ADDITIONAL RFIs 36C25621R0116

1.A minimum of 10 hours of actual work time is required per substation shutdown. When the substation is down for retrofit, what is the maximum work time that the crew and contractor can anticipate from the VA? What is the maximum amount of outage time? The maximum amount of time is needed to account for and predict manpower requirements both in the dollar value of the price proposal and the schedule in the technical narrative proposal. Per SOW (1.4 L, P, Q, X, and Y) Contractors is allotted maximum 4-hour electrical services power outage to establish any required temporary power. In the event of longer outage times contractor shall supply to all impacted CAVHS services to maintain daily operations.
2.Is there any reason why the contractor should have to provide temporary power during a blackout period. Per SOW (1.4 L and P) yes, to maintain CAVHS services operational.
3.Is the VA aware of the exponential increase in cost for the contractor to engineer and provide temporary power during substation blackouts? If this question refers to facility incoming utility power service loss, the facility generators maintain the required emergency power during this event. Contractor is responsible for including bid price.
4.If temporary power is required during a blackout period, will the VA please provide a building drawing/layout as an amendment to the solicitation and identify exactly where and what floor the nearest source of power is located and the load capacity available from that location? The distance to the nearest suitable temporary power location is important to know for budgeting and planning purposes and needs to be provided before the bids are due because part of the bid and the scheduling is based on the answer to this question. Any drawings, coordination study and/or load study will be available upon project award. If this question refers to facility incoming utility power service loss, the facility generators maintain the required emergency power during this event.

5. If there is any need for temporary power, what is the actual expected/anticipated downstream ampacity load of each feeder that requires to have temporary power supply? This is important to know where the contractor will originate from and how much material and labor is required to make the temporary power available. Per SOW (1.4 A and W) Contractor shall verify.

6. Are the results of a power study available for all substations that are due to be retrofitted? Yes, and will be provided after award is made.

7. If no power study is available and temporary power is needed, who is responsible for providing the electrical engineering to determine the temporary power requirements? Per SOW (1.4 A and W) Contractor shall verify. If power load study is not available, temporary power requirements shall be based on existing service breaker.

8. Are there any critical areas associated with any of the substations that absolutely cannot be without power for an extended period of time? This is important to know so that the contractors can plan to provide temporary power to these areas. Please provide details as to the locations of these areas during the pre-bid phase to allow contractor to budget and plan for the anticipated expense of any temporary power needed during the period of performance. Per SOW (1.4 A, L, P, and Y) the contractor is responsible for verifying dimensions, existing mechanical and electrical equipment and other information presented in this document.

9. How much time does the VA need between shutdowns to allow staff to prepare the affected areas for the minimum 10 projected hours of downtime that the affected area will experience? This is important to know so that we can predict the number of weeks of total performance duration and crew commitment. Per SOW (1.4 P and Y) contractor is responsible to prepare temporary power. No services/areas are to be affected with a 10-hour downtime. Facility needs at least two (2) days after completion of one (1) substation before beginning the next substation.

10. When a substation is shut down, what is the worst-case furthest source of power the contractor should anticipate in order to have temporary lighting and a 110-volt power source for installation equipment? Per SOW (1.4 A and P) the contractor is responsible for verifying dimensions, existing mechanical and electrical equipment and other information presented in this document.

11. Will a VA representative be onsite to sign off on all retrofit installation at the time of installation? Per SOW (1.6 B. a. vi.) VA inspection and acceptance activity/event with a minimum duration of five work days at the end of each phase and immediately preceding any VA move activity/event required by the contract phasing for that phase.

12. Section 1.4 paragraph N states that staging is limited to two days ahead of shutdown. Prestaging and sorting is crucial to the successful flow of operations and to minimize down time during retrofit. Will the VA change this requirement by allowing the associated electrical rooms to be available for more time the week prior to the installation for prestaging, grouping, and preparation of material and equipment? Per SOW (1.4 N) Scheduling of material deliveries is required. Due to space restrictions, material deliveries should not be more than what can be installed within two working days.

13. Will the storage area provided by the VA be secured and have controlled access? Contractor is responsible for securing all contractor items.

14. SOW Section 1.4 para X states to request outages 21 days in advance. Will the contractor be able to schedule 21 days in advance, enough shutdowns to accomplish multiple days of sequential substation work without having to wait 21 days in between each substation request? For example, can the contractor make one request for multiple substation shutdowns sequentially, one week after another or will the VA require one substation to be completely finished before requesting another substation shutdown then wait another 21 days? Yes, outage request can be submitted sequentially. Upon beginning a substation, contractor shall ensure completion and proper operation of all substation equipment before moving/progressing on to another substation.

15. Does emergency power run through any of the switchgear substations proposed to be retrofitted? No, all CAVHS emergency power is routed via automatic transfer switches.
