1. Please provide information/pictures of the inside of the existing switchboards, distribution panels, and ATS in building 51? We’ll need to know how the existing power is run to each unit.

The wires enter the MSB-51A, from the bottom and through the floor, in the north cabinet. On the plans, in room BA100, wires travel between MSB-51A, through the concrete block wall, and into MDP-51A, near the tops of the cabinets.

On the plans, in room BA101, wires from the MDP-51A, on the top right, travel through a duct-style chase (wireway), entering ATS-51A on the top left of the cabinet. (This ATS-51A cabinet is getting moved to room BA100.) Room BA 102, directly to the east of Room BA101, has conduit emerging through the concrete block wall, near the ceiling. That conduit looks to be coming from room BA101.

2. Factor 1 “Experience of Prime Contractor” requires previous relevant projects to have a minimum value of $500,000.00. Can the minimum value be adjusted?

Factor 1 is amended to read-

Factor 1: Experience of the Prime Contractor.

To be technically acceptable, submit a minimum of two (2), and a maximum of three (3), construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. For the purposes of this evaluation, a relevant project is further defined as “removal and replacement of electrical equipment inside mechanical rooms, completed within a functioning hospital, office building, school, or any other building.” Project(s) should have a minimum value of $100,000.00 and be 100% complete. Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and will not be considered.

A project is defined as a construction project performed under a single task order or contract.

For multiple award and indefinite delivery/indefinite quantity type contracts, the contract, as a whole, shall not be submitted as a project; Offerors shall submit the work performed under a task order as a project.

Offeror’s submission shall include, at a minimum:

· Provide the Project Title and Description, Project Location (Physical Address); Contract Type (Example: Design Build, Design Bid Build).

· Provide the project owner name and telephone number of the owner’s contact person.

· Provide a description of the scope of work, to include the work performed as the prime contractor.

· Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual. If original vs actual completion dates and project cost differ, please explanation as to why they differ.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

(Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet the specific requirements of Factor 1 “Experience of the Prime Contractor” in order for the teaming arrangement to be deemed acceptable. Subcontractor experience will not be considered.)
