About this file
This document contains responses to contractor questions regarding solicitation number 36C25223B0024 for demolition of quarters buildings and garages at a Department of Veterans Affairs facility. The solicitation requires demolition of eight structures and associated site work. Contractors must follow safety protocols given the structural instability of the buildings. Asbestos abatement and disposal are also included in the scope of work according to an attached asbestos survey. Responses clarify that steam piping and drainage systems must be abandoned in place, and that water for dust control may be obtained from on-site hydrants. The single-phase project allows concurrent work on multiple buildings, and a certified industrial hygienist, SWPPP plan, and grass seeding are contractor responsibilities.

AMENDMENT 0001
07/21/2023 578-17-044 Demolition: Quarters Buildings and Garages RFI Questions and Answers (As of 07/17/2023)
Question #: 01 We saw part of the heating system via radiators. Are they heated by boilers and oil heating systems.
A: No, there is a central feed from the main campus. There are no boilers or oil heating systems located on the construction site.
Question #: 02 Are there oil tanks still in the ground? Have they leaked or where they removed?
A: No, there are no oil tanks under the construction site.
Question #: 03 Can you provide the utility drawings? Especially for drainage loop, electrical and any gas.
A: Underground Utilities are shown in drawings CD101 – CD110.
Question #: 04 Do you have the drawings/blueprints of the structures?
A: There are no As-built Drawings available.
Question #: 05 Is there a steam pipe system underground? If so, are we to abandon in place? If we are to remove it, has the piping been tested for asbestos?
A: Steam piping demolition plans are shown in drawings CD101 – CD110. Please see the Asbestos Survey, attachment 3.
Question #: 06 There are a list of items to salvage, but if it is unsafe to walk on the floors how are we to save the lamp or mantle plaques without endangering ourselves?
A: All buildings should be assumed to be unsafe structurally. Contractors should take all necessary precautions to safeguard workers during demolition. Interior demolition should be determined according to the means and methods determined by the contractor.
Question #: 07 The survey identified asbestos with testing. The roofing material is identified as assumed. To dispose of the roofing material it must have a survey to be characterized. The characterization is required by the landfill prior to receiving any form of hazmat. Will you be conducting additional surveys?
A: No additional surveys will be conducted. The disposal of hazardous materials is covered in the specifications. See Asbestos Survey, attachment 3. Contractors should dispose of hazardous materials in accordance with all local, state, and federal laws and regulations.
Question #: 08 What’s the intention of the driveway/street behind and in front of the buildings? It’s not in great shape and heavy equipment may damage it further. Will we need to repair it or will scope be enlarged to remove street as well?
A: There are no plans to include additional work at this time. Contractors will be required to repair any damage done to existing sidewalks or roads.
Question #: 09 Where is the nearest hydrant? Will you provide the water necessary for dust control?
A: There are 3 hydrants located on Crossman Circle in front of the Quarters Buildings. Yes, you may use these for dust control.
Question #: 10 Will SWPPP be required, or will drainage loop be disconnected on this housing loop?
A: Yes, SWPPP will be required. See drawing CS502 for drain catch design.
Question #: 11 Please confirm that SSHO must be a separate individual from Super/QC but the Superintendent can act as the QC.
A: Yes, contractor must provide both SSHO and Superintendent/QC.
Question #: 12 Are the buildings deemed structurally safe?
A: All buildings should be assumed to be unsafe structurally. Contractors should take all necessary precautions to safeguard workers during demolition.
Question #: 13 Are we responsible for removing the asbestos roofing separate from the main structure and disposing it as HOT waste?
A: Please see the Asbestos Survey, attachment 3. Specifications and SOW go into detail about waste removal.
Question #: 14 If roofing removal is part of scope, do all trees and shrubbery blocking access to the exterior of the building need to be cleared prior to our abatement?
A: Please see the demolition and site drawings CD101 – CD110, and CS101-CS110. All trees that are to be protected or removed are marked in the drawings.
Question #: 15 Is there blown-in insulation in the attic / walls? If so, is the material hot?
A: Please see the Asbestos Survey, attachment 3 Question #: 16 Who is the consultant running third party air clearance?
A: Air monitoring and clearance testing are not required for exterior demolition.
Question #: 17 Will this project be phased out? Can we work on multiple buildings at the same time?
A: This project shall be executed in one single, uninterrupted phase. Yes, multiple buildings may be worked on at the same time.
Question #: 18 Are there specific locations designated for dumpsters? If so, how many can be on site at once?
A: Coordinate waste locations with COR. Use area between Quarters Buildings and parking garages.
Question #: 19 Will a Certified Industrial Hygienist be required to oversee abatement? Will this cost be the responsibility of the contractor?
A: Yes, a Certified Industrial Hygienist will be required. Yes, the cost will be covered by the General Contractor.
Question #: 20 : Please confirm the work hours for this project. Are there any specific tasks or trade divisions that must be on overtime? Are there any specific areas of work that must be on overtime?

Please note, building 14 is a residence. No work will be allowed between 9pm and 6am.
Question #: 21 Does the facility have any existing clean structural clay onsite that can be used to back fill the removed foundations?
A: No, contractor must supply.
Question #: 22 Specifications are unclear on the seed and blanket maintenance requirements. Please clarify how often watering shall occur and how many mows will be required.
A: Please see drawing CS502, and specification 329000 for clarification on planting, and watering.
Permanent grass seed shall be uniformly broadcast seed at rate of 97 kilograms per hectare (2 pounds per 1000 square feet). Use broadcast or drop seeders.
