PROJECT:676-19-103 Remove Asbestos Crawlspace B400, 401, 403, and 424
LOCATION:Tomah VA Medical Center in Tomah, WI

Amendment 00006 hereby incorporates the following clarifications/change(s) into the solicitation package.

A. Solicitation RFI’s/Questions and Answers

Question: Submitted 2/14/2020

1. 1) What percent of SDVOSB labor is required?

1.

0. Answer: According to the NAICS Code 25% for specialized construction.

2) Aside from air clearance testing, is there a requirement to have a CPIH on site each day of abatement to run background air sampling, etc.?

Answer: Yes, Contractor to provide CPIH / CIH, see Spec section 028213.13-16 (1.5.2). Plus, the VA is required to also have an inspector to verify.

1. 3) There are areas of existing bare and/or damaged non-ACM piping insulation. Due to the unsafe condition of the existing spaces for insulators to enter (and likely they do not have asbestos awareness training, proper PPE for asbestos, etc), should the abatement contractor add some quantities to account for this? It seems that 500 linear feet of piping and 60 pipe fittings would be a fair assumption overall:

1. a) Building 400: Other misc insulation adds to include 125 lf of piping and 15 fittings

1. b) Building 401: Other misc insulation adds to include 125 lf of piping and 15 fittings

1. c) Building 403: Other misc insulation adds to include 125 lf of piping and 15 fittings

1. d) Building 424: Other misc insulation adds to include 125 lf of piping and 15 fittings

Answer: Contract pricing shall include A - D. WHO performs the work is a matter of "means and method" determined by the prime contractor. All personnel performing the work shall comply with contractual safety requirements for specific types of work.

4) During the pre-con site visit, it was brought up that EMC commented in their report “There are areas of dirt floor, that appeared to be discolored from growth of fungus or bacteria.” The Scope of Work does not discuss cleaning of any fungus or bacteria. I would assume that bidders are to be aware that this condition exists for safety and that fungus/bacterial located in asbestos contaminated dirt and/or on asbestos pipe and fitting insulation will become an incidental part of the cleanup. However, cleaning of fungus or bacteria in/on items outside of asbestos contaminated dirt/pipe insulation/fittings insulation is not part of this scope of work. Will it be added to the scope of work?

Answer: Fungus and bacteria that may be identified during construction shall be handled as unknown existing conditions and processed as a change order.

5) For safety, it should be noted that Building 424 crawlspace below 1505 Kitchen has a drainpipe leak. This area of the crawlspace has standing water that should be considered class 3 water. Odors are to be expected when working in this area of the crawlspace. Should leak repair be included in the scope of work?

Answer: Yes. Contractors shall include pipe repair as part of the base contract.

6) The Statement of Work indicates that soil should be removed in 3” lifts until deemed to be free of ACM. The specs include an allowance for soil removal in Building 424. However, the Statement of Work indicates that, “Where visible debris is mixed in with loose soil, the soil shall be removed in 3” lifts until deemed to be clean of ACM”. For bidding purposes should a specific allowance for additional soil removal in the other three buildings be included?

Answer: Basic contract requirements shall require soil clean-up and repair up to 3”. In locations where it is identified that more than 3” removal is required, contractor shall notify the COR, document existing conditions with reports and photographs; this work shall be processed as a change order. These procedures apply to ALL buildings.

Question: Submitted 2/19/2020

1) The construction documents currently specify the duration of the project to be 120 days. However, due to the constraints of the project it will be very difficult to meet this timeline. Would the VA consider extending the duration of the project to 250 days?

Answer: Overall Period of Performance shall be extended from 120 calendar days to 200 calendar days. B424 completion shall be extended from 40 calendar days to 77 calendar days for completion. Contractors may determine it necessary to simultaneously work at multiple locations to comply with contract schedule requirements.

Question: Submitted 02/21/2020

1) With submittals, preplanning, and meetings we feel that 120 days will not be enough. Talking with our subcontractors we suggest 270. Would a longer period of performance be permitted?

Answer: Period of Performance shall be extended from 120 calendar days to 200 calendar days. Contractors may determine it necessary to simultaneously work at multiple locations to comply with contract schedule requirements.

2) Do you foresee any issues with ground water under building 424 seeing that the ground is saturated and puddling already?

Answer: To repair saturated ground and puddling water, contractors shall repair surrounding pipe to eliminate to leaking pipe.

Question: Submitted 2/25/2020

1) According to the SOW building 424 is to be complete within 40 days. Asbestos removal will take approximately (8) weeks. The insulators (depending on the weather and the temperatures in the crawlspace) will need approximately (3) weeks for building 424. This puts the time frame over the 40 days allotted. Can additional time be allowed to complete the work?

Answer: Overall Period of Performance shall be extended from 120 calendar days to 200 calendar days. B424 completion shall be extended from 40 calendar days to 77 calendar days for completion. Contractors may determine it necessary to simultaneously work at multiple locations to comply with contract schedule requirements.

Question: Submitted 2/27/2020

1) Painting within the specification is figured as the application of utility stenciling on the new insulation jacket for identification of piping. Is this the correct assumption? Can we utilize Self-Adhesive Pipe Markers & Labels in lieu of painting? The Pipe Markers would call out both the specific utility as well as provide arrow with direction of flow.

Answer: This alternate solution is acceptable

1) Confirm that we are NOT required to replace the soils which are removed during the abatement process?

Answer: Replacement soil will NOT be required.

1) Is there currently any existing ACM pipe insulation which has been covered by non ACM insulation within any crawl space area?

Answer: The VA is not aware of any existing conditions of this nature.

1) Per our conversations with several abatement subs, they have all indicated that power will be required within the work area for their specific equipment. Can you confirm that the following power is available for each building?

· B400: We will require 3 of our pig tails to be hooked/unhooked up at 50-amp, single phase each.

· B401: We will require 3 of our pig tails to be hooked/unhooked up at 50-amp, single phase each.

· B403: We will require 3 of our pig tails to be hooked/unhooked up at 50-amp, single phase each.

· B424: We will require 5 of our pig tails to be hooked/unhooked up at 50-amp, single phase each.

Answer: Existing power shall be able to provide for construction requirements.

1) Confirm that the General Contractor is responsible for both an overall Superintendent as well as a CQC System Manager on the project site? Or can the project Superintendent cover both rolls?

Answer: These roles may be fulfilled by a single person as long as qualifications are fulfilled.

B. BID SCHEDULE

The period for construction activities from the date of the Notice to Proceed is extended from 120 calendars days to 200 calendar days, unless bid alternates are exercised.
