Project 586-18-101 “Renovate Inpatient Ward 2A” RFI Questions
1. I have noticed that several projects of similar magnitude at Jackson VAMC seem to be taking around 18 months to complete. Since only 365 days are allowed for completion of this project, I wonder if you would consider increasing time for completion to around 540 days? Your consideration is appreciated.
Bidders need to account for manpower to complete in 365.
2. Can you advise the route that the contractor will use to evacuate the demolished material on this project and route to be used to bring new material into the work area? At the site visit it was mentioned that the freight elevator could be used to bring new material into the building, but there may be items which cannot fit into the freight elevator. Also, can you advise what laydown areas will be available to the contractor? West end of the floor has two windows that can be removed in order to load and unload materials. The West end also has a small parking lot that will be used for staging.
3. At the site visit today, it was stated that the NTP on this project will probably not be issued until March 2022. If bids are accepted in September, will a contract be awarded so we can place orders for material ahead of future price increases? Yes, we can do this and delay the mobilization. The 365 will start when given mobilization permission. As far as ordering materials, it is the discretion for the CO to make payment on "stored" materials. All materials must be stored on site, or potentially offsite in a secured and bonded facility in which the COR and CO can inspect per 52.232-5 Payments under Fixed-Price
Construction Contracts.
4. The solicitation says that the “offeror may submit one (1) email for the proposal submission,” but it will be impossible to send the three separate files (technical, past performance, and price) all in the same email and still be under the 15MB size limit. Would you consider allowing us to send three (3) separate emails, each containing one volume? Yes, 3 emails can be sent. One for each volume.
5. It is becoming increasingly difficult to obtain Past Performance Questionnaires from Contracting Officers on a project-by-project basis, especially when they have already filled out a CPARS evaluation for us. In light of this, will the VA accept completed CPARS evaluation forms instead of the provided PPQ?
42.1501 General.
(b) Agencies shall monitor their compliance with the past performance evaluation requirements (see 42.1502), and use the Contractor
Performance Assessment Reporting System (CPARS) metric tools to measure the quality and timely reporting of past performance information. CPARS is the official source for past performance information.
CPARS are needed along with contact info.

13. Per A601, please confirm the only scope for doors 240, 269.1 and 279 is to refinish the door and frame- as no hardware sets are provided in the specs for these doors. -A601. Correct
14. During site walk it was noticed that there is an existing Swiss Log pneumatic tube system. This system in its entirety is not shown on plan. Please advise on scope of work if any, including necessary drawings. There is no new scope of work on this system. The existing system is to be left in place.
15. During site walk there was discussion of lay down/staging area and trash chute location. Please advise of these locations See #2
16. Is the VA going to provide an asbestos survey to define asbestos abatement scope of work or should the contractor include pricing for inspections only and price abatement after scope of work is defined? All asbestos materials were reported to have been removed in previous renovation projects. If any is discovered in the course of installing the new work, it should be reported immediately to the COR.
