VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-19-AP-2921
1. Contracting Activity: Department of Veterans Affairs, VISN 12 Zablocki Medical Center
NCO 12 Construction Team 2237# 695-19-3-6922-0013
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Eaton Automatic Transfer Switches (ATSs) are to be installed on this project, replacing obsolete and outdated equipment. Automatic Transfer Switches are complex electronic equipment designed with two sources of power: a preferred source (normal) and an alternate source (emergency). Upon loss of power to the preferred/normal source – in the event of an emergency – the equipment automatically and without impact to hospital operations allows power to transfer to the alternate/ emergency source.
The estimated expected cost of Eaton provided materials, labor and equipment on this contract is $149,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Eaton Magnum Automatic Transfer Switches are the only equipment that will communicate directly with the existing campus wide metering system. This campus-wide system, as a centralized metering system, currently monitors multiple buildings on the hospital campus. The system will only recognize “like” sensors and cannot be integrated with other manufacturers. Due to the reliability and interoperability of the systems throughout the campus, Eaton Magnum Transfer Switches are required. An incompatible system may require installation of new metering system for all buildings as well as new software, programming and components for a campus wide metering system. Additionally, installation of components that match the existing automatic transfer switches minimizes maintenance costs and bench stock requirements.
4. Description of market research conducted and results or statement why it was not conducted:
VAMC Milwaukee has established a single source provider (Eaton) as our standard for transfer switch equipment. A different system would be incompatible with existing infrastructure and make upgrades superfluous. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing metering system minimizes maintenance costs and bench stock requirements.
