RESPONSES TO REQUEST FOR INFORMATION (RFI)

1. SECTION 01 45 00 Para 3.4D:

Can the VA confirm the CQC System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Construction course?

ANSWER: Yes, confirmed.

2. SECTION 01 32 16.15- PROJECT SCHEDULES - 1.6 WORK ACTIVITY/EVENT COST DATA:

This section states “The Contractor shall cost load all work activities/events except procurement activities.” Can the VA confirm if the schedule has to be cost loaded?

ANSWER: Yes, the VA confirms the schedule must be cost loaded. Do not include costs associated with non-work administrative activities inherent in the listed work items. Examples include mobilization, preparation of submittals, development of schedules and progress reports, general and activity-specific safety compliance, attendance of meetings, and similar administrative activities which would not occur without the line-item listed work items. 52.246-12 Inspection of Construction defines Work as “…materials, workmanship, and manufacture and fabrication of components”. Inherent in these are planning, communicating, procuring, and quality assurance and quality control, among other inputs. The Government cannot pay for what it has not inspected and accepted as compliant, or for activities which add no value to VA facilities. Front-loading proposals, bids, schedules of values, and line-item costs of cost-loaded CPM schedules with all manner of non-work items puts the Contractor, the Government, and the Bonding Company at otherwise avoidable risk associated with paying out more than the value of work in place should the work stop prior to completion. Administrative and managerial activities associated with each Work line item are to be included in each line item, along with prorated overhead and profit.

3. SECTION 01 00 00- 1.6 OPERATIONS AND STORAGE AREAS:

Can the VA confirm that that the General Contractor will have a designated storage area and location for a job trailer?

ANSWER: Laydown area identified on sheet AS101, no location for job site trailer will be provided.

4. Section 01 41 00 REGULATORY REQUIREMENTS, I. Local Codes:

Para B states - “Facilities other than the Jesse Brown VA Medical Center, such as outpatient clinics, which are leased facilities, are treated as all other privately-owned buildings, and subject to all local codes and ordinances in addition to applicable VA standards.” Can the VA clarify if this project is “…subject to all local codes and ordinances”?

ANSWER: Lovell FHCC is not “subject to all local codes and ordinances” as it is a federal facility.

5. SECTION 10 26 00 WALL AND DOOR PROTECTION, Para 2.3 WALL GUARDS AND HANDRAILS:

This Para states: “Basis of Design: InPro Corporation 1000BH Handrail in faux wood pattern.” It appears the section differs from the finishes indicated on the drawings. Can the VA confirm which is correct for the wall guards & handrails - the drawings or specification?

ANSWER: Interior detail D4/AE512 aligns with specification 102600 — both require the Inpro BH1000 behavioral health handrail. For the 1000BH faux wood finish, color to match existing 4B side from manufacturer’s Woodland faux wood color palette. On sheet AF602 Interior Materials Legend table, across line “HR-1” and under column heading “Style,” delete the erroneous “HR-800.” In place of the deleted “HR-800,” insert “BH1000.”

6. Existing Roofing Warranty/Material:

Can the VA provide to warranty information and company for existing roofing system; and if we are to match the existing roofing system materials as the specs indicate, can the VA provide that information?

ANSWER: Yes – See Att10 Bldg. 131 Roof Warranty.

7. Signage:

Can the VA provide the manufacturer for the existing room signage?

ANSWER: No Information unavailable.

8. Nurse Call System:

There is a specification section listed for 27 52 23, but no actual specification section is included in the 2nd volume of the specifications, please advise?

ANSWER: See Att11 Spec Section 27 52 23.

9. Auto Doors:

Is the finish of the auto doors clear aluminum, please advise?

ANSWER: Per Spec Section 08 71 13 part 2.3.D, the automatic door operator housing is Type 6063-T5 aluminum alloy. Furnish Class 1 clear anodized finish.

10. Drawing EP601:

Please provide the distance between new panel 4LSA and existing panel EMDP-131, or a scaled drawing(s) showing the locations of both panels and to facilitate the take-off.

ANSWER: Panel EMDP-131, aka “EMD-131”, is located on the 1st floor of B Wing in 131. Scaled drawings unavailable and the VA cannot provide bidders with distances.

Please provide the nameplate information for panel EMDP-131, and confirm that there is available space for the new breaker feeding new panel 4LSA.

ANSWER: See Att8_Nameplate for Panel EMDP-131 IMG_0058 and Att9_ Nameplate for Panel EMDP-131 IMG_0059. VA cannot provide bidders with distances.

11. SPEC. 27 05 33-6; 3.1 Equipment Installation and Requirements:
