1. 11 73 00 – 04 states: “Lifting capacity: 1,000 lbs. (500 kg) for bariatric lifts” What is the lifting capacity for Non‐Bariatric Lifts?
Response: Lifting capacity: 1,000 lbs. (500 kg) for bariatric lifts” What is the lifting capacity for Non‐ Bariatric Lifts? According to the manufacturer, lifts are available in a range of lifting capacities from 385 lbs. to 1,100 lbs. Non‐bariatric lifts are those with a lift capacity less than 825 lbs.
2. Basis of Design or Preferred Manufacturer for 11.73.00?
Response: The preferred manufacturer is Guldmann.
3. Are built in Scales desired in the 11 73 00 lifts?
Response: The current lift is rated at 750 pounds and has a scale. The load rating is adequate for our needs. The lift in the autopsy room needs a scale so, if the existing one is moved, no new scale is required. It might make more sense for phasing to specify a scale and put the new one with the new scale in the new autopsy room so that the switch over from old to new is easier. Then there is no rush and the existing lift can be taken down and re‐installed in the new cooler.
4. Sheet PL2.04 is missing.
Response: Drawing PL2.04 will be added.
5. Each area is to be broken down into 3 phases, will both projects co‐inside together with timing and schedule with the phasing?
Response: The phasing was listed by each area, but needs to be coordinated with all work in the contract. For example, HVAC crosses into both spaces and the corridor is common to both areas. Both areas can be worked together if that is how you decided your schedule of work and approved by the
COR.
6. During the walk through we saw where the 9x9 tile was located which I'm sure it all comes out but I'm assuming all the fittings are located in the kitchen area?
Response: The asbestos environmental report is an attachment to specification section 02 82 11 Traditional Asbestos Abatement.
7. With the phasing in the kitchen area how is the depressed flooring that comes out going to work out?
Response: Please review Architectural and Structural drawings.
8. Will the sprinkler contractor be responsible for removal of the line in the Kitchen or will that be on the Demo contractor?
Response: Means and Method of the Contractor to whom they have do the work in accordance with contract requirements and building codes.
9. I know that the VA usually recycles most of the metal that comes out of demo jobs, with the coolers being stainless steel. Does the demo contractor have the rights to it?
Response: The VA has first rights to salvage per specifications and drawings. If the VA doesn’t want material, then Contractor is required to remove from site.
10. When we submit our bid do we need to have it broke out in the phasing or just one lump sum?
Response: Please follow instructions in announcement as to submission of bid.
11. During the site visit, there was existing med gas observed overhead in D031 (see pic 1). Please advise if this is to be demolished and to what extent.
Response: All connection will be removed and capped back at the main line.
12. Existing water connections were observed in D028 (see pic 2). Please advise if this is to be demolished.
Response: All connection will be removed and capped back at the main line.
13. Existing lab gas turrets were observed in D031 (see pic 3 & 4). Please advise if these are to be demolished and to what extent.
Response: All connection will be removed and capped back at the main line.
14. Numerous more faucets/etc. were observed in D031 than shown on drawings (see pic 3 & 4). Please advise on demolition and to what extent.
Response: All connection will be removed and capped back at the main line.
15. Numerous sink drains were observed in D031 and not shown on drawings (see pic 3 & 4). Please advise on demolition and to what extent.
Response: All connection will be removed and capped back at the main line.
16. The specifications list PVC for the sanitary piping. Drawing PL1.01 notes to install high‐temp CPVC.
Is this needed? If so, please provide specification.
Response: CPVC is needed yes for its higher temperature and chemical resistance. It will be added to the specification.
17. There is no sanitary vent piping shown for the new fixtures/drains in D027, D029, or D030 on drawing PL1.02. Please advise if this is acceptable, or with updated drawings showing venting.
Response: The new drains are being connected to the existing drain lines so no new vent line is needed.
18. Drawing PL1.01, note #3. Is this Floor Drain for P‐707 to be the same as the other FD’s shown on the drawing? Are all of them to be FD‐C’s per the specifications?
Response: Yes the floor drain is for P‐707 as the note states. All floor drains should be done per the VA specification.
19. Fixture P‐710 is not listed in the specifications. Please advise if additional information is needed that is not in the schedule.
Response: Will be added to the specification
20. P‐707 Emergency Shower & Eye & Face Wash specifications state to provide an emergency alarm horn and light and tie alarm into BAS. Is this needed?
Response: No horn is needed it will be removed from the specification.
21. Drawing PL2.01 shows 1‐1/2” HW & CW up to serve D028, D029, and fixture P‐707. However the line sizing on drawing PL2.02 only shows ½” to all fixtures. Please advise with correct main sizing.
Response: Drawing PL2.02 updated to show main line size.
22. Domestic hot water piping insulation sizing on the drawings notes a minimum of ½” thick, however the specifications list 1.5” and 2” thick depending on the line size. Please clarify what is needed.
Response: Note on drawing is a general note and the VA specification should be followed if there is a difference.
23. Where is the existing morgue cooler equipment and is there room adjacent to it for equipment servicing the new morgue cooler?
Response: The morgue cooler equipment is located in room D017 and there is space adjacent to the existing equipment for installation of the new morgue cooler equipment while at the same time maintaining the existing morgue cooler equipment.
24. The life safety plan does not show the kitchen as a hazardous use with a fire wall surrounding it. Do the walls around the kitchen have to be fire rated?
Response: The walls around the Kitchen do not need to be fire rated. The Kitchen is considered an accessory occupancy that is ancillary to the main occupancy of the building. No separation is required between accessory occupancies and the main occupancy per paragraph 508.2.4 of the 2018 International Building Code.
25. The wall between the kitchen and the corridor is shown as a rated wall but the doors are not shown as rated. Are doors C009K, B001I, and B011A required to be rated and to what level? The same should be answered for door CBD5 in the morgue even though it has not been asked yet.
Response: Life Safety Plan F1/G1.03 indicates the wall between the Kitchen and the Corridor is a smoke partition, not a rated wall. Doors in smoke partitions are not required be rated. The same applies to Door DBD5.
26. Does the fire sprinkler system need to be maintained for the existing kitchen space that is not being used as part of the new kitchen? This likely will need to be adjusted after the new walls are installed.
Response: The sprinkler installation in the existing kitchen space that is being returned to the facility (not used in new kitchen) needs to remain code compliant during and after the project. We would like the sprinklers not in the new kitchen to be connected to sprinkler zone 2, the zone serving the area immediately north of the kitchen.
27. During the site visit, there was steam piping observed in B002 (see pics). Please advise if this is to be demolished and to what extent.
Response: Remove unused steam piping back to main.
28. Numerous additional faucets/eye washes/equipment/fixtures/etc. were observed in the kitchen and not shown on the drawings. Please advise on demolition and to what extent.
Response: Remove unused piping back to main.
29. Numerous sink drains/equipment drains/etc. were observed in the kitchen and not shown on drawings. Please advise on demolition and to what extent.
Response: Remove unused piping back to main.
30. The specifications do not allow for PVC sanitary piping in Kitchen areas. Drawing PL1.03 notes to install PVC for under 140 degrees and CPVC for above 140 degrees. Typically the VA requests cast iron piping in kitchens. Please clarify.
Response: PVC piping is acceptable to us as long as temperature constraints are not exceeded. There will likely be cases where PVC temperatures will be exceeded. In those cases drain piping should be appropriately rated for the expected temperatures.
31. There is no sanitary vent piping shown for the new fixtures/floor drains/equipment in the kitchen and surrounding areas on drawing PL1.04. Please advise if this is acceptable, or with updated drawings showing venting.
Response: The new drains are being connected to the existing drain lines so no new vent line is needed.
32. The cover sheet lists drawing PL2.04, but it is not included in the bid set. Please provide.
Response: Sheet PL2.04 will be added.
33. Drawing PD1.08 ‐ To be able to coordinate scopes of work with the Kitchen Equipment Contractor, more information is needed. Please provide additional details on what is being demolished for bidding purposes. The drawing only shows water piping and not the fixture/equipment/etc. it serves.
Response: All the fixture will be demolished as the entire kitchen is being remodeled the equipment will be either reused or new as per the QF drawings.
34. Please provide typical pipe connection details ‐ natural gas, indirect drains, appliances, specialty kitchen items, etc. for bidding purposes.
Response: All pipe connections are to be per the VA specification.
35. There are no plumbing fixtures shown on the plumbing drawings for the Kitchen area. Are all fixtures/equipment/appliances by the KEC?
Response: All plumbing is to be per the VA specification.
36. Additional information is requested on Bid Item #2 items for the plumbing scope of work. Please provide details and/or a drawing showing alternate work.
Response: Bid item #2 only changes how the equipment is provided ie. By Government or by Contractor. The installation is the responsibility of the contractor.
37. Please advise if the designated SSHO and Competent Person role can be fulfilled by the site superintendent?
Response: Competent Person is an OSHA term with an OSHA definition. The site safety officer and site superintendent may be the same person.
38. Will the SSHO be full time separate person?
Response: See the solicitation documents for Factor 3. No one individual may perform more than 2 of the key roles and the site superintendent and project manager may not be the same person.
39. Is the project taxable?
Response: See solicitation package.
40. In Factor 4 there is a reference to Attachment 5 – PPQ but it was not included with the solicitation.
Please advise if there will be an Attachment 5.
Response: Addendum 2 as discussed in pre‐bid meeting has the Attachment 5 – PPQ.
41. Will the cost of submittal exchange be provided by VA or GC?
Response: Submittal exchange to be provided by the project A/E.
42. Drawing AD1.01, area south of B001B has walls that are dashed for demo but the lines are drawn at a lighter line weight. Are these wall to be demoed?
Response: Yes, these walls are to be demoed.
43. Drawing AD1.01 room B001A has a plan note 9 for temp wall but it is not pointing to anything. Is there supposed to be a temp wall there?
Response: Delete the two #9 plan notes which don’t point to anything. A temp wall is not required at their location.
44. Drawing AE1.03 note 9, dock equipment to be removed and reinstalled. What specific piece of dock equipment gets remove and reinstalled?
Response: Dock leveler and dock door power and controls
45. Drawing QF1.00 detail 13, stainless steel cladding by others? Is this stainless cladding by the VA or
GC?
Response: General Contractor (GC).
46. Drawing AI7.02 finish schedule, what does floor finish VB‐1 stand for?
Response: VB stands for “vapor barrier”, which is to be under the walk‐ins, it should be installed at the location of the red lines in the drawings as shown on Detail 5/QF1.02.
47. Drawing AI7.02 finish schedule, what does floor finish ETR stand for?
Response: ETR stands for “Existing to remain”
48. Drawing QFD1.1, the equipment that is being reused, where do we store this equipment?
Response: Equipment will remain in service until the new area is ready and will then all be moved.
Food preparation and serving must remain in operation throughout.
49. Is there a Basis of Design (specific manufacturer) for the Mortuary Equipment and Walk‐In Coolers and Freezers? If so, do you have manufacturers specified part #’s?
Response: The basis of design manufacturer is Mopec for both the mortuary equipment and walk‐in coolers and freezers. Specific manufacturer’s parts were not selected.
50. On page AE1.06, the door schedule lists the door type for opening CBD5 as “87”. There doesn’t appear to be a door type “87” with the door types included on the sheet. Could you please clarify what the intended door type is for opening CBD5?
Response: The door type should be D1 instead of 87. The frame type, which is blank, should be F2. The head detail, which is blank, should be “SIM. D6/AE1.06”. It should be noted that while frame type F2 has a 4” head which is standard for CMU walls, due to floor slab conditions, the door frame opening height may be less than 7’‐4”. The actual opening height needs to be field verified.
51. In specification 11 40 00 2.B it says “The Work of this Contract shall be bid and performed under contract with the owner.” But, in the solicitation item number 0002 in the Price/Cost Schedule is a deduct alternate asking for us to “Delete work associated with providing new kitchen equipment listed as bid alternate on the equipment schedule.” Please clarify that the GC is to provide the Kitchen Equipment and we are to follow the equipment schedule on QF1.03 for the GF/CI and CF/CI for the Kitchen Equipment.
Response: The bid item number 0002 deduct is for the cost of the equipment only that is marked on QF1.03. The work associated with installing this equipment is the responsibility contractor. Also see question 36.
52. The drawings do not indicate how the new electrical panels are to be fed. Will a power distribution riser diagram be furnished for estimating purposes?
Response: The panels are being fed the same as the panel they are replacing. The only thing that is changing with the panel name is the location designation. No Riser diagram, the notes will be updated on the drawings for clarification.
53. On Sheet ED1.02, Flag Note #5, we are directed to provide temporary power to equipment that needs to remain in use. What equipment needs to remain and from where will the temporary power come?
Response: Initially all equipment will need to remain in use. The kitchen must remain in service throughout. After phase 1 is completed and equipment in the new area is permanently powered, those items relocated or replaced will no longer need temporary power. Temporary power should come from the new panels.
54. On Sheets EP6.01 and EP6.02 the new panel schedules indicate multiple circuits for items that re not within the project limits. What is to be done with these circuits? Will they require temporary power also?
Response: Equipment not in the project area but powered by panels in the project area will need to be permanently powered from the new panels before the old panels are de‐energized.
55. Many of the existing kitchen branch circuits are run within the concrete deck and cannot be intercepted and re‐fed. Is the intent to first run new temporary circuits to each piece of equipment, then to run new circuits from the new panels to each of the existing pieces of equipment?
Response: Existing equipment will need code compliant temporary service from the new power panels before the old power panels can be de‐energized. All new equipment and relocated equipment will be permanently served from the new panels. Once the piece of existing equipment is relocated to its new location or removed because it is no longer required, the temporary power to that piece of equipment must be removed back to the new panel.
56. Plansheet MH1.01 – There is no new hydronic piping shown to the new VAV’s. Please provide.
Response: New piping added to drawing.
57. The schedule on plansheet MH5.01 lists VAV’s 001 through 012. However there are VAV’s 011 and 012 in both the kitchen (plansheet MH1.03) and morgue (plansheet MH1.01). Please advise which is correct and the new schedule information for the other two VAV’s.
Response: VAV’s on sheet MH1.03 are correct VAV’s on sheet MH1.01 and list on MH5.01 will be updated.
58. Plansheet MH1.02 – There is a VAV located in Supervisors C009J with no tag number. Please advise.
Response: The VAV next to the tag C009J is an existing VAV and no tag is needed.
59. Plansheet MD1.04 ‐ Please provide more information on the kitchen cooler/freezer equipment and piping demolition and schedule of new work. The notes are vague and not able to be bid with the information given.
Response: As stated all the old equipment except for the equipment the owner wants to reuse. As for the piping the old piping is shown to be removed and new piping is to be installed.
60. Keynote 1 on MD1.01 mentions phasing the demo/reinstall/temporary ducts for the exhaust air ductwork from the kitchen and the morgue for the spaces to remain operational. The grease duct demo/reinstall in order for the kitchen to remain operable does not seem feasible in order to still operate and meet code on a daily basis. What is the VA’s preference/acceptance criteria for “temporary” grease duct and morgue exhaust duct? Would it be possible to close this kitchen and move its operations elsewhere for a short period of time until this work is completed?
Response: The kitchen grease duct has been put on a separate system. It is no longer put of E‐16 system.
So the 66”x24” duct is to be removed and a small duct is to be installed to continue to provide exhaust air to the kitchen.
60. MH1.02 – VAV010 shown in light line weight as existing, but is scheduled on MH5.01 to be new.
Please advise.
Response: VAV‐010 is an existing box, it will have ductwork re‐routed to change the suppling AHU.
61. VAV‐011 is shown on the plans twice. Once on MH1.01 and once on MH1.03. Please advise.
Response: VAV‐011 on MH1.01 will be changed.
62. Keynote 5 on sheet MH1.03 mentions a 32/14 supply duct, but I do not see a 32/14 duct in the area where keynote 5 is shown on the plan.
Response: Keynote 5 is in the wrong location. Will be moved to correct location and keynote will be updated.
63. Sheet MH5.01 – Grille schedule – Remark 1 – please advise to which locations require a fire damper at the ceiling. RCP sheets do not mention which ceilings are rated assemblies.
Response: Note refers to installing a fire damper if the Architectural plans call for one. At this time none of the duct is going through a fire barrier requiring a damper to be installed. If a damper if found during construction then it will need to be maintained if the duct remains and is not completely demoed.
64. Drawing PL2.04 and drawing QF1.01 contradict each other. There is a hand sink (mark 800) shown on QF1.01 at M7, but it is not shown on PL2.04. Please advise if this is needed, and also provide domestic water and sanitary drawings.
Response: Sink is needed. Drawings have been updated to provide domestic water and sanitary drain.
65. Drawings PD1.05, PD1.07, PL2.03, and PL3.01 show many bolded domestic water and gas lines that we assume to be existing as there are no notes or hatched marks associated with them. Please clarify what needs demolished/is existing/is new/etc.
Response: Drawings have been updated for clarification.
66. There is a specification section 221323 – Sanitary Waste Interceptors, but there doesn’t appear to be one shown. Please advise.
Response: This specification is included due to the main line piping connecting up to the existing Sanitary Waste Interceptor.
67. There is no gas line sizing shown on PL3.03. Please advise.
Response: Piping size added to drawing.
68. There is no overhead vent piping shown on drawing PL1.04. For fixtures that are not indirect drains such as hand sinks, mop sinks, bathroom fixtures, etc., they need to be vented. Please provide a drawing showing new vent piping and connection points.
Response: Drawings have been updated.
69. What type of door and frame is mk#CBD5? The door schedule shows the door type to be ‘78’ and does not show what type of frame to use.
The actual opening height required needs to be field verified.
70. On Page AD1.02, Key note ‘3’ states “Remove and Salvage for Reinstallation”. What specific Equipment does this refer to in the body storage?
Response: The two pieces of equipment noted by keynote #3 on AD1.02 are dissection tables. The tables’ new location is noted by keynote #7 on AE1.02.
71. What is the intent of the duct construction for the mixed exhaust duct where the dishwasher duct and general exhaust duct are tied together and connecting to the chase called out to be general exhaust duct per keynote 2 sheet MH1.01?
Response: The intent is to tie into EF‐16 duct as that is how the dishwasher is currently tied into the exhaust system.
