| LOCATION: | Tomah VA Medical Center in Tomah, WI |
Amendment 00004 hereby incorporates the following clarifications/change(s) into the solicitation package.
A. Solicitation RFI’s/Questions and Reponses
1. Is there engineered drawings of the exterior walls so we can expand additional exhaust holes for Ventilation? We would like to meet OSHA’s negative air requirements to draw air away from the employee reducing exposures to our men. Also, this would allow for emergency ingress/egress of a confined space.
There are no existing as-builts drawings. Contractors are responsible to develop their own “means and methods” to comply with OSHA’s negative air requirements.
2. What is the exact scope for the damaged insulation and the insulation that has mold growth? If we are to remove all damaged/mold insulation what is the quantities associated and/or a defined scope for mold remediation?
| A: | Pricing shall be based on existing conditions; contractors are responsible to conduct a thorough site inspection during solicitation. |

3. Do Tapcon fasteners necessarily have to be used or would other fastening devices be allowed?
A: Brand name or equal, is acceptable.
4. What are the VA’s budgetary numbers for each building and the overall project?
A: The project magnitude is between $500,000 and $1,000,000. There is no individual amount for each building.
5. Will this project be taxable or tax exempt?
A: Yes, for specialized items on this project. See attached tax exemption form.
6. Per the signage detail, 3/HA001, what colors are to be used for this specific sign?
A: Red backdrop at the ‘CAUTION’ with yellow or white words and yellow backdrop for the rest of the sign with black letters (high visibility).
7. Has the asbestos report contained within the Statement of Work been submitted to all Governmental agencies?
A: No report has been produced only to Department of Veteran Affairs.
8. Provide clarification as to where the following items are to be placed on the project site:
a. GC trailer and layout area. How large an area will we be provided?
A: GC trailer and layout area will be in the contractor’s storage area in the north-west portion of the campus.
b. Has space been allocated at each building for the abatement companies specific waste trailer? This should be relatively close to each location as limiting transporting of ACM should be limited when within the public areas.
A: Each building will have a location for the waste dumpster, location to be determined.
c. Is abated material to be allowed to be removed during normal hours or off hours?
A: Yes, provided that the dumpster is covered, and the individual items are contained as required.
9. Is abatement work to be considered to occur during normal business hours?
A: Yes, 7am – 5pm. Or as permitted by COR.
10. What submittal exchange program is to be utilized for this project A: All submittals are submitted to the CO/COR via email.
11. Per note sheet HA101, HA102, HA103 & HA104, which reads; “ABATEMENT CONTRACTOR SHALL REMOVE ALL ASBESTOS CONTAINING PIPE/FITTING INSULATION THROUGHOUT THE CRAWL SPACE, MARKED IN RED. ALSO, CONDUCT A THOROUGH INSPECTION OF THE EXISTING PIPE INSULATION, AND REMOVE ANY SUSPECT ASBESTOS CONTAINING INSULATION FOUND THAT IS NOT MARKED IN RED”. Clarify that all items which are currently not identified as ACM materials and discovered on site as being ACM materials will be addressed as a hidden condition and will be removed throughout a change order?
A. FAR 52.236-2 Differing Site Conditions FAR 52.236-3Site Investigation and Conditions Affecting the Work During construction, if additional abatement is identified that was not detailed on drawings or visible during the thorough site inspection change orders may be justified.
12. Do you have an asbestos bag for his Tyvek suits and gloves and booties when he exits the crawlspace? We do not have an asbestos bag. Will a regular garbage bag with a label on it work?
A. The VA will not be supplying an asbestos bag. You may bring a garbage bag that’s 6mil or greater.
B. Bid Opening Date Change
1. Date was extended from Tuesday, February 25 to Tuesday, March 3, 2020
