About this file

This document contains a request for information and responses regarding a switchgear upgrade project at the John L. McClellan Memorial Veterans Hospital in Little Rock, Arkansas. The Department of Veterans Affairs is seeking to upgrade circuit breakers, install remote operator panels and control switches, and perform wiring corrections through a direct replacement of existing switchgear equipment. Work will take place after hours and on weekends to minimize disruption to hospital operations. The contractor will be responsible for infection control protocols, temporary power needs during shutdowns, and disposal of demolished equipment. Clarification was requested on experience requirements, use of subcontractor experience, staging area size, and responsibilities for coordination studies and arc flash labeling. The project value is between $1,000,000 to $5,000,000 and is reserved exclusively for Service-Disabled Veteran Owned Small Businesses. The solicitation is expected to be released on June 9, 2021.

SWITCHGEAR UPGRADE

RFIs

1. Solicitation page 14 of 84 para 12.2.1 requires proof of prime and/or subcontractor to have five years of relevant experience in scope, complexity, size, and magnitude... Page 15, 12.2.3 states subcontractors should have relevant experience in the last three years in size, scope and complexity…. Page 16, para 12.4.1.1 requires three projects within the last three years in similar size, scope, magnitude, and complexity to this requirement (prime and sub-contractors). Para

12.4.1.1 directly contradicts the requirements in the other two paragraphs by the inclusion of the word “and”, along with the number of years required in comparison 12.2.1. Will the VA please clarify how many years of experience that the sub and prime need to reflect in their proposal to be considered for the award? 3 years experience

2. Will the government consider allowing the prime contractor to leverage off the subcontractor’s experience and alter the language in para 12.4.1.1 to reflect prime and/or subcontractors to match that of paragraph 12.2.1? Must have signed commitment letter from subcontractor to use their experience.

3. Will any temporary power be required for this project? YES SOW 1.2 A. For example substation H will need to shutdown to retro the existing main breaker bus, door, supports, etc. We plan on doing this at night as specified but we don’t if there are any essential loads that will have to be temporary connected while we perform this work.

4. How long would each substation be able to be shutdown? 4 hours

5. When we retrofit each cubicle, is there a 21-day period to schedule each substation to be shutdown or by cubicle? All/any shutdowns/outages shall be scheduled 21 days prior to shutdown/outage beginning

6. Are we to assume and prepare for most of the work to be performed on nights and weekends? All work requiring shutdown/outage shall be after normal operation hours Monday-Friday 6AM-6PM

7. What is to be done with demo equipment? Does facility keep it or is contractor responsible for it? Contractor responsibility

8. How far from each switchgear would the staging area be? Same floor, reasonably close, different floor, offsite facility, etc.

9. How large of an area would we have for staging? It states that only two days of work can be stored. We can accommodate some staging. Need more clarification to question “how many square feet do they need for 2 days work” They need to include in contractor work plan

10. To ensure we are reading properly, customer provides coordination study? Customer provides latest coordination study edition for overcurrent protection settings

11. To be clear, you only want (7) of the breakers to be electronically operated? All others need to be manually operated with electronically operated capabilities? Only breakers over 1600 amp to be electrically operated. Incorrect (see SOW 1.3)

A. SOW 1.3 item 4 B. SOW 1.3 item 6 C. SOW 1.3 item 10 D. SOW 1.3 item 14 E. SOW 1.3 item 18

12. What is the design for the fully rated neutral? Per NFPA 70 art. 408 and 100% of switchgear main buss. What material? copper

13. Who is responsible for arc flash study and labeling? This project is replacing equipment with same overprotection settings as existing. No additions or alterations; new arc flash study not required. Labels to be relocated from existing equipment doors, etc. to new equipment doors.
