About this file
This document contains responses to requests for information (RFIs) regarding a federal solicitation to correct sprinkler systems at various locations within a Department of Veterans Affairs medical center. The solicitation requires contractors to provide cleaning, disinfecting, and repairs to sprinkler systems across five buildings on the medical center campus. Work includes replacing damaged sprinkler piping, fittings, and controls, addressing leaks, and performing related remediation and infrastructure upgrades. Bidders must price the project as a whole and coordinate all work with the contracting officer's representative according to specified infection control and safety protocols.

The SOW states contractor must provide cleaning and disinfecting of all rooms and corridors. Are contractors required to hire a service for final cleanup of every room? This will add significant time to the construction schedule.
Contractor is required to provide cleaning and disinfecting of all rooms and corridors. Third party cleaning service is not required. However, the cleaning and disinfecting requirements stand as written.
Will there be a room available for material storage and contractor office setup? As described in SOW, Part 6: Jesse Brown VAMC Requirements, 5. Safety and Security, b. No on-site office is allowed. No on-site storage of tool or material is allowed.
Provide ‘just-in-time delivery and pickup’. Coordinate with COR for staging within the work zone 4 days prior to the beginning of the work.
The SOW states both the PM and Super must be AHA Certified Healthcare Constructor certified? The cost to get certification is high for the size of this project. Can this requirement be waived for the project?
This requirement has been removed. No longer a requirement
Are class 3 or 4 infection control requirements needed in all areas, or can minor ceiling tiles be removed to conduct repairs?
No, but infection control will be required in all areas where patients have access. Minor Ceiling tile access will be permitted
How much LF of piping should contractor assume is required to be painted? It is difficult to quantify given ceiling types are not clear in all areas.
Approximately 500 linear feet total in all areas noted. Note painting will be added to all replaced piping in mechanical room.
Can contractor work in multiple locations throughout the hospital simultaneously or will they be restricted to one area at a time?
This will need to be coordinated with the VA and the scope of work being done.
For this work there will need to be shutdowns that will affect adjacent patient and staff areas? Will VA coordinate and remove required patients/staff at the time of work?
Coordinate with COR. Will occur prior to work being conducted.

Furthermore, no specifications are provided for Infection Control, project schedule, construction waste management, safety requirements, submittal procedures, quality control, and project management. The requirements for the PM and Superintendent certifications appear excessive, are costly and difficult to obtain. Can industry experience be substituted for the certification requirements?
This requirement has been removed.
Does the CHC/NCCER certified Superintendent have to be dedicated full time on this one project, or can he/she work on multiple projects as the Superintendent?
At all times during performance of this contract and until the work is completed and accepted, the Contractor shall have a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The Superintendent assigned to this Contract cannot superintend other Contract's worksites when the crews performing this Contract are on the worksite.

What is happening to the burnt CVC pipe throughout the building?
Appears that pipe brazing or soldering for copper piping was done improperly creating burns on CPVC piping.
CPVC piping is now compromised and needs to be replaced.
Reference sheet B01A FX102 note D2A4 and D2A6, B01B FX102 note D2B3 for example.
In the plans it references moving things out of the way for access in several locations, for example in room 2446. Where will these things be getting moved to? VA facilities should move these items.

There are a couple of fittings and small sections of piping.
B01A 2nd floor has a wye fitting and some adjacent piping - 4" in size. B01A 5th floor has couple 45 elbows a redcing wye fitting and some straight piping. Mostly 2" with redcuing fitting a 4"

On sheet B11A FX105 T5A2 it indicated that the fitting is rusted shut and that water spots are present. Is only the fitting being replaced or is the water damage also to be addressed?
Only piping/fitting where rusting is present is to be replaced. Water damage will be handled by VA Facilities.
Throughout the drawings it is indicated that wiring needs to be moved off of piping (reference B01A FX104 note D4A1)/ wrapped around piping (B01A FX105 note D5A3), B01A FX107 note D7A2, B01A FX109 noted
D9A2,. Is it to be assumed that this is happening throughout the buildings or just where indicated on drawings? Looking at the pictures makes this seem to be an issue throughout.
This item shall be removed from project, no longer a requirement
