Also, a Basis of Design Manufacturer Drawing is provided for patient headwalls.

IV. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:

Q1. Sheet HA100, note D. says see specifications 02 82 11 & 02 82 13-19 for Asbestos Abatement and Asbestos Survey but section 02 82 13 is missing. The Hazardous Material Plan HA100 only shows 156LF of pipe insulation needing to be abated. Does the Asbestos Survey (missing) show any additional abatement needed or is the 156LF of insulation all there is?

A1. Spec Section 028213.13 Glovebag Asebestos Abatement provided by Amendment #0002

Q2. • Sheet AI201 lists the two types as 825 LBS and 1,100 LBS of capacity.

· Sheets AE110 and AE111 list the two types as 770 LBS and 825 LBS of capacity.

• Specification 11 73 00 list the two types as 700 LBS and 1,000 LBS of capacity.

The question would be which pair of capacities is correct?

A2. Per the VA’s Safe Patient Handling and Mobility Coordinator, the capacity for the bariatric lift should be 825 lbs.

AI201 updated to 770 lbs and 825 lbs. Spec 117300 Ceiling Mounted Patient Lift System has been updated by Amendment #0002 Q3. Can the non-bariatric capacity of the lift system be reduced to 600 LBS to allow all manufacturers to quote the project?

A3. No, the weight requirement is required Q4. Sheet AI201 indicates that the GC provides the TELEMETRY COMPUTER, and the EPILEPSY COMPUTER. Is this correct or will VA provide them? Also, who will install them, GC or VA?

A4. Telemetry and Epilepsy computers are VA furnished and installed.

Q5. Please ask the designer to determine the deflection limits of the wall panels in subpoint A.2 under Point 2.1 of the spec section 07 40 00. It currently indicates:

• Deflection Limits: For wind loads, no greater than 1/of the span.

A5. Typical Span /180 is the minimum standard for metal panel deflection Spec Section 074000 Roofing and Siding Panels updated by Amendment #0002.

Q6. Can you please confirm if walls are clay tile or stud?

A6. Drawings indicate the older block wall has be previously removed and replaced with steel stud on the last renovation. However, recent experience on other floors had part of the older block wall remaining in small quantities, especially within 2-inchs above the floor elevation.

Q7. Is AISC Certification required for the stairs & railings?

A7. No Q8. Is NOMMA accreditation required for the stairs & railings?

A8. No Q9. Sheet AD101, what is the extent of drywall patching needed in Rm B6099? The entire ceiling? Will there be any drywall wall patching to be done on 6th floor? Demo plan notes none?

A9. Possibly small area of wall patching required. Approximately entire ceiling will need to be patched/replaced. See sheets PPD160 and PP160 Q10. Sheet AE601, what is to hold the batt insulation in at wall type AX and FY?

A10. Insulation to be held in by the Nurse Server casework.

Q11. Are there details for the Patient headwall? No framing or drywall finish details shown where drywall abuts headwall unit?

A11. Basis of Design Manufacturer drawings to be provided.

Q12. Sheet AE310, Detail D2, At exterior wall it notes to tape & sand drywall in front of windows, not sure how this is to be achieved especially in a chase condition. Also, is the shaft wall against the existing wall in detail D? shown backwards? Cannot drywall this as shown.

A12. This method was taken from the 4B renovation to match appearance from exterior. GC responsible for means and method. Shaftwall backwards was a graphical error.

Q13. Sheet AI502, detail C4, is there a trim flange where drywall abuts Laminate or how is edge of drywall to finish? No details.

A13. Gyp to end with tear-away bead or similar detail.

Q14. What kind of finish will be required at glass matt drywall with Hygienic wall covering over it? Just tape and 1 coat?

A14. Refer to manufacturer for installation instructions.

Q15. Sheet AE601, At aluminum doors, there are no details found for finishing at heads and jambs?

A15. Refer to manufacturer for installation details.

Q16. Sheet AE105, In stair 2, what is the ht of the shaft wall in there? No section cut for this.

A16. Full Height, stair landing to stair landing, approximately 11’-0”.

Q17. Sheet AE601, room finish schedule notes VIF for 8th floor ceiling hts. Can we get these hts were new walls are being built?

A17. According to existing drawings ACT height in these areas is 8’-0” AFF and 7’-3” Gyp soffit in B8013.

Q18. Sheet SE111, Detail 1 notes 14g stud framing 4’0.c. Is this the correct spacing? There are no details for cold-formed Attachments to the steel Structure? Slide clips, Slotted tracks, cold roll channels, etc? No details in structural or architectural drawings. Also no attachments for details 2 & 3. No attachment details on AE301 detail C5 at both exterior walls.

A18. Spacing is to match the existing penthouse. Attachment details will be provided by the cold-formed supplier and reviewed by in the shop drawing process.

Q19. Sheet AE301, At Detail C5 it calls for 5/8 drywall and vapor barrier on the interior side of the new chase. Does this need to be a shaft wall condition because I don’t know how we can visqueen and drywall this between existing building and new wall with such limited space and being so high up! ? C1 on sheet AE502 shows the room between the wall and existing building to do this.

A19. See Revision 1, “Amendment #0002” of Drawing AE301, AE501, AE 502, and AE503 for updated details.

Q20. Sheet AE502, detail B6 shows the steel girt in the cold-formed wall? Is this where the girt lands?

A20. See Revision 1, “Amendment #0002” of Drawing AE 502 for updated details.

Q21. Clarify the meaning of “Temporary” in the note under Phasing Legend of Sheet GI110 “Temporary upgrade of existing wall to 1-HR rated fire barrier” .

A21. Provide necessary 5/8” Type X gypsum board from floor to underside of structure above. Seal all penetrations with fire caulking.

Q22. Are we to demo all current water lines on 7th floor and run all new water mains? Don’t we need to have full hot water loop down and back up wall for all hot sinks so that remove bacteria from the hot water system?

A22. Correct. Due to very tight ceiling plenums we will require complete demolition of the existing domestic water mains and replacement as shown. The current VA Plumbing Design Manual references the International Green Construction Code to determine maximum allowable length of branch piping to each fixture. For example, the 24 oz limitation for a patient room sink must not exceed 16’ when using ½” piping at 1/44 oz per foot. An excerpt from that Plumbing Guide Reference has been pasted below for your convenience. Note that there are similar limitations to cold water branch piping. These guidelines were followed in the drawings, but need to confirm compliance in construction if layouts become altered.

“Hot or Tempered Water Supply: Pipe length shall be as short as possible to supply the fixture or equipment. The maximum allowable fixture run-out length of the pipe shall be determined based on the maximum allowable pipe volume method described in Chapter 7 of the International Green Construction Code, latest edition with the following exceptions. Each fixture in the bathroom group shall be evaluated to ensure turnover of hot or tempered water even if separate feed lines are required. For public lavatories and low flow lavatory fixtures 1.9 L/m [.5 gpm], the hot water run-outs lengths shall be limited to a total maximum volume of 0.35 L [12 oz.]. For lavatory faucets, other than public lavatory faucets (including hand washing sinks in patient and exam rooms), the maximum volume shall be 0.7 L [24 oz.] whether the source of hot water is from a hot-water recirculation loop or directly from a heater or boiler”

Q23. Please provide more information including brand name of the metal panels installed in the building, that we have to match: the “corrugated metal panel system to match existing” per keynote 5.20; and the “metal wall panel system to match EHRM addition” per keynote 5.21.

A23. Brand: Alpolic “or equal” Color: BNT Bone White

Q24. Will the VA give us room for installation of a trash/debris-chute for removing the demolition debris, or do we need to plan on using a freight elevator?

If the answer is to use the freight elevator: how far is it from the 7B wing? And what would be the times when we can use it?

A24. This can be more accurately answered during risk assessment and pre-construction meetings. Historically, the VA has provided space for a dumpster and exterior vertical access for demolition and disposal. We expect to provide 6 parking spaces in the lot to the south of B-wing for the duration of the project. The entire lot can be made available with notice for short duration (up to 14 calendar days at a time) activities (crane staging). There is also space on the northeast corner of B-wing that could also be made available for vertical access (debris chute, external elevator, etc.) for the duration of the project.

For bidding purposes, assume the elevators cannot be used for large scale demolition disposal. They can be used for new materials with some restrictions. The freight elevator (S5) is down for modernization from 10/19/24 to 2/7/25, other elevators will be available for contractor use at any time.

The VA Loading Dock (Basement Level) is available for deliveries Mon-Fri 730a-300p (excluding holidays). Our busiest time for medical supply deliveries is 8-11, we prefer any deliveries coming in with construction equipment be first thing in the morning or after 11. We are able to accommodate full size semi’s with sleeper cabs, it is best to come off University Bay Dr if they have a sleeper cab to limit the tight turn towards engineering area and then backing up. Any coordination with deliveries should be set up with Charles.Hellen@va.gov and Michelle.Schmitt@va.gov, at least one day in advance. Loading dock carts are for VA use only. Deliveries must be picked up immediately due to the lack of space in the dock area.

Q25. Selective Demolition and Asbestos Abatement will be some of the first crews onsite, mobilizing shortly after the NTP, with several others following right after. What will be the requirements to allow them to work, given that the badging process typically takes 60-90 days or more?

A25. Onsite superintendent can apply for badging upon contract award and supervise non-badged employees. They can also obtain day passes temporarily while waiting for badges.

Q26. SPECS VOL 2 DIV 11.73.00 Page 143/671 states 1,000 lbs. lifting capacity for bariatric lifts. However DRAWING VOL 1 page 31, AE111 825 lbs. capacity for Bariatric. Which is correct?

A26. Similar to question 2. Per the VA’s Safe Patient Handling and Mobility Coordinator, the capacity for the bariatric lift should be 825 lbs

Q27. Can you please provide as-built drawings of the existing structure so we can estimate the shoring/demolition engineering services?

Can you please provide specific loading requirements for the Carbon Fiber Reinforcement, and specific fire-proofing requirements for the same?

A27. Refer to plans and specs for demolition and structural scope of work.

See detail 9/SE111 for carbon fiber reinforcement details.

See keynote 7.30C on sheet AE310 for fireproofing.

Q28. According with Sheet AI201 the Lockers (3 and 4 tiers) are provided and installed by GC, but we couldn’t find the specifications in the construction documents. Please provide.

A28. Section 10 51 13 added by Amendment #0002

Q29. Will the VA authorize the crews to use the facility toilets, instead of having to go to portable toilets at the ground level?

A29. Crews are authorized to use any facility toilets that are publicly accessible (not staff break room or patient room toilets).

Q30. Can the Superintendent also serve as either the CQM or SSHO?

A30. Per Spec section 013526, 1.9, C, “the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.”

The “CQC System Manager” can be assigned as superintendent per section 014500, 3.4, B.

Q31. Can the Superintendent take on the roles of both CQM and SSHO?

A31. See response to #30.

Q32. Is this project tax-exempt? If so, will a certificate be provided?

A32. Not tax-exempt. Taxes are to be included within your pricing.

Q33. What are the badging requirements for this project?

A33. Spec section 010000, 1.5 discusses this topic. “Badging” includes fingerprinting and background check, an review period of approximately 4 weeks, followed by issuance of a badge upon adjudication.

Q34. Will the VA be responsible for hiring the Commissioning Agent?

A34. Per Spec Section 019100, 1.8, C, 1, “The VA will engage the CxA under a separate contract.” Contractor responsibilities are covered in this spec section and other spec sections in other divisions.

Q35. Will a Limited Notice to Proceed be issued if mobilization dates are delayed due to long lead items? If not, would a no-cost extension at the end of the project be considered?

A35. No, there is ample time built into the contract completion date.

Q36. Point 1.2 A. of Section 12 24 00 Window Shades indicates “Color of shade cloth: See Drawings”.
