About this file
This is an Amendment to Solicitation (Standard Form 30) for a medical equipment leasing and services contract issued by the Department of Veterans Affairs Veterans Integrated Service Network 15 (VISN 15) Network Contracting Office in Leavenworth, Kansas. Amendment 0003, effective February 25, 2026, provides responses to 31 contractor questions and updates the original RFP requirements with changes noted in red font across the Statement of Work, Schedule of Requirements, and Price Schedule.
The contract encompasses leasing of endoscopic equipment (gastroscopes, colonoscopes, bronchoscopes, ureteroscopes, and related devices) along with ancillary equipment including video processors, light sources, monitors, recording devices, carts, and VaultStream servers for multiple VAMC locations within VISN 15, including Kansas City, Columbia, Topeka, Leavenworth, Marion, St. Louis, and Wichita. Key clarifications from the Q&A include: the contract will be an Open Market Indefinite Delivery/Indefinite Quantity (ID/IQ) rather than FSS; all devices must represent the latest technology available on the market; no service/repair is included in Year 1 due to manufacturer's one-year warranty coverage; existing owned equipment will be upgraded for compatibility with new scopes; and specific equipment configurations vary by facility and department (GI, ENT, Pulmonary, Urology, and Respiratory). The amendment confirms this is a recompete following previous awards numbered 36C25521P0672 and 36C25521D0052. Contractors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or submit acknowledgment with their offer.
