About this file

This is Amendment 0004 to a Solicitation for a Scope Leasing and Service Contract issued by the Department of Veterans Affairs Veterans Integrated Service Network 15 (VISN 15). The amendment extends the deadline for receipt of offers to May 27, 2026 at 11:00 AM CDT and provides responses to 68 questions submitted by potential offerors, along with updates to the Statement of Requirements, Schedule of Requirements, and Price Schedule. The contract will result in a four-year Ordering IDIQ agreement with a Period of Performance from September 1, 2026 through August 31, 2030, with no multiple awards anticipated.

The scope of work encompasses leasing and providing maintenance and service for medical endoscopic equipment across multiple VA facilities in VISN 15, including locations in Kansas City, Columbia, Topeka, Leavenworth, Wichita, and St. Louis. Required equipment includes gastrointestinal scopes, flexible and rigid endoscopes for ENT and urology applications, video processors, light sources, camera heads, ultrasonic processors, and ancillary equipment such as cables, monitors, and recording devices. Key requirements include compatibility with ProVation MD for GI and pulmonary services and the ability to transfer images to VistA or future electronic medical records. The VA clarified that ancillary equipment necessary for full system operability should be included in quotes, that single-vendor solutions utilizing teaming arrangements are acceptable, and that service and maintenance shall cover scopes, electronics, camera heads, and telescopes. The amendment also removed certain single-use items (biopsy forceps, guidewires) from the requirements to expand competition and refined specifications for various scope types based on clinical feedback.

RESPONSE TO QUESTIONS II:

1. In the schedule for each facility, all items are listed with a financing request by year, along with a single line item for service and maintenance. Could you please confirm whether you are requesting one lump-sum amount per year for service and maintenance for each facility?

No, as stated in Section B.1, all items are to be billed monthly in arrears.

2. Is there potential for multiple awards under this RFP?

At, this time the VA does not anticipate making multiple awards under this RFP.

3. Is this RFP for the procurement of the listed equipment or is the VISN looking to enter into a BPA or IDIQ agreement?

As stated on SF1449, this will result in a 4 Year Ordering ID/IQ contract.

4. Will the VA consider issuing a revised solicitation to address the bundling of GI, Respiratory, interface converters and single use endoscopic guidewires, only available from one source, with the multiple other products available from multiple sources at competitive prices which otherwise significantly limits competition?

At this time, the VA does not anticipate issuing a revised solicitation. The current configuration of requirements was developed based on the Government’s assessed needs and clinical considerations, including the necessity of obtaining a fully integrated and interoperable solution. While we recognize that some items may be available from multiple sources, separating the requirement would introduce operational and compatibility risks that could impact patient care and overall program performance.

5. The RFP states that a single vendor must have all scopes listed in the statement of work to support VISN 15. Is it acceptable for contractors to offer a one-vendor solution utilizing a teaming agreement, contractor teaming arrangement, or reseller agreement under which the products of two OEMs will be provided?

It will be acceptable for a one-vendor solution utilizing multiple vendors to provide the equipment and services necessary.

6. Please explain how the VA intends to evaluate proposals of offerors that are the subject of current FDA shipment holds for the latest technology.

The VA will evaluate all proposals in accordance with the solicitation and the established evaluation criteria. The presence of an FDA shipment hold will not automatically preclude an offeror from being evaluated. Each proposal will be evaluated fairly and the extent to which they meet the needs of the Government.

7. Will the solicitation requirements be amended to reflect clinical feedback received at the Industry Day?

If the solicitation requires an amendment due to clinical feedback, one will be provided and all interested parties will be notified of such amendment.

8. The POP in the SOW says 4/1/26 which obviously isn't feasible. The existing GI & Surgical leases are extended through September, so do you want the vendors to use 10/1/26 as the POP date instead? The POP date matters because the term of the lease will dictate the monthly payments by station. For example, if the POP date is 6 months and 3 Option Years (42 months) the monthly payment will be more than if it was 12 months and 3 Option Years (48 months). The total amount doesn't change, but the monthly payment does based on how many months on the contract. A car loan would operate the same way based on how many months you are finalizing the cost of the vehicle.

The Period of Performance for this new contract will start on 09/01/2026 to 08/31/2030.

The schedule has been adjusted in Section B.3.

9. In efforts to support the SDVOSB community, can the Veterans Preference Factor (per 852.215-70) with a 10% price credit evaluation factor be considered? Below is an excerpt used in other lease/ service requirements across the Nation.

VAAR clause was included in the solicitation; however, the VAAR clause does not include language granting a price credit or adjusting proposal prices for evaluation purposes.

10. How do you want the vendors to handle individual products that have ancillary equipment that is necessary to complete the system like cables, licenses, lamps, keys etc. or the product doesn't function properly? For example, each nCare Recording Device that connects to the VaultStream Server needs additional line items to transfer data from the old system to the new 4K recording device. Do you want us to add these in our quote by writing in what else is needed? This example is for St. Louis & Columbia, but is necessary for all the stations who have new Recording Devices.

For any ancillary equipment that is required for the equipment please include in your quote the schedule will be updated to reflect the required items upon award. You may add additional items as required to ensure the equipment will be fully operational.

11. Does the VA understand that the 1-year manufactured warranty does not cover some repairs outside manufacturer defect? Will the VA be willing to pay for those repairs outside the warranty in year 1?

The base contract will now include the service agreement.

12. Will the VA consider amending the solicitation requirements to include scopes with these characteristics because they meet the VA’s clinical need? Yes, if changes are made those changes will be made in SOR.

13. Is the interface with ProVation a solicitation requirement only for GI and Pulmonary? ProVation is not used in ENT or Urology services and there is a recording device listed in the schedule of requirements. ProVation is an image capture, documentation and billing system with a large footprint that is not conducive in the clinical environment.

As stated in the SOW, ProVation MD is standardized across VISN 15 as the procedure documentation software for Gastroenterology scopes. The interface with ProVation is a solicitation requirement for GI and Pulmonary (endoscopy) services. Endoscopy currently utilizes ProVation as the primary image capture, documentation and reporting system within the VA. Therefore, compatibility and integration with ProVation are required for endoscopy workflow. This requirement does not apply to ENT or Urology services, which utilize separate recording solutions.

14. Is it acceptable to offer an image capture solution that can import HL-7 data to populate worklists and export study to Vista or Genesis?

Your image capture must be compatible with ProVation, as stated in the SOW. If ProVation MD is not used, Offeror must supply compatible technology for replacement technology. Wichita VAMC currently uses both ProVation MD and Stryker OR Hub.

15. Does the solicitation require an image capture device capable of being networked to save images digitally to current and future electronic medical record pertain to Vista and Genesis?

Yes, please provide how the images can be transferred to VistA or the future electronic medical record.

16. Regarding the requirement that ENT scopes have the capabilities to show vascular structure using high performance filtering, this is typically a feature provided in the camera system software. Does a camera system that provides this feature and is compatible with all scopes meet this requirement?

Yes, as long as it delivers high performance filtering in accordance with the SOW.

17. Please provide an explanation regarding how the following equipment—flushing pump, roll stand, cables, cords processor, generator with footswitch, carts, trolley, various accessories for the carts or trolley, connectors, lamps, footswitch, keyboards, printers, forceps, graspers, travel cart, video screen for travel cart, electrosurgical unit, CO2 regulation unit, laser system, printer, electrosurgical generator, and other items that may be needed for operation of the scopes and system—is determined to be compatible with a high performance video filter.

This has been revised for clarity.

18. Will the VA consider amending the solicitation to more narrowly state which equipment is required to be compatible with a high-performance video filter?

This has been revised for clarity.

19. The requirement for ability to connect to HDMI, HD SDI, SDI, DVI, VGA and RCA are concerning since they do not allow for display of 4K. Are other video signal connectors acceptable if they can connect to ProVation?

Yes, any HD signal connectors are acceptable as long as they can connect to ProVation.

20. Please explain whether a Flexible Rhino-Laryngo scope with the following capabilities meets the clinical requirements of the agency: bending of 140° in both directions; field of view 85°; and high performance video filtering through our camera system. Will the VA consider amending the solicitation requirements to include scopes with these characteristics because they meet the VA’s clinical need?

This salient characteristic has been amended in the SOW.

21. Regarding Rigid Laryno Digital scopes, please explain the requirement to have “various directions of views and lengths.” Does this require a single rigid scope to have various directions of views and lengths? Rigid scopes come in a specific length and angle of view.

This salient characteristic has been amended in the SOW.

22. Please confirm the clinical need for the required characteristics for Rigid Laryno Digital scopes. Based on our market research, there is no approved procedure for the use of ICG in the ENT setting. Further, we are not aware of a 70° rigid laryno scope currently on the market that is ICG capable This salient characteristic has been amended in the SOW.

23. Please explain whether a Cysto-Nephro Flexible Digital scope with the following capabilities meets the VA’s clinical requirements: max angulation down to 140° and up to 210°; working length of 37 cm; channel width of 2.4mm; field view of 100°; high performance video filtering available through camera system; and wide field view. Will the VA consider amending the solicitation requirements to include scopes with these characteristics because they meet the VA’s clinical need?

Yes, please see updated SOW.

24. Please explain whether a Ureteroscope Flexible Digital scope with the following capabilities meets the VA’s clinical requirements: max angulation down 270° and up 270°; working length of 675mm; channel width no more than 3.6fr; field of view 90°; high performance video filtering available through camera system; and wide field view. Will the VA consider amending the solicitation requirements to include scopes with these characteristics if they meet the VA’s clinical need?

Yes, the salient characteristics on the SOW has those parameters listed already.

25. Please explain whether a Video Processor Light Source and Video Processor with Strobe Source systems with the following capabilities meets the VA’s clinical requirements:

· Offers multiple types of rigid and flexible endoscopes

· Ability to have both rigid and flexible scopes in system and swap image when clinically required.

· Ability to strobe using both rigid and digital flexible scopes

Please provide this information with your proposal and how it meets or exceeds the requirements stated in the SOW.

26. Which medical specialty requires biopsy forceps with minimum 12° rigid optical?

These have been removed from the SOW.

27. Which medical specialty requires endoscopic guidewires? GI & ENT Does this solicitation include single use items? Will the VA consider removing guidewires and other single use items only offered by one vendor since this is a capital equipment RFP and limits competition.

These items have been removed for the SOW.

28. Can you clarify the requirement for printers to be able to upload video and photos to medical record? The image capture systems that utilize printers themselves provide this functionality. Is that acceptable?

The requirement is not simply the ability to print or locally store images, but the ability to integrate captured images and video into the patient’s medical record via HL-7 compatible system (ProVation). Systems relying solely on printer-based capture without this integration would not be considered acceptable for our clinical workflow. However, if your system can meet these specifications, please state in your proposal how your equipment meets the required salient characteristics.

29. Please explain the intended use and clinical need for a LCD Monitor Arm able to support at minimum 31-inch monitors. If not clinically necessary, would the VA consider modifying the requirement?
