Kevin D. Knight Questions & Answers 2

657-19-127JB

1. Since most subcontractors are not known at the time of bid, will the contractors that do not submit resumes for subcontractors be ranked lower than those that do provide subcontractor resumes?

1. Can a contractor submit multiple subcontractor resumes for the same positions (e.g., three electricians) since the contractor may not be able to determine which subcontractor will be used at the time of bid document preparation?

1. In accordance with 13 C.F.R. § 125.8(e), please confirm that the government will accept the experience from either member of an SBA approved Joint Venture with a mentor-protégé agreement to meet the requirements of the solicitation?

1. BOH Areas (Storage, Mech, Elec, OIT, Jan): LVT-2 for floor is indicated in room finish schedule, but finish plans marks SCF-1, whereas hatch also resembles with SCF-1. Furthermore, location of SCF-1 is also marked as "BOH" in the material schedule. Please Verify.

· Provide SCF-1 for OIT 125, Elect 126, OIT 213, Elect 212, OIT G04,

· Provide LVT-2 for Jan 117, Mech 124, Mech 201, HAC 210,

· Provide LVT-1 for Storage 132,

a) Specs of transitions (TS-1, TS-2 & T S-3) do not match with room finish notes (note L & M).

a. Drawings are to control the transition strips.

b) CT-1 Tile Base estimated in Floor 01 Restrooms referring Room Finish & Typ. Elevations 3-8/02-AI-211 indicates CT-2 Base

a. Provide CT-1 for flooring and CT-2 for base in restrooms

d) Offices 218-222 indicates Not in Scope Area referring Key Plan. Room finish indicates finishes in these rooms.

a. There is not scope in rooms 218-222.

4) Plan page 02-GI-002 includes two notes under the heading Phasing General Notes, which are reproduced below:

1. Project shall be completed during night shifts, 5:00pm to 5:00am. Coordinate with COR. All work to be completed and open for public use at the end of each night’s work.

0. COR to confirm. But the intent is the building will be occupied during construction and the work should be conducted during regular working hours. Items of the work that must take place in occupied areas to coordinate the complete of the work are to coordinated with the COR for off hours work. Regular working hours should be considered 5:00 am to 5:00 pm.

1. Construction work behind temporary construction partitions shall be completed during night shifts, 5:00pm to 5:00am.

1. The Past experience requirements state that a relevant project is “replacement of boilers, completed within a functioning hospital or VA hospital setting” however the scope of work is not consistent with this requirement. Will the VA change the description of a relevant project to an “interior renovation at an active VA hospital”?

4. VA Cor to respond. Yes. See change to Factor 1 below.

1. The solicitation asks for resumes from the Project Manager, On-Site Superintendent, Quality Control Manager, Safety Officer, and subcontractors. Does the VA require a full time on site Quality control Manager and Safety Officer?

5. VA Cor to respond. Yes

1. Can the Superintendent be the Safety officer (competent person) and Quality Control manager (triple hatted)?

6. VA Cor to respond. Yes, as long as they meet the requirements for all positions. It is preferred though that the Safety Officer is not also responsible for production deadlines or meeting the daily/weekly schedule (Project Manager/On-Site Superintendent).

1. Since most subcontractors are not known at the time of bid, will the contractors that do not submit resumes for subcontractors be ranked lower than those that do provide subcontractor resumes?

7. VA Cor to respond. No. You are rated on the Prime Contractor information provided. See change to Factor 3 below.

1. Can a contractor submit multiple subcontractor resumes for the same positions (e.g., three electricians) since the contractor may not be able to determine which subcontractor will be used at the time of bid document preparation?

8. VA Cor to respond. No. You are rated on the Prime Contractor information provided. See change to Factor 3 below.

1. In accordance with 13 C.F.R. § 125.8(e), please confirm that the government will accept the experience from either member of an SBA approved Joint Venture with a mentor-protégé agreement to meet the requirements of the solicitation?

9. VA Cor to respond. Yes

11) After reviewing Addendum #2, I noticed Question #28 was not answered within the Hazardous Material Report provided. Also, mold was not stated in the original bid documents, yet a Fungal Investigation Report is provided with the Addendum #2 Hazardous Material Report (Question #2 below):

a. (Question #28) Specifications call out locations for lead base paint removal. However, the Addendum #2 Hazardous Material Report only provides information on Asbestos and Mold. There are no quantities listed for lead anywhere in the bid documents. – The lead specifications were prepared using the 2018 Asbestos and Lead-Reinspection at Building 2, by Riverfront Safety and Health, LC., dated May 31, 2019 provided to TTL by Guidon and VA. The quantities were not present in the provided report. The survey and sampling of asbestos was conducted to confirm the presence and quantity of asbestos materials but Lead paint quantities were not calculated as the provided report had inspected Building 2 from June 2018 through May 2019 and had inspected paint for presence of Lead in all areas.

b. Please provide quantities of LBP removal in each listed location?

i. • White Plaster Walls – 1st and 2nd floor

ii. • Grey Plaster Walls – Room 207, 208

iii. • White Drywall – Room 203, 210, 212E

iv. • White Wood Wall – Room 104, 109,111, 120, Lobby

v. • White Metal Door – Room 110

vi. • Green and Light Green Wall Tile – Room 117

12) Drawings/Specs do not state any removal of mold on this project. However, Addendum #2 provides an Asbestos Mold Survey (Fungal Investigation Report).

c. Will there be any mold removal required in this project? If so, please provide locations/quantities as well as removal methods and specifications. – Mold air sampling was performed at the time of asbestos survey to identify if there was any mold issues in Building 2. The mold testing was used to identify the indoor air quality at the time of the survey to determine if the building had significant mold issues. The report identified some issues only in the stairwells (SE and NE) and in Room 120 due to a broken pipe. Further investigative and sampling actions were recommended for the stairwells in the report and no mold specifications were provided.

End of Q & A Evaluation Factor 1 is changed to read as follows:

FACTOR 1: PRIME CONTRACTOR CONSTRUCTION EXPERIENCE

To be Technically Acceptable, Offerors should submit a minimum of three (3) construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. For the purposes of this evaluation, a relevant project is further defined as “interior renovation completed within a functioning hospital or VA hospital setting.”

Project(s) should have a minimum value of $2,000,000.00 and be 100% complete. Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and will not be considered.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

Offeror’s submission should include at a minimum:

· Provide the Project Title and Description, Project Location (Physical Address); Contract Type (Example: Design Build, Design Bid Build).

· Provide the project owner name and telephone number of the owner’s contact person.

· Provide a description of the scope of work, to include the work performed by the prime contractor.

· Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual. If original vs actual completion dates and project cost differ, please explanation as to why they differ.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

(Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet the specific requirements of Factor 1 “Prime Contractor Construction Experience” in order for the teaming arrangement to be deemed acceptable. Subcontractor experience will not be considered.)

Sub-contractors will not be evaluated for this requirement. Evaluation Factor 3 is changed to read as follows:

FACTOR 3: KEY PERSONNEL EXPERIENCE

To be Technically Acceptable, the Offeror shall provide a resume for each of the following key personnel members, to include the Project Manager, On-Site Superintendent, Quality Control Manager, Safety Officer (designated Competent Person as defined by OSHA). For each resume, include name of company, name of individual, relevant listing of experience, qualifications for each person such as specialized training, education, experience, etc. Please delineate the approximate % of work the prime contractor will perform on this job and the approximate % of work the subcontractors (collectively) will perform on this job (as provided for in Section 1.2, Page 14).

Note: Only submit information for personnel that will perform on a resulting contract. Any substitutions after award must be determined equally or more qualified by the Contracting Officer to avoid Termination for Default.
