About this file
This document is an Agency Specific Requirements (ASR) for the Madison County VA Clinic, dated December 9, 2025. The comprehensive document outlines detailed specifications for a new Veterans Affairs Community Based Outpatient Clinic (CBOC) in Edwardsville, Illinois. The project requires a 17,000-18,750 square foot facility within a defined geographic area bounded by Highway 140, I-270/70, I-255, and IL Route 4, with specific technical requirements covering site design, architectural standards, mechanical and electrical systems, telecommunications infrastructure, and operational services.
Key requirements include comprehensive design standards following VA healthcare facility guidelines, detailed specifications for building systems (HVAC, plumbing, electrical), telecommunications infrastructure with specific cabling and networking requirements, and extensive lessor-provided services. The lessor will be responsible for facility maintenance, utilities, janitorial services, snow removal, pest control, and meeting strict cleaning and operational standards. The facility will include specialized spaces like examination rooms, waiting areas, telecommunications rooms, and must comply with VA security, accessibility, and healthcare facility design standards. The document provides exhaustive technical guidance for designing, constructing, and maintaining a modern VA outpatient clinic.
