Questions for 695-18-111 Demolish Building 45
Q1. Please confirm personnel requirements for this project. Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time?
A1. (1) superintendent and (1) SSHO need to be on site full-time per spec 01 35 26.
Q2. Please confirm work hours for this project. Are there any specific tasks or trade division that must be on overtime (01 Infection Control, 02 Demolition, 02 Abatement)? Are there any areas of work that must be on overtime (Hallways, Occupied Areas, Etc.)?
A2. The usual hours of contract work shall be from 7:00 AM until 4:30 PM. All outages not completely confined to the construction area shall be off-hours per Spec 01 01 10SN.
Q3. Please confirm who is responsible for any costs associated with the historical society permitting process? Will the VA be the liaison between Prime Contractor and the historical society for coordination / permitting / approval process or is prime contractor to assume this responsibility?
A3. The VA will serve as the liaison between the Awarded Contractor and the relevant historical societies. The Awarded Contractor shall not directly interact with historical societies for permitting or coordination purposes.
Q4. Will the VA be the liaison between Prime Contractor and the historical society for coordination / permitting / approval process or is prime contractor to assume this responsibility?
A4. See answer to Question 3.
Q5. There are no substrate details for the existing conditions of the paved or to be paved surfaces. Can you provide details of existing paved surfaces so prime contractor can match existing surfaces and substrate?
A5. Details of existing paved surfaces unknown. Details of mill and resurface and new full depth surfaces are shown on CS501.
Q6. Are there any shoring requirements at the to-be rebuilt tunnel entrance?
A6. The existing tunnel must be shored as required to allow for the demo of the existing portion that is being removed and the building of the new entrance. See Section 2/AE301 for schematic representation of shoring. Shoring plan signed by licensed engineer must be submitted and approved by VA prior to starting demolition.
Q7. Please address / clarify whether electrical to building is severed or not. Please clarify KN1 on ES101 “Include the labor to race and verify wiring prior to disconnect and removal.”
A7. Electrical contractor is to assume electrical utilities in building are not severed. Provide a minimum allowance of eight hours per system identified in the drawings. Allowance shall be used to verify the head end equipment and services into the building prior to removal.
Q8. Is prime contractor to assume contaminated soils?
A8. Existing soil (except for asbestos contaminated soil) can be re-used as historical soil fill material in the same area it was removed from.
Q9. Please confirm that all seemingly abandoned utilities, electrical, ductwork, turbines, etc as shown on the images on Pages A102 through A103 do not need to be ‘made safe’ by prime contractor prior to removal. Is all equipment de-energized and de-commissioned if not shown on the keynotes.
A9. See Key Note 3 on Sheet ES101 for relocation of fire alarm fiber optic cable. See included utility plan for other existing and abandoned utilities in the project area.
Q10. KN 8 on CD101 states “Remove existing tree and root ball fully…”. Once these trees are removed, where are they to be placed // planted?
A10. Trees and root balls that are to be removed are to be disposed of off-site properly, per sheet CD101 keynote 8, and sheet GI001 Demolition note 1. Trees that are to be relocated are to be planted on site. Location of replanting is to be coordinated with COR, per sheet CD101 keynote 32.
Q11. Note 2 on CJ101 states “Permanent sod is to be irrigated and established by contractor at completion of project.” Where is the sod to be located? Only seeding is denoted on the plans.
A11. Sod is not required. Disturbed areas are to be sodded or seeded, mulched, and restored per sheet CJ101 note 1 and specification 32 90 00. See Drawing Revisions.
Q12. Is prime contractor responsible for all site signage (furnish and install) for temporary pedestrian walkways, traffic, etc. or is VA furnishing and installing?
A12. Contractor is to submit a traffic control plan to COR for approval and contractor is to supply and install traffic control devices, per sheet GI001, Demolition note 3.
Q13. What is the existing pavement detail? To what depth are we to sawcut and remove?
A13. Details of existing pavement unknown. Sawcut to nearest joint and remove to the depth where all existing concrete is removed.
Q14. Is there any sub base material required per CS501?
A14. Subgrade is to meet requirements in Specification Section 31 20 00.
Q15. Demo note on this page states: “Demolish all building components to minimum of 4’-0” . . . Identified components are for reference only and contractors are responsible for a pre-demolition survey of existing conditions in conjunction with drawings and specs. In the event existing conditions vary and there are additional identified components. . . Will this be handled as a modification to the contract since there is no way to state existing conditions are for reference only on a design bid build project?
A15. Contractor is responsible for demolishing components to a minimum of 4’-0” below grade. See Drawing Revisions.
Q16. Are we to assume lead paint on all building 45 surfaces? There is a specification but no quantities are listed. Please clarify lead paint quantity or assumptions to make.
A16. In specification section 02 83 33.13 the following quantities of lead-based paint and lead dust are listed as follows:
Universal Wastes/Hazardous Materials
Hazardous Materials
Locations
Quantity
Fluorescent tubes & Ballast removal (EA)
Office area between boiler and power buildings
6 fixtures
Hg/Sodium light bulb removal (EA)
Upper walls of boiler & engine buildings
8 fixtures
Abandoned transformer contaminated with PCB oil
Boilerhouse
1 ea.
Lead-based paint and dust
Boiler and engine houses
10,622 sf
Q17. There are approximately (12) 55-gallon drums located inside the building. Some of the barrels still have liquid inside. Will the VA be removing the barrels prior to demo? If not, will the VA confirm contents of the barrels? If not, contractor will have to characterize contents professionally, which can get very costly. Please advise.
A17. VA will remove these barrels prior to site turn-over
Q18. The Hazardous Materials table includes 10,622 ft.² of lead paint and dust in the boiler and engine houses. Typically, all loose and flaking and previously falling lead paint is removed prior to demolition, however, the complete removal of lead paint is not required in the State of Wisconsin assuming the associated substrate is not going to be recycled and is placed in a construction and demolition approved Landfill. As long as State of Wisconsin guidelines are followed, will complete removal of the lead paint be required unless located on bricks that are being salvaged?
A18. That assumption is correct. Complete removal of intact lead paint is not the intent. The following section of Spec Section 02 83 33.13 in paragraph 3.3:
| A. | Remove and dispose of all wood and plaster painted components in the buildings. Metal painted components are expected to be recycled, and do not require disposal. |
| B. | Cleanup all paint chips on the ground around the demolished structure following the removal of demolition debris and prior to final grading. |
Q19. Reference spec section 01 35 26 1.12 Tuberculosis Screening: Is tuberculosis screening required for this project? If so, is it acceptable to test only those that answer ‘yes’ to any question on the State of Wisconsin pre-screen questionnaire?
A19. Adhere to spec section 01 35 26. Screening is required. This can be the Center for Disease Control (CDC) and Prevention and two-step skin testing or a Food and Drug Administration (FDA)-approved blood test.
Q20. Is the commissioning agent and all associated costs being supplied by the VA?
A20. No third-party commission agent will be employed. Contractor will “Conduct final tests required in various sections of specifications in presence of an authorized representative of the Contracting Officer” per Spec section 01 00 00.
Q21. If after uncovering existing conditions there is a need for subgrade soil repairs, will the work have to stop until an approved Supplemental Agreement is in place or will there be pre-determined unit rates/costs established so the work can proceed accordingly?
A21. Per the FAR, all work that differs from the drawings, specs and other contract documents must be included in the contract via a contract modification. However, at times depending on the situation contractors at times find it beneficial to perform work at their own risk. As long as the VA agrees with the work to be done, there are rare exceptions when a contractor may make the decision on their own to perform work prior to a modification being issued.
Q22. Per Section 31 20 11 Part 3.6-D contaminated soils need to be segregated from all other excavated soils, stockpiled on 6 mil polyethylene sheets with a polyethylene cover at a designated area. Will the designated area for stockpiling contaminated soils be located with the project boundaries? Is all the soil considered contaminated or is there only isolated areas?
A22. Question is referring to Section 31 20 00 Part 3.6-E. Contaminated soil (containing asbestos) cannot be stockpiled on site. Contaminated soils to be disposed of properly offsite. Soil not containing asbestos is considered historical fill material and can be reused at the project site. All soil not reused must be hauled off-site per Specification 31 20 00 Paragraph 3.6.E. See Specification Revisions.
Q23. Can any of the contaminated soils designated by the Resident Engineer be used as backfill?
A23. Any disturbed contaminated soil is to be removed from the site. Contaminated soil cannot be stored on site. Contaminated soils to be disposed of properly offsite.
Q24. Will the VA provide direction as to when the stockpiled contaminated soil is to be removed and where it is to be taken to?
A24. Contractor responsible for properly disposing contaminated soil offsite. Contaminated soil cannot be stockpiled on site. Contaminated soils to be disposed of properly offsite.
Q25. Is there a Soil Profile showing the levels of contaminates for this project and will it be provided? If not, where should we figure the contaminated soils need to and will the VA be providing that paperwork showing compliance with all State and Local requirements?
A25. The VA has a soil profile for historical fill materials from our entire campus, which is primarily low levels of PAH. As agreed with the DNR, the VA sends any unusable soil to licensed landfill as it is assumed the same historical fill is present throughout the campus. It is acceptable to re-use the historical fill material on the site – the VA only uses their profile in the case that disposal of the soil is required. Milwaukee VA GEMS department has documentation to show the DNR guidance given to the VA on this process from 2017. The VA will not be providing soil profile or compliance documentation pre-bid, however, awarded contractor shall work with the COR to establish a disposal profile for the project. See 31 20 00 Specification Revisions.
Q26. Can all work be done during normal daytime work shifts?
A26. See response to Question 2
Q27. Please clarify the scope of work associated with duct testing as there is minimal supply air ductwork. Please be specific what the VA needs tested.
A27. There is no requirement for duct testing in the asbestos or lead specification sections.
Q28. Is an offer guarantee (Bid Bond) required?
A28. Per the IFB document, yes.
Q29. What percent of SDVOSB labor is required?
A29. As this IFB is being conducted under NAICS 236220, no more than 75% of labor costs can be completed by firms not similiary situated as the awardee.
Q30. How many copies of the O&M do you require?
A30. 2 hard copies, 1 digital copy
Q31. Specs say all OSHA cards and AHAs need to be submitted with APP. This is not feasible. Is it acceptable to submit OSHA cards and AHAs during the project, but prior to related work starting?
A31. Yes. Must still be submitted following minimum review time by VA requirements in spec section 01 33 23
Q32. Is full time SSHO required in addition to the Site Superintendent?
A32. See response to Question 1
Q33. Does the SSHO need to be a separate individual from the prime contractor’s superintendent?
A33. See response to Question 1
Q34. Does the VA wish to salvage more than 1500 Brick if more would be available?
A34. Per Demolition Plan Note 1 on Sheet AD101, Contractor shall salvage and clean at least 1500 usable bricks. Contractor to obtain COR approval for additional brick salvage beyond 1500.
Q35. See sheet GI 001 General Note 2. What City, County & State permits are required for work on Federal Property?
A35. All state and municipal environmental regulations apply to Federal grounds, including permit requirements. The contractor is required to follow all applicable DNR regulatory requirements during the course of this project. However, it was determined that a stormwater permit will not be required as there will be less than 0.5 acres of additional impervious surface.
Q36. See sheet GI 001 General Note 3. Has the NOI been submitted to the Wisconsin Department of Natural Resources? Normally these are done prior to the project as a denial of permit stops the project.
A36. The Awarded Contractor shall submit a NOI per sheet GI001 General note 3.
Q37. See sheet GI 001 Grading Note 5. Where may soil that is to be re-used on site be stockpiled?
A37. Reused soil stockpiles shall be contained within the construction limits shown on the plans.
Q38. See sheet CJ 101 call out 9. The location for the tracking pad is on top of the asphalt pavement to be saved and overlayed. Is this tracking pad needed and if so please show an alternate location for it?
A38. Contractor must take necessary action to minimum the tracking of mud onto paved roadways, per sheet GI001 Erosion Control note 7. Sheet CJ101 is the proposed location. Contractor to utilize erosion and sedimentation control devices in a manner that is best for construction and erosion control purposes. Contractor will be responsible to cleanup of road surfaces they tracked mud over.
Q39. See Sheet CS 102 and the area of asphalt to be overlayed with 1.5” of surface asphalt. This an area where heavy equipment will need to be loaded and unloaded, foundations removed, and demolition will take place in order to do the job. If the asphalt can’t be saved is it the contractor’s liability?
A39. Yes, contractor is liable for repairing. Contractor is to protect existing infrastructure. Contractor is responsible for repairing the damages to site entities, per sheet GI001, Demolition note 8.
Q40. See sheet AD101 and AD 301 & AD 302 detail 1. Pits are shown in these details that were not visible during the walk through. Do they need to be excavated as shown? If so what material is in them and if it is contaminated is it an unforeseen condition?
A40. The entire structure including pits are to be removed/excavated as shown. The first four inches of soil need to be removed and disposed of as ACM with the costs included in the bid. Test remaining soil for ACM, if ACM is not present, follow answer to question 8. If ACM is present, repeat steps above. Based on previous abatement work, possible soil contamination is considered to be only surface contamination.
Q41. See sheet DC 101 and the tree protection around an 18” tree. Also see sheet CS 102 that shows asphalt paving and grade changes in the same location. Consider removing the trees or revising the grading plan so they can be preserved.
A41. Question is referring to sheet CD101. Tree protection area is to be maximized to protect tree roots as best as possible. Earthwork for concrete curb and gutter and asphalt is to be installed in a manner to minimize damage on tree. Sheet CG101 shows minimal/no changes to grading of the grass with the tree limits.
Q42. See the Bid Schedule description “using enclosed clamshell or claw equipment”. Claw & clam shell equipment is not enclosed, however the cab on this equipment maybe. What is meant by “enclosed?”.
A42. See SOW revisions.
Q43. See detail 8 on CS 501. Can 24” curb and gutter be poured per detail 7 be poured with sidewalk behind it instead?
A43. The concrete curb and gutter (CS501 Detail 7) and concrete sidewalk (CS501 Detail 9) can be poured in two separate pours with #5 rebar to be installed at with 12” on-center spacing joining pours. Otherwise, pour integral sidewalk and curb gutter shown (CS501 Detail 8).
Q44. See details 8 & 9 on CS 501. They do not show aggregate base below the sidewalk. Is this acceptable?
A44. 4” Type 1 Class B aggregate base to be used under all sidewalks and curb gutters. Subbase to be in accordance with Specification 31 20 00.
Q45. See details 8 & 9 on CS 501. Should the sidewalk be 6” thick or 4” or different in different places?
A45. Sidewalk to be 4” thick minimum in all locations. 4” Type 1 Class B aggregate base to be used under all sidewalks and curb gutters.
