AMENDMENT 0003
1/11/2022
Project: Upgrade Potable Water Risers Construction Project Number: 585-19-118 Location: Oscar G. Johnson VA Medical Center, Iron Mountain, MI
Amendment 0003 hereby incorporates the following clarifications/change(s) into the solicitation package.
A. Bid Opening Date Date has not been extended BID opening due Friday, January 14, 2022.
B. Vendor Questions with Answers
1. We are requesting that the architect overlays and specifies the light fixtures that need to be removed, replaced, and temporarily supported.
A. See Attachment for Revised Electrical Drawings.
2. At the locations where ceiling is to be removed and reinstalled, does this happen each shift? Or can ceilings remain open for duration of work?
A. Ceilings shall be reinstalled at the end of each shift.
3. What type of infection control is required in hallways?
A. Refer to Specification 01 35 26.
4. Will there be fire suppression removal and re-install along hallways where ceiling is to be removed, or just what is shown on F101?
A. Fire protection work is per sheet F101. New water piping to be installed around existing fire protection pipes.
5. Will furniture and equipment below ceiling be moved prior to piping runs? What type of protection will need to be in place prior to installation?
A. The facility will work with the contractors to maximum extent practical to have furniture/equipment moved so the contractor can perform their work.
6. Will it be the prime contractor’s responsibility to plastic all surfaces we are above (Desks, healthcare equipment, etc.)? It is difficult to quantify this pre-bid as we didn’t have access to everywhere.
A. Yes.
7. Are there rooms in the scope of this construction project where we will need to suit up (SPS / Surgical)?
A. SPS and Surgical areas will require suiting up and infection control. Access to these areas will need to be coordinated with the COR and will typically be after 4:30pm daily.
8. What are the work hours on this project? What are shutdown constraints?
A. Refer to Specification 10 00 00. Normal working hours are from 7:00am to 4:30pm Monday through Friday. All corridor work and work in other occupied areas shall be completed outside these normal business hours. All utility shutdowns and disruptions shall be requested and coordinated with the COR.
9. Drawing PP105, PP107, PP109, PP110, and PP115 all reference supports, rigging, and scaffolding needed to install piping in pipe shaft. Could you provide more information on this area of the work? Is this a vertical shaft with no standing surface at the floor levels?
A. Pipe shaft is an open shaft from the Basement to the 5th floor. There is no standing surface at the floors. Pipe installation will require temporary supports/rigging and/or scaffolding – see specification section 01 35 2.
10. Please provide Testing, Adjusting and Balancing Specification as there is work specified for this contract.
A. See Attachment of Specifications.
11. PP115 – states to remove stone ledge. Is there a photo / existing detail of what this stone ledge looks like?
A. See attached picture. It’s the original stone ledge that was on the exterior of the building.
12. Is there any permitting for confined space?
A. Yes, See Attachment of the Confined Space Policy.
13. Are prime contractors to assume that the existing finish is steel stud and drywall finish? Is there any wall protection / tile / etc. finishes on the chase walls that are being demo’ d into?
A. In general, assume that existing construction in the shafts are either steel studs and drywall or clay tile. However, some walls may be of different material and will need to be field verified.
14. Is there any engineering required for scaffold?
A. Reference Specification Section 01 35 26
15.
a. Are prime contractors required to move and re-install any medical equipment? Or is this to be accomplished by the facility? There is a reference in 01 00 00 – 20 which states prime contractor is responsible for employing services of an installation engineer of this equipment required to be re-located. Please confirm if this is a requirement as this is costly for the technician to be available and hard to quantify pre-bid.
A. We do not anticipate the need to move or reinstall any medical equipment.
b. Please confirm personnel requirements for the project. Is (1) quality control and (1) superintendent / SSHO required for this project?
A. Yes, refer to specification 01 35 26.
16. What infection control requirements for hallways? Is infection control cubes required or is plastic to be hung at the beginning and end of each shift?
A. Refer to Specification 01 35 26. The primary scope area is classified as a Class III/IV. Any work within occupied areas shall be cleaned up at the end of each shift so facility operations may continue the next morning.
17. 23 09 93 – 1.3 Indicates “Coordinate with plumbing trade and R.O. System provider to provide alarm lights for the R.O. conductivity alarms.” We did not see any other information on the plans or other spec sections like Dive 22 that provided any additional information on this. For us to accurately price this we will need a little more information on the conductivity alarms such as number of conductivity alarms, what should trigger the alarm (conductivity sensor assumed), type of lights, color of lights and location of lights and how many conductivity alarms there are.
A. Delete reference to the RO system, 1.3 Description of Work; para. B and C.
18. 22 05 11- 30 Indicates “Interconnection of Controls and Instruments: Electrical interconnection is generally not shown but shall be provided. This includes interconnections of sensors, transmitters, transducers, control devices, control and instrumentation panels, alarms, instruments and computer workstations.” Besides the conductivity alarm indicated in the first question we did not see anything else that this might apply to. Can you please confirm?
A. New HWR pumps and sensor to be wired by Electrical Trade. Control Trade will monitor HWR pumps and sensors per specification section 23 09 93.
19. 22 05 23 -11 Indicates “Provide a high temperature alarm device to detect mixing valve failure.” Would this be connected to the BAS or just a local audible alarm? If it is to be connected to the BAS and it is supposed to alarm out at a predetermined temperature setpoint, we will need to know what we should use an alarm set point. If this is just a dry contact with predetermined internal logic than that would not be required.
A. High temperature alarms are existing. Delete reference to new high temperature alarm devices.
