REQUEST FOR INFORMATION (RFI) RESPONSES:
Q1: Whenever elevators are modernized, all other existing elevators in the same building/connected complex are required to change the Firefighter Rescue Key Switches to the current National Level Code; all must meet FEOK-1. I cannot find in the DIV 14 spec section the requirement to change other key switches in the facility to FEOK-1. My question: can you let me know if this requirement is indeed included in the project specs. And if not, how should the bidding companies for DIV 14 proceed?
A1: Under this project it is not a requirement to change all of the building/facility elevator Firefighter Rescue Key Switches to the FEOK-1 key. For Firefighter Service switch requirements, Contractor to refer to Specifications 14 26 26, Para 10 and 14 24 00, Para 10.
Q2: The overall project duration is 365 Calendar Days (52 weeks) from NTP. We feel that duration should be extended based on the following estimated durations:
0. NTP Date
0. Schedule and perform detailed field surveys of existing systems 3 weeks
0. Engineering of new elevator systems 4 weeks
0. Approvals of new elevator layouts and components 2 weeks
0. Lead time for fabrication and shipment of new systems 16 weeks
0. Estimated duration to modernize one traction car at a time (14 weeks/car) 42weeks
0. Estimated duration to modernize single Morgue elevator 3 weeks
0. Total estimated duration from NTP 70 Weeks
0. We would also recommend adding a few more weeks for potential punch lists and Owner Training
A2: Adjust the Period of Performance to 510 calendar days after Notice to Proceed.
The following questions are in relation to procedures outline in the specifications.
Q3: Please confirm VA providing Automatic Transfer Switch (ATS) contacts and ATS Programming for Power Transfer Indicator (PTI) signal to new Controllers.
A3: Contractor to provide and install the Automatic Transfer Switch (ATS) contacts if required and provide and install the ATS programming for the Power Transfer Indicator (PTI) as the new controllers require. Automatic Transfer Switch (ATS) is a closed transition type by ASCO 600 Amp, Model 7000.
Q4: What is the assigned location for storage space for materials?
A4: There is not an assign storage space for materials. Material storage is limited to the space within the jobsite; elevator machine room D9202.
Q5: Would the Madison VA prefer to have the crew to work 5 days a week at 8 hours a day or 4 days a week at 10 hours a day?
A5: The scheduling of crews and work days can be scheduled by means and methods of construction.
Q6: Is contractor required to provide a construction sign for this project outside of building?
A6: The contractor is not required to provide a construction sign outside the building.
Q7: If contractor is required to provide a sign indoors, what dimensions are the sign required to be and where will the sign be placed?
A7: Indoor signage is not required. Contractor to post signs in accordance with all VA, OSHA, NFPA, ASME and all applicable safety and construction standards.
Q8: Is it required that photographic documentation be performed by an outside professional to document the renovation?
A8: Photographic documentation is not required.
Q9: Is contractor required to replace the ATS?
A9: The ATS is not required to be replaced.
Q10: On what date where the shunt trips last tested?
A10: Stunt trips were last tested on February 26, 2019 during the VA Annual Fire Alarm Tests and Inspections.
Q11: Is the backup generator capable for supplying power for all cars to run at the same time? Or are you only concerned with running P8, P9, P10?
A11: The backup generator can supply power to all cars; P8, P9 & P10 at the same time.
Q12: Is it required that the HVAC as a whole be replaced or is it preferred that the current system continues to be monitored to ensure it meets cooling requirements?
A12: See Project Drawings M001, MH100, MH500 & MH600 for the project HVAC requirements. The HVAC systems and cooling can be completed and scheduled by means and methods of construction.
Q13: When was the last time the smoke/heat detectors were last tested that are integrated with the elevator control system? Are there any smoke/heat detectors that are non-functioning, and if so, please identify which ones?
A13: The elevator, machine room and shaft smoke/heat detectors were tested on February 26, 2019 during the VA Annual Fire Alarm Tests and Inspections. All smoke/heat detectors are currently functioning.
Q14: How many crews are required simultaneously on this project as each elevator undergoing modernization requires its own crew?
A14: Project Specification General Requirements 01 00 00, Para 1.6, F. Phasing: Para Phase I: Allows only one cab to be worked on a time. The phasing and scheduling of crews is a means and methods of construction. Morgue elevator can be scheduled concurrently with work on Car 9.
