Correct Miscellaneous HVAC ISSUES Project No: 629-20-112.
The contractor shall provide all labor, materials, tools, equipment and supervision necessary to design and build (Design/Build) a project to Correct Miscellaneous HVAC Issues at the Southe ast Louisiana Veterans Healthcare System, New Orleans, LA 70119. See attached technical specifications package for RFP instructions.
SITE VISIT: A site visit will be held for this proj ect during Phase II proposals. Only the most highly qualified offerors from Phase I evaluations will be invited to attendthe site visit which will be scheduled after Phase I evaluations.

Statement of Work Correct Miscellaneous HVAC Issues in Research and D & T Project # 629-20-112
The contractor shall provide all labor, materials, tools, equipment and supervision necessary to Design and Build (DB) a project to address multiple HVAC issues identified in the Research Building 8 (Section P) Level 5, Diagnostic and Testing Building (Section F & G) Level 5 and Transitional Living & Rehabilitation Building 6 (Section M3) Level 3. Work may include but is not limited to the following: addressing roof penetrations from ductwork and various leaks associated with the impacted exhaust fans, installing service platforms for maintenance access to Mechanical equipment, etc.
Excessive leaks in the Research building have resulted in building damage and impaired air quality. This has led to increased medical center costs to replace high efficiency filters that are being damaged due to water intrusion. Engineering staff cannot access various pieces of AHU equipment in these buildings due to their height in the mechanical spaces and immovable structures present. Portions of the affected buildings also do not have the necessary capacity to allow dependent systems the ability to function as intended. These items were noted as building deficiencies post turnover of the 2400 Canal St. Campus (major).
1. DESIGN & BUILD SCOPE:
The design shall be in accordance with and capture the following requirements:
· Design Development (DD): The DB Contractor shall develop 35%, 65%, 95% & 100% (Final) plans and specifications for review and approval by the VA. Verify all dimensions and equipment requirements.
· The design documents shall incorporate proper construction phasing of work where required within the project period of performance.
· Design drawings shall include all demolition and new work in sufficient detail to provide for a thorough review by the VA.
· The work (design and construction) shall include, but not limited to, demolition, electrical, access platforms, HVAC repairs, repair of roof leaks, testing and balancing of new fan system and associated lab hoods capacities, etc.
· Design submission shall include load calculations, equipment catalog cutsheets and performance data. The Final design documents shall be stamped by a registered Professional Engineer for each discipline.
· Design shall include all site investigation, site survey, measurements, calculations and testing for documents to construct the subject project.
· Materials and equipment brought to the site shall be verified to have available space to maneuver the inside dimensions of Corridors, elevators and Stairwells. Maximum dimensions of sections or pieces of materials may be necessary as part of the design.
· Access platforms/catwalks shall be constructed of similar materials to the existing platforms on the Campus site. Access shall be to 60” clear on all sides of equipment being serviced. Minimum requirements shall be to support the total weights of VA personnel and any related equipment being serviced. The structural design shall be stamped by a Professional Engineer.
· The DB Contractor shall include in their total bid price the scope of work for all items listed. Provide separate break out costs associated with Alternate No. 1 and Alternate No. 2 work for VA consideration of deduction from total costs.
· Design shall be in accordance with the VA Master Specifications and the following provided specifications with this solicitation and shall become a part of this contract and design documents. The Design Build Contractor shall develop all other applicable project specifications.

2. SUMMARY OF SCOPE DEFICIENCIES:
This section notes VA observations, documentation of deficiencies and proposed solutions for the DB Contractor to consider:
A. Research Building 08, Section P, Level 5
i. Deficiencies:
AHU-1 and AHU-2 has had evidence of water intrusion coming from the building outside air intake louvers extending to the interior of Air Handling Unit filter sections.
Recommended Corrections:
Design and Build additional low pressure drop fixed blade louvers inside the outside air intake plenum section or use other methods to keep water outside of the units.
ii. Deficiencies:
There is not available access for the maintenance of AHU-5 duct smoke damper and return air fan RF-5. This is due to their existing installed elevations and obstructions located in the spaces directly below.
Recommended Corrections:
Design and Build a service platform or catwalk to access the Mechanical equipment at their required elevations.
iii. Deficiencies:
There is evidence of water entering the Mechanical space from the Roof Level due to multiple exhaust duct penetrations. The discharge air penetrations are noted as exhaust stack #1 on drawing.
Recommended Corrections:
Design and Build a plan to repair and seal all Roof penetrations at this location where leaks are occurring to prevent water intrusions into the building.
iv. Deficiencies:
There is evidence of water entering the Mechanical space from the Roof Level due to multiple exhaust duct penetrations. The discharge air penetrations are noted as exhaust stack #2 on drawing.
Recommended Corrections:
Design and Build a plan to repair and seal all Roof penetrations at this location where leaks are occurring to prevent water intrusions into the building.
v. Deficiencies:
There is not available access for the maintenance of AHU-6 duct smoke damper. This due to the existing installed elevations and obstructions located in the spaces directly below.
Recommended Corrections:
Design and Build a service platform or catwalk to access the Mechanical equipment at the required elevations.
vi. Deficiencies (Price as Deduct Alternate No. 1):
There is not available access for the maintenance of exhaust fan EF-1. This is due to the existing installed elevations and obstructions located in the spaces directly below.
Recommended Corrections:
Design and Build a service platform or catwalk to access the Mechanical equipment at the required elevations.
vii. Deficiencies (Price as Deduct Alternate No. 2):
There is not available access for the maintenance of return fan RF-6 duct. This due to the existing elevations and obstructions located in the spaces directly below.

B. Diagnostics & Testing Building 02, Section F, Level 5
i. Deficiencies:
AHU-4A and AHU-5A has had evidence of water intrusion coming from the unit outside air intake section extending to the interior of Air Handling Unit filter sections.
Recommended Corrections:
Design and Build a rain hood mounted at the outside air intake section or use other methods to keep water from entering the units.
C. Diagnostics & Testing Building 02, Section G, Level 5
i. Deficiencies:
AHU-7A has had evidence of water intrusion coming from the unit outside air intake section extending to the interior of Air Handling Unit filter sections.
Recommended Corrections:
Design and Build a rain hood mounted at the outside air intake section or use other methods to keep water from entering the units.
D. Transitional Living & Rehabilitation Building 06, Section M3, Level 3
i. Deficiencies:

3. DESIGN DELIVERABLE REQUIREMENTS:
Design Submissions – Statement of Task:
· 35% Design Development (DD)

Note 1: Detailed design submission requirements can be found in VA Guide PG-18- 15.
Note 2: The VA staff shall have 7 calendar days to review and coordinate each design submission.
A. 35% Design Development: These drawings shall show all work in the scope necessary to provide information that will carry the design to the next review.
i. Drawings & Specifications: Provide two hard copy 17”x22” size C sets of preliminary construction drawings.
Provide one set of preliminary specifications indicating all the DB Contractor proposed edits. Drawings and specifications to indicate potential deductive bid alternates and any phasing requirements. Also provide electronic copies in PDF format.
ii. Cost Estimate: Provide a detailed cost estimate indicating labor, material and equipment cost in RS Means CostWorks format. Estimate shall include DB Contractors Overhead, Profit, Bond and Labor Burden. Estimate shall indicate feasible deductive bid alternates to bring the construction cost within the allotted construction budget. This cost estimate shall be submitted in hard copy and PDF format.
iii. Design Analysis: Provide a design analysis for each discipline indicating the design rational, thought process and design calculations. Provide a summary of deductive bid alternates. Provide a draft preliminary detailed submittal register. Provide a list on what outstanding data or feedback is required from the VA. Provide one hard copy and PDF format of the Design Analysis.
Note: The DB Contractor shall not proceed with the 65% design without written concurrence from the VA COR.
B. 65% Design Development: This submission of drawings, specifications and cost estimate shall be very close to complete. This review by the VA shall be to validate that the 35% comments were incorporated into the project. The construction documents should be sufficiently developed to cover all work items to be addressed by the project. No major items shall be missing from this submission. The VA review of these documents should result in very minor comments to allow for the next 95% submission. The DB Contractor shall provide a list of questions on anything that’s needed from the VA to continue and fully develop the next 95% design submission. Additionally, the DB Contractor shall provide minutes from the last design review meeting and shall provide responses to all VA comments noted or identified during the last review submission.
i. Drawings & Specifications: Submit in the same manner as the 35% DD submittal.
ii. Cost Estimate & Design Analysis: Submit in the same manner as the 35% DD submittal.
C. 95% Design Development: This submission of drawings, specifications and cost estimate shall be complete. This review by the VA shall be to validate that the 65% comments were incorporated into the project. There shall be nothing missing from the construction documents. The VA review of these documents should result in very minor comments to allow for the next submission to be final. If the comments of this set of documents results in numerous comments, then a 99% review or a check set of certain elements of the design may be required before the DB Contractor shall proceed to the 100% Final Construction Documents.
i. Drawings & Specifications: Submit in the same manner as the 65% DD submittal.
ii. Cost Estimate: Submit in the same manner as the 65% DD submittal.
D. 100% Construction Documents: This submission shall incorporate all project requirements and previous comments. These documents shall be ready for construction.
i. Drawings & Specifications: ALL ENGINEERS PROFESSIONAL “STAMPS” SHALL BE ON THIS SET OF DOUMENTS. Provide three 17”x22” size C sets of final construction drawings. Provide two set of final fully edited specifications, printed on both sides of the paper. Drawings and specifications to indicate accepted deductive bid alternates and any phasing requirements. Provide one CD electronic copy of the entire package (Construction Drawings and Specifications). The drawings shall be as both AutoCAD (2017) and scanned individual PDF files per drawing. The specifications shall be in separate Word and separate PDF files for each specification section.
ii. Cost Estimate: Submit final CostWorks cost estimate in the same manner as previous submittal.
4. CONSTRUCTION SUBMITTAL REQUIREMENTS:
· Submittals: Construction and product submittals shall be as outlined in the VA Master specifications and are to be submitted during the design phase and incorporated into the design once approved. Provide submittals in accordance with the Shop Drawings, Product Data & Samples Specification provided.
· Work Hours/Dates: Monday through Friday 7:30am to 4:00pm, excluding federal holidays. The contractor may be required to accomplish some work after hours or on weekends to minimize disruption to hospital operations. All work shall be coordinated with the COR.
· Utility Outages: Any required utility system outages needed in order to perform work will be scheduled at the convenience of the VA and may require work to be performed during hours or when government staffing is available. This may be either during business hours or after-hours work, depending on the nature of the outage and VA staffing availability. All utility outages will be coordinated two weeks in advance with the COR.
· Adjacent Space: Access and continued function/operation of adjacent occupied spaces (above, below and beside) shall be considered within the construction phasing plan to minimize the overall impact and disruptions generated by the construction activities.
· Safety, Infection Control & Code Requirements: Contractor to work in accordance with the Infection Control Risk Assessment provided and in accordance with the General Requirements and Safety Requirements specifications provided.
5. PERIOD OF PERFORMANCE:
Performance period for this contract shall be 180 calendar days for design and construction from Notice-To-Proceed date per the following breakdown noted. Work on site shall begin no more than ten (10) calendar days after notice of award. Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by Contracting Officer’s Representative (COR) and/or the Contracting Officer (CO).

A. This Request for Proposal (RFP) is issued as Two-Phase Design-Build procurement (Reference FAR 36.3). Proposals will be evaluated in Phase I to determine which offerors will submit proposals for Phase II. A maximum number of four (4) offerors will proceed to Phase II unless the contracting officer determines that a number greater than four (4) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project. Phase II RFP will be issued only to those successful offerors determined to be most highly qualified from Phase I. One contract will be awarded using competitive negotiation.
B. Provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here in other specific tasks as further defined by this request for proposal (RFP).

| A2. | Definitions |
| A. | Design-Build (D-B) as defined by the Department of Veterans Affairs (VA) is the procurement by the Government, under one contract, with one firm or Joint Venture (JV) for both design and construction services for a specific project. |
| 1. | Contracting Officer (C0): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer. “Administrative contracting officer (ACO)” refers to a contracting officer who is administering contracts. “Termination contracting officer (TCO)” refers to a contracting officer who is settling terminated contracts. A single contracting officer may be responsible for duties in any or all of these areas. |
| 2. | Contracting Officer’s Representative (COR): The Contracting Officer's written designation of a representative responsible for administering contracts under the immediate direction of the Contracting Officer. For the purposes of this contract the term “COR” will be used herein. |
3. Project Manager: The Contracting Officer's representative (COR) responsible for administering contracts under the immediate direction of the Contracting Officer. This person is the Contracting Officer's authorized representative at the construction site. The Project Manager / COR is responsible for protecting the Government's interest in the execution of the construction contract work. His duties include surveillance of all construction work to assure compliance with the contract documents, interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. The Resident Engineer may issue change orders to the Contractor within the limitations set forth in his delegation of authority from the Contracting Officer.
| 4. | Design-Build Contract: This term, as used herein, refers to the Contract(s) to perform the design and construction of the project. |
| 5. | Contractor: This term, as used herein, refers to the contractor under this contract or the D-B team. The contractor or D-B team is solely responsible for the management (planning, supervision, and contract coordination), design, and (professional) services and installation (including all labor, equipment, materials, tools, and inspections) to meet the requirements of this contract. |
| 6. | Architect-Engineer (A-E): This term, as used herein, refers to the A-E firm(s) that is a part of the D-B team, also referred to as D-B A-E. |
B. Source Selection Procedures
1. Source Selection Overview: In accordance with FAR 15.3, the objective of source selection is to select the proposal that represents the best value. A contracting officer is designated as the source selection authority (SSA), unless the agency head appoints another individual. The SSA establishes an evaluation team that includes appropriate contracting, legal, and technical expertise to ensure a comprehensive evaluation of offers. The award decision is based on evaluation factors and significant sub-factors that are tailored to the acquisition. The factors represent the key areas of importance and emphasis to be considered in the source selection decision; and support meaningful comparison and discrimination between and among competing proposals.
2. Evaluation: The proposal evaluation is an assessment of the proposal and the offeror’s ability to perform the prospective contract successfully. The technical, price, and source selection boards will evaluate competitive proposals and then assess their qualities solely on the factors and subfactors specified in the solicitation. Evaluations shall be conducted using a combination of adjectival ratings and numerical weights. The relative strengths, deficiencies, significant weaknesses, and risks supporting proposal evaluation shall be documented in the contract file.
3. Past Performance: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
4. Tradeoff Source Selection: If tradeoffs are performed, the source selection records shall include an assessment of each offeror’s ability to accomplish the technical requirements; and a summary, matrix, or quantitative ranking, along with appropriate supporting narrative, of each technical proposal using the evaluation factors.
5. SSA’s Final Decision: The SSA’s decision shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation. While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA’s independent judgment. The source selection decision shall be documented, and the documentation shall include the rationale for any business judgments and tradeoffs made or relied on by the SSA, including benefits associated with additional costs. Although the rationale for the selection decision must be documented, that documentation need not quantify the tradeoffs that led to the decision.

b. The Phase I successful offerors will receive a Phase II Request for Proposal (RFP). The Phase II RFP will be issued via amendment to the solicitation and issued to the four (4) most highly qualified offerors. The Phase I factors are not to be resubmitted in Phase II; however, the cumulative rating from the Phase I factors carries through to Phase II and is as equal in importance to Phase II, Factor 4 for proposal evaluation. Phase II evaluation technical factors (Factors 4 – 7) are listed below in descending order of importance. The Phase I and Phase II technical evaluation factors, when combined, are approximately equal to price.

c. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the highest technically rated or the lowest total price proposal; and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Offerors are advised an award may be made in Phase II without discussion or any contact concerning the proposals received. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.

A5. Permit Requirements A. The D-B Contractor is responsible for obtaining all permits and approvals necessary to complete the project, prior to starting Construction.
A6. Selection Criteria (This section will be removed after award.)
A. In accordance with FAR part 15 The Government intends to award a contract resulting from this solicitation to the responsible Offeror on a best value basis after evaluation in accordance with the factors in the Two-Phase Design-Build solicitation. A responsible determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors.
B. Evaluations: All Phase I and Phase II proposals shall be subject to evaluation by a team of Government personnel. In Phase I of the Two-Phase Design-Build process, Offerors will submit a Phase I proposal in accordance with the three (3) evaluation factors listed in C3. Upon receipt of the Phase I proposals, the VA team will evaluate and determine the highest qualified Offerors based on their Phase I proposal submissions. The Phase I proposals will only be evaluated on the three (3) evaluation factors listed. The Offerors not selected to provide Phase II proposals will be notified that they are no longer being considered for this project. The Phase II proposals will consist of both technical and price factors, which are listed in D4. The Government intends to award without discussions; however, the Government reserves the right to conduct discussions if determined necessary based on the initial evaluation of the Phase II proposals.
| B. | PART II - RESPONSIBILITIES |
| B1. | VA Team |
A. The VA team consist of the following members: Contracting Officer, Project Manager/COR, Radiology Staff, Maintenance and Operations Staff, Infection Control Staff, Safety staff and any other VA staff impacted by this project.
B2. Use of Advisors A. Contractors are advised that VA contractor personnel may assist the Government during the Government’s evaluation of Proposals. The persons shall be authorized access to only those portions of the proposal and discussions that are necessary to enable them to provide technical advice on specialized matters or on specific problems. These individuals will be required to protect the confidentiality of any specifically identified trade secrets and/or privileged or confidential commercial or financial information obtained because of their participation in this evaluation. They shall be expressly prohibited from scoring, ranking or recommending the selection of a vendor.
| B3. | Design-Build Team: |
| A. | The D-B team includes all J/V partners, consultants, and sub-contractors to the one firm. The D-B team shall provide Architectural and Engineering disciplines for the preparation of construction documents, and construction contractor capabilities for construction of the project. D-B Team prime contractor or controlling partner shall be a Service-Disabled Veteran-Owned Small business. |
| B. | If the D-B Team and A-E contractor are a J/V (not one and the same firm), engineering and other technical consultants shall be subcontractors of the J/V Architect - not the Design-Build construction contractor or sub-contractors. If the D-B Team A-E and contractor are one and the same firm (not a J/V) those consultants shall be subcontractors of the D-B firm, not the construction subcontractors. |
| C. | The RFP documents are intended to define existing conditions, certain required items, and design parameters to be included in the project. It is the contractor's responsibility to visit the site or ascertain the conditions at each site. In addition, the Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, the existing conditions, certain required items, and design parameters to be included in the project. It is the D-B Team’s responsibility to complete the documents and construction in a manner consistent with the intent of the RFP documents within the required period of performance. |
| C. | PART III - PROPOSAL REQUIREMENTS (This section will be removed after award.) |
| C1. | General |
PHASE I
| A. | Phase I proposals shall be based on the solicitation documents issued for RFP Solicitation. Phase I proposals will be in the format stipulated elsewhere in Section C2. Phase I Proposal Format. |
| B. | Phase I proposals shall be received on or before the date listed in Block 13a of the SF 1442. There will be no public opening of the proposals. |

| C2. | PHASE I Proposal Format |
| A. | The Offeror shall submit the Phase I proposal in one (1) PDF document. The proposal shall be labeled with the Offeror’s organization, business address and VA solicitation number. The Offeror shall not include any price or price related material in the Phase I proposal. |
B. The Offeror shall submit the Phase I proposal in electronic format only. Include page numbers and the company name in the header or footer of each page.
C. The Offer, including title page, detailed table of contents, preface, for the Phase I proposal shall not exceed a total of 25 (twenty-five) pages in Microsoft Arial size 12 font. Use graphic presentations where such use will contribute to the compactness and clarity of the proposal.
D. A page is defined as each face of an 8.5 X 11-inch sheet of paper containing information. All information (except for document numbers, page numbers, etc.) shall be provided in an image area of 7 X 9 inches. The background color of each page of the submission shall be white or ivory stock only. Excess pages will not be evaluated. Text lines will be single-spaced. A smaller font size for any graphics presented in a proposal is permitted as long as the information is legible to the human eye. Fonts other than Arial are permissible in the presentation of graphic material only.
C3. PHASE I Proposal Evaluation Factors Offerors will be required to submit their Phase I proposal in response to the solicitation in accordance with the evaluation criteria set forth in the solicitation for Phase I. The SSEB will evaluate the Phase I proposals utilizing the criteria provided in the solicitation. After completion of the Phase I evaluations, the Contracting Officer shall select no more than four (4) of the most highly qualified offerors providing the best value. The Contracting Officer reserves the right to select more than four (4) offerors to proceed to Phase II evaluations if they deem it necessary.
1. Factor 1, Technical Approach:
Provide a brief narrative (page limitation: three (3) pages, not including cover page or table of contents) on the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation. If the page limits are exceeded, the pages exceeding the limit will not be read or considered. The following shall be included in the narrative:
· Design Approach: Describe the techniques, processes and methods to be used specific to the subject project.
· Construction Approach: Describe the techniques and methods for this construction project to include coordination with the design packages, projected timelines and phases, and coordination of work.
· Quality Control: Describe quality control processes during design and construction phases that will lead to an effective and successful project that completes on-time within budget.
2. Factor 2, Technical Qualifications:
a. Key Design Personnel & Experience: The Offeror shall provide a resume (page limitation, two (2) pages per requested resume) for each of the following A-E personnel:
a. Lead Architect
b. Lead Structural Engineer
c. Lead Mechanical Engineer
d. Lead Electrical Engineer
e. Licensed Radiation Physicist for Shielding Calculations NOTE: These are intended to be the Architect and Engineers that will actually affix their seal to the appropriate construction drawings.
b. Key Construction Personnel & Experience: The Offeror shall also provide a resume (page limitation, two (2) pages per requested resume) for each of the following key construction or contract personnel:
a. Project Manager
b. Project Engineer
c. Site Superintendent
d. Lead personnel for any known major subcontractors.
NOTE: For each resume, include company name; name of individual; listing relevant experience; qualifications such as specialized training, education experience, etc. For any subcontractors identified, provide a resume of the lead person who will be directly involved in the work subcontracted for that company, identify any key personnel that will be assigned to the contract resulting from this solicitation, and the relevant experience of both the company and any key personnel that were identified. Please delineate the approximate percentage of work the prime contractor will perform and the approximate percentage of work the subcontractors (collectively) will perform. The VA will use the information provided to evaluate, among other things, specialized experience and technical competence.
c. Capability to Perform: The Offeror shall provide a letter from their Surety demonstrating the Offeror’s total bonding capacity and current available bonding capacity. Total bonding capacity and current available bonding must be outlined in a letter dated no earlier than the solicitation release date.
3. Factor 3, Past Performance: Provide a minimum of one (1) and a maximum of five (5) projects completed within the last five (5) years similar in size, complexity and scope to this project. Projects must demonstrate an offeror’s experience as a prime contractor managing multiple subcontractors to include A-E firms if applicable. If the contractor does not possess Design-Build (D-B) experience, provide a minimum of one (1) and a maximum of five (5) projects completed by the A-E firm similar in size, complexity, and scope to this project in addition to the one (1) to five (5) projects submitted for the prime contractor. For purposes of this evaluation, a relevant project is further defined as “design and/or construction completed in a clinical, hospital or other medical related use space similar in size and scope to this project.” Project(s) shall have a minimum value of $100,000 and be 100% completed for Design-Bid-Build (D-B-B) or D-B. Projects shall have a minimum value of $100,000 and be 100% completed for designs completed by the A-E firm in support of D-B or D-B-B. For multiple award and indefinite delivery/indefinite quantity type contracts, the whole contract shall not be submitted as a project; rather Offerors shall submit the work performed under a single task order as a project. If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.
