About this file
This presolicitation notice describes an upcoming federal contract opportunity to replace two air handling units at a Department of Veterans Affairs medical center. The project scope involves demolishing existing units AC-S3 and AC-S4 located on the 7th floor penthouse roof, installing new units, and temporarily providing air handling during the replacement through use of a separate temporary unit. Critical factors include carefully coordinating crane removal and installation of units given the roof location, and minimizing downtime of conditioned air through phased work switching ductwork connections to the temporary unit. The estimated price range for the work is $1-2 million. The solicitation will utilize the LPTA source selection process and total SDVOSB set-aside for a contract with a duration up to 270 days from notice to proceed. Interested parties should monitor the FedBizOpps website for a solicitation package releasing on or about November 20, 2020, with proposals due December 21, 2020. A site visit will be held and questions can be submitted to the contracting officer via email.

1. Reference Factor 3: Technical Experience of the Direct Digital Controls Subcontractor. In paragraph C.3., we are told, in part, to: “include the names…of the Medical Center Administrators.” To our knowledge, VA Medical Centers do not have Administrators; they appear to have Medical Center Directors. That individual is in the top portion of the hierarchy at a VAMC. We suggest you reword to the same as is found in Factor 4, paragraph C.3.
Factor 3 has been revised. See attached Revised Proposal Submittal Instructions.
1. Reference Factor 4: Technical Experience of the Mechanical Subcontractor. In paragraph C.1., we are told, in part, to: “Provide documentation for fabrication and installation of plumbing for hospitals.” What type of documentation is required?

SPECIFICATIONS:
A. Bid/Proposal/General
1. Factor 5. Technical qualification of propose staffing suggest/reads – “No one individual can perform more than two of the staffing positions below. Note: however, that the Project manager and Superintendent cannot be the same person”. These two sentences are contradictory on themselves. Is it suggesting staff can have dual duties as long as they are not the Project manager and the Superintendent?
No one individual can perform more than two of the staffing positions below. Note: however, that the Project manager and Superintendent cannot be the same person.
The project manager and superintendent cannot be the same person. Project Manager and Superintendent could hold one of the other positions if they have the experience. Example: Superintendent could also hold site safety offer position. But the person must have the experience and training. Safety officer must be on site while work is being completed and so does the site superintendent.
2. The Specification suggests, SSHO has to be a separate individual from the QC and/or the superintendent. Although, Can the superintendent and the Quality control manager be the same person.
Specification 1-35-26 (page 12, section 1.7 C) will be modified.
These Competent Persons can have collateral duties as the subcontractor’s superintendent and/or work crew lead persons as well as fill more than one specialized CP role (i.e. Asbestos, Electrical, Cranes, & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations). However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO. See updated and modified specifications.
3. Solicitation suggests the Project Manager Should attend weekly meeting in person, can this requirement be waived with the superintendent attending the meeting in person? Is this requirement suggesting to have a Project Manager on site?
No, it cannot be waived. Both Superintendent and Project Manager must be present.
4. Are crane area capable for proposed to loads to be imposed?
Yes. Common crane weight distribution methods should be used at all times. Any required changes or damage to crane area will be at repaired to original condition by contractor.
5. Are cranes to have safety fencing surrounds?
No fencing is required. A proper safety zone should be put in place and monitored by a competent safety person.
6. Can specific information on existing AHU’s to be removed provided (manufacturer etc.)
Not Available
7. Please, provide location of GC trailer and laydown area
The construction parking lot is located on the southwest corner of the campus site plan (drawing G0.0), just adjacent to building 23. The GC has the option of a small job trailer or two parking spaces. There are no assigned parking spaces. Construction parking is on a first come-first serve basis. For this project, the 6th floor roof can used as a laydown area. All equipment must be secured, and roof must be protected at all times.
B. 23 21 13 Clarification:
1. Victaulic piping is not allowed.
2. Utilize circuit setters for water balancing valves, ball valve style.
C. The schedule and spec mention ‘UV Filters’, and neither our AHU manufacturer nor our UV manufacturer are sure as to what this is referring. Are these just UV light banks per the specs, or is there some type of filter integrated into the housing?
Provide standard UV light banks.
D. Do VFD’s get replaced or re-used?
VFD’s get replaced.
E. Where is the staging area?

There is no allocated storage area on the project site for a crane when not in use. The crane usage is required to be on a weekend, it will not be allowed during a normal week.
J. Who is the DDC Controls Contractor for this facility?
The hospital has developed an open protocol building automation system (BAS) based on Tridium Niagara N4 platform. All modification and additions to the BAS are to be an extension of the existing system. Refer to section 23 09 23 and Technical Factor 3. See updated and modified specifications.

This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.
FACTOR 1: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR.
To be Technically Acceptable, Offerors should identify no less than ONE (1), and no more than THREE (3), previously awarded, and completed construction contracts, which were issued by either: Federal, State, or Local Government Agencies; and/or Private Organizations. To be evaluated as Relevant Past Performance, the construction contracts submitted by offerors must involve:
| A. Construction work, at a hospital or medical facility, as a prime contractor; |
| B. A dollar magnitude equal to, or greater than $1,000,000.00; |
C. Work that was 100% completed within a time period of no more than FIVE (5) years prior to the date of submitting this proposal. If the contract/work is incomplete or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant.
| For each of the submitted Relevant Past Performance contracts, provide the following information: | |
| (1) | The name of the construction contract and the contract ID number; |

Such offerors may submit relevant past performance information regarding predecessor companies; key personnel who have relevant experience; or subcontractors that will be performing major or critical aspects of this requirement; provided that such information is relevant to the construction in this solicitation. Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The government also reserves the right to consider past performance information from all available sources, in addition to any information submitted by offerors.
FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE.
To be Technically Acceptable, offerors must provide evidence that they have the technical qualifications and experience needed to meet the technical performance requirements of this project. Unless you are submitting as a CVE Certified Joint venture the SDVOSB Prime Contractor must submit their own experience not your subcontractors experience.
Offerors must submit no less than TWO (2), and no more than THREE (3), examples of their technical construction experience with projects that involved technical requirements similar to the requirements of this project. The construction project submitted must involve:
A. Work as a prime under the same NAICS code as this solicitation (236220, Commercial and Institutional Building Construction), that involved construction for medical facilities, with emphasis on renovations in occupied medical facilities.
