Surveillance System Pre-Bid Answers
• Part I, point 5 (page 9) states “Provide detailed design drawings for the desired SSTV system signed and sealed by a licensed security specialist/engineer.” Can you provide what certification is needed to meet the requirement of licensed security specialist/engineer? NICET Video Security System Design, or equivalent.
• Part I, point 20 (page 11) for the existing hardware called out to be moved over to the VA network will the VA provide switches for all hardware in the same locations as the existing connections are made? When a camera or access control panel is moved to the VA network, does that cabling need to be replaced to meet Cat6A requirements? VA will provide POE switches in existing data closets. New contractor provided hardware may be required pending design approval (i.e., parking lot canopies, 5/5A/5B). All security cabling must be purple/violet Cat6A. All existing SSTV cabling is purple Cat6A.
• Part 1, point 21 (page 11) Calls for nineteen new C-Cure Panels in attachment 3, there are only fourteen panels accounted for in this document. What size do the other five panels need to be? Sixteen (16) new CCURE panels will be required. Attachment 3 has been revised to show the correct amount.
• Part 1, Item 22 in the SOW states that 140 new proximity readers be installed. Are these new card readers for entirely new access-controlled doors or replacement of existing card readers in the building? Is there a spec or brand preference (HID or Identiv)? Are these to be card only or card/pin? Project will involve replacing 112 existing and installing 3 new card readers. SOW has been revised accordingly. Identiv readers are preferred. New readers must be dual authentication capable as required by PSRDM.
• Part II, point 3 (page 11) states “Video images with audio to enable central monitoring…” Are all cameras expected to have audio? If so, does the audio need to be recorded and what is the retention period? Audio requirement has been removed from SOW. If new hardware has audio capabilities, it must not be active.
• Part II, point 14 (page 13) states” The contractor shall hire a third-party commissioning agent certified by the OEM to conduct a thorough analysis, verification, and testing of all components installed under this contract to ensure proper operation and function. The commissioning agent shall provide the RJDVAMC a detailed Commissioning Report.” Due to there being a 36-month comprehensive warranty being provided after the completion of this project is this necessary? SOW has been revised to eliminate the third-party requirement, but the commissioning agent shall still be OEM certified. 36-month warranty is required, and any warranty work performed, shall be completed by OEM certified personnel.
• Part IV (page 14) For the 36 month comprehensive warranty, will the winner of this contract be expected to include existing materials including but not limited to door hardware, cabling, cameras, workstations, servers, NVRs, and etc.,? If so can you provide the existing hardware to be covered? Existing equipment warranty will be specific to only programming performed as part of this SOW. All new hardware and programming will be required to be comprehensively warrantied.
• In the SOW under Supplemental Instructions, Item 1 lists “ Install 22 new exterior cameras. Refer to map for locations.” The attached maps do not show any camera locations. Please advise/clarify. A map showing the referenced locations has been added.
• In the SOW under Supplemental Instruction, Item 2 lists “ Install 12 new interior cameras (Bldgs. 1, 26, 29, 59, & 60)” What are the locations of these cameras and what are the required Types/Functionality of them (as it pertains the Type/Functionality Legend in the SOW)? The cameras (and their required functionalities) are listed as #6 through 17 under the “New Interior Med Room Cameras” section.
• In the SOW under Supplemental Instruction, Item 10, (page 15) lists ” Add/Install 4 monitors and set up viewing zones and rotations (N. exterior, S exterior, W. interior & E. interior” Are these all in the same location or different locations. Where are the location(s) for these? What size monitors? There are no special requirements to meet VA compliance. The four monitors will accompany an existing monitor above Police dispatch console. These monitors shall be 40”. The monitors will be programmed to view cameras accordingly.
• E.3, (page 57, para. (c)) States, “Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM”. Prime and Subcontractor relationships are formally established with the use of Teaming Agreements and follow-on Subcontractor Agreements specifically for the purpose of developing a team capable of providing and meeting all contract requirements. All necessary OEM authorizations and certifications can be furnished and delivered through these teaming relationships. For clarity, does the term “Vendor” represent the Prime/Subcontractor relationship, under formal teaming and subcontractor agreements, collectively having all the required and necessary OEM letters, authorizations, and certifications? Yes, Vendor refers to the
Prime/Subcontractor relationship. Timely responsiveness must be maintained by the OEM authorized party throughout the project and warranty period without exception.
• Will the gov’t provide us with storage space to store material and other equipment on site? The VA cannot guarantee onsite storage space but will attempt to provide space as conditions allow.
• BLDG 5/5A/5B Interior Cameras, Substance Abuse BLDG 59 BLDG 6, BLDG 4, and Exterior Trailer are there any requirements for analytics or facial recognition? Yes, the legend includes requirements for all cameras.
• For the Exterior Trailer Mounted Solar Powered Cameras what are the requirements for the cameras? Cameras must be compatible with existing surveillance system to include (if needed) facial recognition and AI analytics.
• What is the minimum resolution for cameras and the expected resolution and frame rate needed for recorded video? Interior resolution must be a minimum of 2 megapixel and exterior shall be no less than 4 megapixels.
• Is the intent to tie all new security devices to the VA primary network OR the isolated VA security network?
The primary function of this contract is to consolidate all security hardware and functions onto the VA network and not an isolated network. The system will be isolated within the VA primary network on it’s own LAN.
• The RFQ states that the VA will provide the LAN. Does this include the PoE network switches? If not, what are the requirements/specs for the network switches? Yes, POE network switches will be provided at existing data closet locations. New contractor provided hardware may be required pending design approval (i.e., parking lot canopy, 5/5A/5B).
• Are the surveillance trailers to be connected to the main VA NVR, have their own NVR, or cloud connected only? Are the cameras and software for these trailers to be Victor VideoEdge? Main VA NVR and must be compatible with existing VA video system (Victor VideoEdge).
• Will AutoCAD files be provided to contractor of all buildings for use for security shop drawings? Or, will the security drawings need to be produced with the PDF files of each building included in Attachment 1?
AutoCAD files will not be provided.
• For all the interior camera upgrades and additions listed in the Supplemental Section of the SOW; does the pricing for all of these items need to be shown under Item 0005 or 0006 of the Price/Cost Schedule The items listed in the Summary Section were accounted for in Part I of the SOW. Pricing should be included in the relevant item numbers (0001 – 0009).
• Can Wichita VAMC provide a list of supporting incumbent contractors for the currently installed SSTV system and associated OEM equipment? Convergint and Janus have had previous installation contracts with the Wichita VAMC.
Station Generated Questions
• What backup battery, backup UPS is required for security panels? All security panels and power supplies are required to have backup batteries internally.
• Are there any requirements for exposed conduits? Exposed conduits (exterior) shall match existing exterior color.
• Will the locations of existing data closets be made available? All closets are within 300 feet of the anticipated cameras/panel locations.
