About this file
This amendment provides additional details and clarification for a solicitation seeking preventive and predictive maintenance services for chillers. The Department of Veterans Affairs Gulf Coast Veterans Health Care System is seeking these services for York, Daikin, Marley, and Trane chillers located at its facilities in Pensacola, Eglin Air Force Base, and Panama City, Florida. The amendment answers three contractor questions for clarification. It specifies the scope of work for two Marley cooling towers and a pharmacy chiller that were listed without details previously. It also clarifies that tube brushing is an annual requirement for centrifugal chillers, not just in the base year as originally stated. The response date for the solicitation is August 31, 2022 at 1:00pm Eastern Time and the solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses.

DESCRIPTION
The purpose of this amendment is the following:
1). Answer/address final contractor questions about this solicitation:
Contractor Question 1: We are quoting the maintenance. We would like to know if there is an available bidders list to provide our pricing to?
Government Response: No specific bidders list is available nor has been created for this acquisition. If you are looking for SDVOSB contractors to be used as partners and/or subcontractors the following contractors may be able to provide support.
Company Rep Name Phone Email System Service and Engineering (SDVOSB) Bruce Kuhnel (850) 630-4387 BKuhnel@ssandeinc.com
Raven Group LLC (SDVOSB) Galen Alsop (251) 223-1480 Galen@ravengroupusa.com
Panacea (SDVOSB) Eric Radke (262) 343-1966 eric@pan-gro.com
Contractor Question 2: On the Pensacola equipment list, references 2 Marley Cooling Towers & Pharmacy Chiller. However, there is no scope of work listed for these items.
Government Response: Yes, you are correct. Information should have been provided for the annual requirements for the towers. They would be as follows per the OEM annual preventative maintenance list:
• Check gearboxes oil level, adding as needed. Replacing oil every 5 years
• Obtain an oil sample from both gearboxes and provide report of findings.
• Check gearboxes pinion shaft oil seal for leaks, replacing as needed
• Check gearboxes hold down hardware, retightening as needed
• Check fan blade tip clearance, adjusting as needed
• Check fan blade pitch, adjusting to factory specifications as needed
• Check fan hardware, retightening as needed
• Check driveshaft inserts, replacing inserts and new hardware as needed
• Check motor hold down hardware, adjusting as needed
• Perform vibration analysis on both towers, making any adjustments needed, and provide a report of all findings.
• Inspect hot water basins, fan decks, fill media, lower fan shroud, fan cylinder, fan guard, cold water basin, and all structural members. Provide a written report of all findings and recommendations
For the pharmacy chiller, the scope is found in the “Minimum Preventative Maintenance- Reciprocating/Scroll Chillers” section for Daikin units. The new unit is a scroll unit.

Contractor Question 3: On the Preventative Maintenance tasks for the York & Daikin Centrifugal chillers, there is reference to tube brushing & eddy current testing in the base year. It is recommended that the evaporator and condenser tubes be brushed annually.
Government Response: Yes, that’s correct. Tube brushing is something we expect annually on both the condenser and evaporator side of each centrifugal chiller (6 total tube sets a year). We currently do that now so that line item should have been separated to make things clearer. Eddy current testing is what should be done in the base year but will vary based on the original findings since we have never completed an Eddy current survey on any units.
All other terms and conditions of this solicitation remain the same unless updated through/with subsequent amendments to this solicitation.
