Amendment 0006 hereby incorporates the following clarifications/change(s) into the solicitation package.
A. VENDOR QUESTIONS, submitted 04/24/2020
1. Is the Geoterra GTO or Equal required for the construction laydown pad as shown clearly on C011, or is detail 4/C502 acceptable with soil removal, rock installed, removed, and turf restoration at the end of the project?
VA REPLY: Yes - Sheet C011 refers to Detail 4/C502 and the Legend say that it is ‘similar’ to the Presto Geosystems Geoterra GTO, or Equal.
1. How should we submit our proposal? Email?
VA REPLY: A wet-signed, offer and bid bond are required. As noted on Amendment A0005, “Offerors SHALL submit an officially signed SF-1442 package AND bid bond NLT 4:00PM CST, the day prior bid opening to the location listed below, via USPS mail, FEDEX or UPS. Hand-deliveries are NOT an option as the delivery location is locked to the public.

1. Can our steam fitters work in the pipe tunnels before the asbestos is removed?
VA REPLY: Yes. Even after the Return Line is removed there still are other pipes with asbestos in the tunnels.
1. Can the new piping be install before demolition of old piping? [sic]
VA REPLY: No. The new pipe occupies the space where the existing on is.
1. Can take power out of building 415 for temporary lay down area? [sic]
VA REPLY: Lay-down area will be just south of the warehouse. If contractor requires power at lay-down area , power coordination and job-trailer location shall be coordinated at the post-award kick-off meeting. VA shall provide 50-amp power temp service.
B. VENDOR QUESTION, submitted 4/27/2020
0. I am still trying to figure out if we are required to have a site superintendent / SSHO combo and then a QCM or can the Site super handle both SSHO and QCM roles. Can you please help me out here?
VA REPLY: These roles may be fulfilled by a single person as long as all qualifications are fulfilled. After award, contractor must provide qualifications for proposed staffing. The VA has the authority to reject proposed personnel if qualifications are not fulfilled.
C. BID due date and bid opening details have NOT changed since Amendment 5.
0. DUE DATE/TIME is Wednesday, May 6, 2020 at 4:30 p.m. local time (Milwaukee, WI).
0. PUBLIC BID OPENING: Thursday, May 7, 2020 at 2:00 p.m. local time (Milwaukee, WI), via Live-Streaming.
Due to the national COVID pandemic, the bid opening process shall be a public, live-streaming activity. If you choose to attend the virtual bid opening, you will need to have a Facebook account and log into the account. Search for “Great Lakes Acquisition Center - Virtual Bid Openings.” There is an “EVENT” on the schedule board for Thursday, May 7, 2020 at 2:00 p.m.
