About this file

This document is a Pre-Bid Request for Information (RFI) for a VA Illiana Healthcare System water tower repair project. The solicitation is a 100% set-aside for Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) firms, specifically for emergent repairs to the South Water Tower. Key project details include a site visit on 12/3/2025 from 2:30-3:30 PM, with contractors meeting at Building 102 and checking in with VA Police for temporary passes. The project involves comprehensive water tower renovation, including interior blasting and coating to SSPC-SP10/SP7 standards, with an epoxy primer and liner application.

Critical procurement parameters include an anticipated award approximately 30 days after bid opening, with an estimated project start date 14 days after Notice to Proceed. The VA will handle tower draining, refilling, and pressure maintenance during the project. The Contracting Officer's Representative (COR) will conduct two daily inspections during construction. The Superintendent and Site Safety Health Officer (SSHO) must be on-site at all times, with the VA accepting a dual-hatted individual if adequately qualified. The water tower must be operational by the end of the performance period, with no temporary water service required during renovations.
