Contractor Question
Government Response
N/A The facility is approximately 1.6M square feet. The facility consists of eleven (11) buildings which house patient care areas, laboratories, and office spaces.
What is the total sf of the area referenced in this solicitation? We understand that not all of the areas are included in the SOW and that mechanicals have not been provided for most of the buildings. A site walk through is a difficult and less than accurate way to get these measurements.
It would also be best for all bidders to be working from the same number. I understand this is a difficult question to ask, but in the interest of accuracy and fairness, I might submit that substituting a walk through for publishing this sf measurement is also problematic.
This question was submitted before drawings/schematics/mechanicals were provided. Drawings, schematics, mechanicals have been provided which give contractors detailed information about the buildings, their composition, and layout. It is recommended that contractors scale the drawings to determine the square footage if such information is needed.
N/A It is confirmed that service delivery will occur between the hours of 1600 – 0400 Monday through Friday.
This makes perfect sense for most of the daytime medical areas and is what we have typically done on most medical projects which remain occupied and open during our work. However, it does not make as much sense when it comes to the rooms with residential patients. How might you like us to address these areas?
Before any work begins air ducts (and their respective locations) will be identified.
Advance notice will be given so that site preparations (in coordination with the facility) can be made. Residential patients will not be occupying the site areas (containing air ducts) when work/cleaning is scheduled to commence.
Building Listing 1: Inpatient which consists of two (2) buildings that are interconnected.
2: Diagnostic & Treatment (D&T) which consists of four (4) buildings that are interconnected 3: Outpatient which consists of two (2) buildings that are interconnected 4: Staff Parking Garage 5: Patient & Visitors Parking Garage 6: Transitional Living & Rehab Center
7. Central Energy Plant (CEP)
8. Research Center
9. Administration (Pan Am)
10. Multilevel Concourse which connects other buildings.
11. There is no Building 11.
While this list is helpful, it would be more helpful to ask that you please publish the sf of each building and how many stories it is.
Typically, real estate asset management officers would know the sf of buildings owned by the USVA.
If everyone is working off the same published sf, wouldn’t it be more consistent than having everyone trying to do measurements on site during the sit visit?
Pricing on a project of this magnitude does not consist of simply eyeballing the systems in a limited 3 hour site visit.
This question was submitted before drawings/schematics/mechanicals were provided. Drawings/schematics/mechanicals were provided for the site areas which contain detailed information about the layouts and composition of the buildings.
Multiple drawings for a particular building would indicate that the building has multiple levels. Contractors also had the opportunity to view the site locations during the site visit (conducted on 7-27-2022) where they could assess each building. Some contractors left early before the site visit ended so these contractors may have missed out on their opportunity to see all of the site areas. It is recommended that contractors scale the drawings to determine the square footage if such information is needed.
N/A It is confirmed that service delivery will occur between the hours of 1600 – 0400 Monday through Friday. Work cannot be done during the facility’s normal business hours because the performance of such work would interfere with the delivery of veteran patient care.
While we understand that for outpatient or administrative office areas, this is a good plan. However, we need to ask, what are your requirements for Infection Control and Construction Barriers which will be necessary to conduct work in areas with
Patients will not be occupying the site areas containing air ducts which require cleaning.
Advance notice, scheduling, and preparations will be made before air ducts are cleaned and patients will be “cleared out” before such work begins. Infection Control and Construction Barriers therefore are a non-issue because patients will not be impacted by planned work because they will not be present in those areas. Unless already contained within the PWS, there are no directives regarding ICRA from Engineering at this time.
inpatient residential occupants? While we see extensive details on the SOW for the actual air system “source removal” cleaning, we do not see any directives from your engineer regarding ICRA.
2.3.9.
Provid e their Mecha nical Cleani ng Metho dology
Do you address ductwork in your confined space protocol? Is ductwork considered regular confined space or it is permit confined space? More specifically, can we crawl and clean the ductwork without having to set up a permit confined space protocol?
Ductwork areas constitute confined space.
Discussions with Industrial Hygiene define confined space as areas not designed for occupancy. Entering the duct head and shoulders is allowable however fully entering the duct is not allowed unless a permit is acquired from (and approved by) the Safety Office on a case by case basis.
The air ducts that require cleaning are located in ten (10) buildings throughout the facility. These ten (10) buildings are annotated below. There is no Building 11 and Buildings 4 & 5 (parking garages) do not have air ducts that require cleaning.
Buildings 4 & 5 are listed because they were referenced in the solicitation.
1. We have the drawings for Building #1 for the top floors, but not for floor 1. Do you intend to include the bottom floor in the
SOW?
2. Buildings 4 & 5 are excluded in the SOW since they are parking decks, but the drawings were provided and show a small amount of ductwork. Is this work excluded or included?
3. Is there a building 6 and is it included in the SOW?
4. Would you be able to please provide a list of building and the # of floors that are included in the SOW, so we can make absolutely sure we are quoting the right space?
Building 1, Inpatient contains air ducts that require cleaning which includes the bottom floor of that building. Multiple drawings, schematics, mechanicals were provided for this building. Drawing INP L01 corresponds to Level 1.
The following statement is retracted:
Buildings 4 & 5 (parking garages) do not have air ducts that require cleaning. Change to Read: Building 4, Staff Parking Garage and Building 5, Patient & Visitors Parking Garage both contain a minimal number of air ducts that require cleaning. See drawings VA garage lobbies 00971-00MH401 and Public Elevator Lobbies 00972-00MH402.
Building 6, Transitional Living & Rehab Center contains air ducts and is included.
Drawings, schematics, mechanicals were provided for this building. See drawings TLR L01 thru 05. To recap from the previous amendment the buildings containing air ducts requiring cleaning are annotated below. (It is noted that Buildings 4 & 5 are now included because it is confirmed that they contain air ducts).
Building Listing 1: Inpatient which consists of two (2) buildings that are interconnected.
2: Diagnostic & Treatment (D&T) which consists of four (4) buildings that are interconnected 3: Outpatient which consists of two (2) buildings that are interconnected
4: Staff Parking Garage-has air ducts 5: Patient & Visitors Parking Garage-has air ducts 6: Transitional Living & Rehab Center
7. Central Energy Plant (CEP)
8. Research Center
9. Administration (Pan Am)
10. Multilevel Concourse which connects other buildings.
11. There is no Building 11.
Drawings, schematics, mechanicals were provided for all buildings. To obtain the square footage it is recommended that contractors scale the drawings.
No additional drawings/schematics/mechanicals are available nor will be provided. Most of the drawings show a key plan. But they are small on the page. Might there be a site plan or campus map that would show these buildings in relation to one another at scale?
Yes. Campus Map and Site Plan New Orleans VAMC have been added to this solicitation.
N/A Separate or multiple e-mails are allowed just as long as the offeror indicates which/how many e-mails constitute a complete offer. (i.e. E-mail message 1 of 2, E-mail message 2 of 2 etc.). Offers shall not be sent as zip files and shall be rejected if received in this format. (Zip files are automatically blocked by the VA’s email security system thereby preventing such files from being opened, read, and accessed by the contracting administrator).
Is there any provision for sending large files? For example, I use ShareFile and typically send quote documents that way.
Might the VA have some kind of upload mechanism to use instead of multiple emails for the large documents?
No separate or additional mechanism is available for contractor submissions in response to this solicitation. Terms and conditions of FAR 52.212-1 Instructions to Offerors remains the same.
N/A A site visit is being conducted for this acquisition. Will the sign in sheet be available?
No. The contract administrator utilized index cards to document the individuals/companies who attended the scheduled site visit. This information represents confidential information for the contract file. It is important that anonymity be maintained for the purposes of protecting the integrity of the solicitation.
N/A Can contractors open more than one ceiling tile if using a containment barrier?
Yes. Local regulation states one two (2) foot by four (4) foot tile in a fifty (50) square foot work area may be opened at a time without containment.
N/A Can multiple containments be used? Yes, multiple containments within a given work area may be used.
N/A Will the government provide lifts? No. See PWS Section 1.4.
PWS
2.3.6
What chemicals may be used to clean the duct and is there is a preference?
On site Industrial Hygienists shall approve chemicals prior to use. The government has no preference. It is the contractor’s responsibility to choose the “right” chemicals to effectively clean the air ducts.
However, there should be no VOC’s and no discernable odor when product is used or any odor that can be attributed to the product.
N/A Are the air handlers being cleaned in addition to the duct work?
No, only the ductwork is being cleaned per
PWS.
