Solicitation No. 36C225524R0070 589A6-22-402 Cooling Tower Replacement
1. Based on the limited bid plans provided for this project, it appears this project may have been out for bid a few times prior to this solicitation being released.
Q: Are there ANY additional design details that may have been previously provided that possibly could be provided now.
Response: No.
2. Reference CLIN 0003 ALTERNATE 2 (Deduct Alternate 2)
The CLIN description includes a “metal roof structure”. There are no roof structure details shown on the drawings.
Q: Is the awardee required to design (signed & sealed drawings) and install the new structure based on only the details provided for the concrete pad and the written description within Section 01 00?
Response: No. See Attachment 2 for basis of design for the metal roof structure.
3. Reference Specification 01 00 00, paragraph 1.3 A - Performance Statement of Bid Items.
This paragraph seems to imply that the Bidding Contractor is to provide the make, model, and material of the towers and pumps with their bid.
Q: Is this information required to be provided with Contractor’s bids?
Response: Yes.
4. It was mentioned during the site visit that it may be the Contractor’s option to provide a piping system to the new cooling towers as top fed and if so, the Contractor would have to provide a complete structural design for the support system. While this comment seems reasonable, no structural design was provided with the bid documents.
Q: Is the VA providing the Bidding Contractors with the new structural design for the Cooling Towers or is each Contractor required to provide their own design?
Response: The existing supporting structure is to remain and has been determined to be adequate for the pipe routing shown on sheet AE011. Any approved deviations to the design will be up to the contractor to ensure structural stability.
5. Reference Specifications 23 65 00, para 3.2 Water Treatment System Installation AND paragraph 3.4 H
This paragraph, in part, states that “…water treatment system review, design, installation and operation shall be maintained current”. This paragraph also states to refer to the Kurita chemical analysis reports… Also, in para 3.4 it references the Kurita chemical analysis reports.
Q1: Will the VA provide the Contractors with the Kurita chemical analysis reports prior to bid?
Response: Yes. See Attachment 4
Q2: Is the VA going to provide the design of the chemical treatment system or is the Contractor to provide the Design?
Response: VA EKHCS will provide chemical treatment expert advice.
Solicitation No. 36C225524R0070 589A6-22-402 Cooling Tower Replacement
Q3: Is the Contractor required to provide water treatment after receiving project acceptance from the VA (i.e., is there any on-going chemical treatment services required by the Bidding Contractor)?
Response: No. After VA Acceptance there will be no more intervention from the GC.
Q4: Can the VA provide the facilities Cooling Tower Policy as it pertains to water treatment?
Response: Yes. See Attachment 4
6. Does the existing chiller plant have ANY type of Chiller Plant Optimization sequences (i.e., Open Blue, CPO-10, CPO-30) CURRENTLY installed that may need to be installed after the towers and pumps have been replaced?
Response: No.
7. Can as-built drawings for the existing chiller plant be provided prior to bid?
Response: Yes. See Attachment 1
8. Will the existing cooling tower concrete sumps and/or basins require ANY concrete repairs?
9. Will the existing cooling tower concrete sumps and/or basins require ANY concrete resealing?
Response: No resealing is foreseen.
10. Can the latest Civil site utility As-built drawings be provided prior to bid?
Response: Yes. See Attachment 1

Q1: Is there ANY asbestos abatement required for this project?
Q2: If there is asbestos abatement required, can the VA provide the specific locations, quantities, or an ACM survey report so that the Contractors can have this potential scope covered within their bids?
Response: VA Leavenworth does not believe there is any asbestos or lead paint of concern. The General Contractor is solely responsible for identifying asbestos or lead paint within the scope of this project and immediately notify the COR.
