About this file

This document is an amendment to a solicitation for replacing approximately 8,400 linear feet of steam condensate lines at the Tomah VA Medical Center in Tomah, Wisconsin. The project includes associated asbestos abatement and has a budget between $2 million and $5 million. Offerors must acknowledge receipt of the amendment by May 8, 2020 at 4:30 PM Central Time and submit bids by the same deadline. The bid opening date was extended to May 11, 2020 at 12:00 PM Central Time and will be held via live stream on the Great Lakes Acquisition Center Facebook page due to COVID-19 precautions. The amendment provides clarification that individual flow meters are not required for the condensate pumps but run time and calculated volume based on run time and pump GPM should be monitored. The intent is to integrate monitoring signals into the existing JCI Metasys building automation system control panels. The solicitation is being issued as a 100% Service Disabled Veteran Owned Small Business set-aside by the Department of Veterans Affairs Veterans Health Administration VISN 12.

AMENDMENT 0008

May 6, 2020 Project: Replace Steam Condensate Lines Project Number: 676-19-105 Location: Tomah VA Medical Center, Tomah, WI

Amendment 0008 hereby incorporates the following clarifications/change(s) into the solicitation package.

A. VENDOR QUESTIONS: Submitted 5/5/2020 (See Attachment) Clarification of question “ Monitoring includes total pump run time in hours and minutes for each pump, alarm for any pump failure, and pump run time (for each pump) total in GPM.” Notice that it says run time twice but the second is in GPM which is a flow. Does this mean they want a flow meter at each pump? The flow will vary depending on several things so it would be a pretty big jump to assume a constant flow.

VA’s Reply: A flow meter is not required. The intent is to provide an operation of the condensate pump calculation based on two methods:

1. Run time in hours and minutes for each pump

1. Calculated volume (in gallons) based on pump run time and pump GPM.

B. NOTE: Clarification- The intent is to tie into the existing JCI Metasys building automation system (BAS) control panel that are in each building (there are control panels typically in the mechanical rooms that these pumps are in) and add the monitoring signals from the condensate pump to them. There would need to be some programming for the condensate pumps to the existing BAS interface at the monitoring station (head end) at the HVAC Shops Building 40. We are not asking for a new building automation control system.
