved chemicals as directed by Contracting Officer's Representative

5. Could the VA specify what type of paint should be used?
32 17 23 – Pavement Markings

1.2 RELATED REQUIREMENTS

A. Paint Color: Section 09 06 00, SCHEDULE FOR FINISHES.

1.3 APPLICABLE PUBLICATIONS

B. Federal Specifications (Fed. Spec.):

2. TT-P-1952F - Paint, Traffic and Airfield Marking, Waterborne.

6. What is the total quantity of mirrors needed on each garage?
Mirrors are noted as item “C” in the sign legend on the “Existing Signs Plan” drawing sheets. Refer to the Staff Parking (Building No. 4 – Building K) and Visitor-Patient (Building No. 5 – Building L) drawings for total mirrors as needed.
7. What is the total quantity of Wheel Stops needing to be reinstalled on each garage?
100% of the realigned Parking Spaces shall have their Wheel Stops reinstalled. 10% of all Parking Spaces not realigned but restriped shall have their Wheel Stops reinstalled.
8. Please provide a quantity of assumed striping that is faded and will need to be re-painted so that all contractors are bidding on the same quantity.
The contractor should assume that 100% of the existing parking stall striping will be removed and restriped.
9. The scope of work mentions “channelization” but never describes what is means by this. There is no channelization specification, and it is never mentioned on the drawings. Please clarify what this is and where it occurs in the project?
The term Channelization refers to the pavement markings.

3.5 DETAIL PAVEMENT MARKING APPLICATION

A. Apply Detail Pavement Markings, exclusive of actual traffic lane marking as follows:

1. At exit and entrance islands and turnouts.

2. On curbs.

3. At crosswalks.

4. At parking bays.

5. Other locations as indicated on drawings.

C. Install detail pavement markings of colors, widths and lengths, and design pattern at locations indicated on drawings.

10. Is no striping work required on Level 1 as indicated by the drawings?
This is incorrect. The 1st level of the patient parking garage has a significantly different new striping plan to be implemented. The 1st level of staff parking garage does not have a change to the existing striping layout but is required to be demoed and restriped to match what is currently present (staff garage).

Refer to the Staff Parking (Building No. 4 – Building K) and Visitor-Patient (Building No. 5 – Building L) drawings
