589A6-22-402 Cooling Tower Replacement
110. Is this project tax-exempt?
Response: Yes.
111. Please provide the location of the 6 control valves being replaced. (Chiller, cooling tower, piping leading to the cooling tower, etc.)
Response: The 6 valves in the scope of work are at the inlet to both sides of the 3 cooling towers distribution basin. These valves should be manual flow control valves provided by cooling tower manufacturer. There are 3 new 10-inch diameter butterfly valves horizontally located before entering the towers underneath. These valves need to be connected to METASYS.
112. Please provide the sequencing for the pumps, chillers, cooling towers, filter, etc.
Response: Johnson Controls METASYS is our current Building Automation System. They have the current sequence of operations.
113. Will there be any temp sensors on the supply or return side? What will they read, outdoor temp and humidity?
Response: Temperature and flow sensors are existing to remain.
114. What are the specifications for the control valves? (GPM, size, gate, butterfly, etc.)
115. What do you want to be monitored in the valves?
Response: Percentage of open or closed.
116. Will the new pumps connect to a VFD, have ECM motors, or something else to control the speed?
Response: VFD Starters.
117. Is the VFD existing or will it need to be replaced?
Response: All VFD’s are to be replaced.
118. What control do you want on the speed/pumps? (enable, speed, motor running, any alarms, etc.)
Response: All VFD controls should include physical inputs of start/stop, 1-10v speed control, status and BACnet network parameters
119. Will the side stream sand filter be connected to the controls? If so, we will need the sequence, sizes, specs, components, etc.
Revisions to Previous Questions
Response: The basin sweeper is a stand-alone system. METASYS should only monitor on/off.
120. Will differential pressures be needed across the pumps, chillers, sand filters, supply, etc.?
Response: The sand filter differential pressure is managed by the basin sweeper controller. All other controls will be identical to current METASYS controls.
121. Will the cooling towers need a water level alarm, monitor and/or enable?
Response: All controls will be identical to current METASYS controls.
122. Since this is tying into the existing JCI Metasys system is this considered the basis of design?
Response: Yes
123. Do you intend to utilize sweeper piping in the remote sump vs. in the tower?
Response: Yes.
124. Specification 23 65 00.2.1.I - are equalizer flumes between the two adjacent cells and is there a requirement to pipe an equalizer line to the third? They are all independent now, we believe.
Response: No equalizer lines required.
124. Should the return line to the towers be increased back to 24'' aft er the three-way valve for volume like it currently is?
Response: No.
125. Should the bypass line be increased back to 24'' aft er the three-way valve like it is currently and if not are we to assume we will need to infill the existing hole in the sump for the smaller pipe?
Response: The existing pipe has a metal skirt, your new 16” needs a skirt around as well.
126. Please provide all design criteria for the filtration system including pump design, piping arrangement, connection points to the tower system, motor HP, definition for "High Rate" sand filter and controls.
Response: Basin sweeper will be independent of tower system. Basis of Design was Tower-Flo Model TFB-66. Possible pipe routing is shown on sheet 002. Final routing should follow manufacturer guidelines. See attachment 5 for updated plans.
127. Please provide complete design information on for sump piping plan sheet AE011. To include pipe sizing, connection points, material type in sump and full intent of the arrangement shown. Intent is unclear.
Response: The sump pump piping is existing to remain. Sump piping detail is for the basin sweeper system and shown for possible routing. Basin sweeper piping should follow manufacturer guidelines. See attachment 5 for updated plans.
Revisions to Previous Questions
128. Please indicate on the drawings exactly where the demo/connection points are for both the Supply and return exterior piping.
Response: See attachment 5 for updated plans.
129. Specification 23 65 00.2.5 states factory to furnish new control panel for new towers complete with 3R enclosures, VFDs, Control devices, etc. Please confirm.
Response: Confirmed.
130. Please confirm Basin Heaters are not required, as we were unable to identify anything in the volume #2 specifications.
Response: Confirmed.
131. Please confirm that no heat tracing or insulation is required on exterior piping for year-round operations supporting the EHRM units.
Response: Confirmed.
132. Please confirm the intent is to reuse the existing pump VFDs located in the existing MCC electrical room.
Response: All VFD’s are to be replaced.
133. Is any new lightning protection required on the cooling towers?
Response: Yes.
134. Please confirm we are reusing the existing power conductors from the MCC to the towers and pumps.
Response: All power cables should be replaced.
135. What power will be available for temporary cooling?
Response: Power for temporary cooling will need to come from the transformer. Contractor will need to provide disconnect.
136. Will the VA's chiller plant personnel be monitoring the temporary cooling equipment in the event of a failure or is that the contractor’s responsibility?
Response: It is the contractor responsibility.
137. Please confirm that all stainless hardware is required on piping systems as specified.
Response: Confirmed.
Revisions to Previous Questions
138. Is the contractor supposed to carry the cost for passivation on if the galvanize construction on is chosen, or will the water treatment contractor the VA is contracted with be doing through the VA?
Response: The contractor is solely responsible for passivation costs.
Revisions to Previous questions.
139. Revision of question 28.
We assume the VA conducted a physical inspection of the existing low voltage conductors, control wiring, etc., and perhaps concluded that none of the existing should be reused? Please confirm that all wiring associated with the towers, pumps, controls etc. is to be replaced.
Response: All power cables should be replaced.
140. Revision of question 29.
If any conductors are to remain, are we to have the existing conductors meggered to ensure insulation integrity? And if post award testing resulted in issues how will the VA handle them?
Response: All power cables should be replaced.
141. Revision of question 41
142. Revision of question 42
Please provide complete design information for sump piping plan sheet AE011. To include pipe sizing, connection points, material type in sump and full intent of the arrangement shown. Intent is unclear.

143 Revision of question 53
Is the contractor supposed to carry the cost for passivation if the galvanize construction is chosen or with the water treatment contractor the VA is contracted with be doing through the VA?
Response: The contractor is responsible for passivation costs.
144. Revision of question 54
The mechanical subs are looking for piping design for the pump ping & sand filter. Can the VA provide what the design is for this piping?
Response: Basin sweeper will be independent of tower system. Basis of Design was Tower-Flo Model TFB-66. Possible pipe routing is shown on sheet 002. Final routing should follow manufacturer guidelines. See attachment 5 for updated plans.
