1. Q: Would you confirm whether a prime-subcontractor structure is permitted and whether the prime must itself hold hold the manufacturer authorization required by the solicitation?
A: Subcontracting is allowed and manufacturer authorization is required in accordance with VAAR 852.212-71.
2. Q: Must the prime offeror itself hold the manufacturer authorization, or may an authorized subcontractor satisfy that requirement for the team?
A: The clause requires the vendor be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documentation from the OEM. Offerors should ensure their proposals demonstrate that authorized status for all proposed equipment. Offerors are cautioned to rely only on the terms of the solicitation and any written amendments.
